Forest View Relocation Proposal City Manager Fruin presented a power point regarding the Forest View Relocation Proposal which included the project timeline, 2019 Conditional Zoning Agreement, current status of project, relocation approaches, key issues, staffs relocation proposal, future affordable housing on site and council discussion questions. Individual council members expressed their views. Council concurred with the relocation amount proposed by staff, as well as the 25%/75% split and the targeted December 9th moveout date. Action: Staff will explore eligibility scenarios for the following milestone dates, CZA execution, March 2020, March 2021, September 2021. Exploration includes possible funding sources, total cost estimates, and other related variables such as taxability. Staff will reach out to the owner and tenant association to assess residency records that will aid in this process. Staff will further explore what data collection might be involved if the City moves away from self - certification of income. Staff will also investigate if a higher income level may be possible under ARPA and/or if those with incomes higher than the acceptable ARPA limit can be compensated through a different funding source. Clarification of Agenda items None University of Iowa Student Government (USG) Updates USG presented updates by Elizabeth Miglin, USG Alternate Liaison. Information Packet Discussion [March 3, March 10, March 171 ➢ March 17 1. (IP1: Memo from City Clerk: City Council meeting location — City Council Tentative Meeting Schedule). Mayor Teague requested council direction on going back to Emma J. Harvat Hall. Individual Council members expressed their views. City Attorney Goers provided information. Action: Council meetings will move back to City Hall beginning with the April 19th meeting. Council Work Session March 1, 2022 Page 2 (Break to formal meeting 5:45pm — Return to work session 7:31 pm) ➢ March 3 1. (IP2: Memo from City Manager— House Study Bill 682 and Senate Study Bill 3132) Councilor Weiner asked for clarification on bill status. Assistant City Manager Kilburg provided an update. Individual Council members expressed their views. ➢ March 10 1. (IP4: Civil Service Examination: Community Outreach Assistant — Immigrant & Refugee Communities) Councilor Taylor wanted to welcome individuals who were hired. ➢ March 17 2. (IP5: Article from Councilor Thomas: Not Just Bikes — Where we've been living this whole time). Councilor Bergus thanked Councilor Thomas for sharing article and video. 3. (IP7: Invitation: An Evening with Judy Neumann: Internationally Renowned Disability Rights Advocate). Council Taylor highlighted the event on March 30th, 7:OOpm at Hancher Auditorium and March 29th at 6:30pm FilmScene offering a viewing of Crip Camp an inspiring documentary about a summer camp developed for teens with disabilities. 4. (IP4: Pending Council Work Session Topics). Mayor Teague requested to have the GuideLink Center added as a pending work session topic. City Manager Fruin suggested having it for a Joint Entities Meeting topic for all communities. Mayor Pro Tem Alter requested adding an ARPA funds refresher from staff to present the community feedback received to the pending work session topics. Action: The Clerk will note the Council's desire to request an update from Guidelink at the next joint entities meeting (April 18). Staff will prepare an ARPA update memo for a future work session (added to pending list). > March 3 2. (IP2: Memo from City Manager — House Study Bill 682 and Senate Study Bill 3132) Councilor Harmsen noted the bill had been passed out of committee. City Manager Fruin provided information.
