April 19, 2022 AT TAC HM E NT S : Description Work Session Minutes: April 5 Date: April 13, 2022 To: Mayor and City Council From: Kellie Fruehling, City Clerk Re: Council Work Session, April 5, 2022 - 5:17 p.m. at The Center – Assembly Room Council: Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner Staff: Fruin, Jones, Kilburg, Goers, Fruehling, Hightshoe, Sitzman, Davies, Fleagle, Havel, Sovers (A transcription is available in the City Clerk’s Office and the City website.) State required presentation of the Historic Preservation Certified Local Government Annual Report Mayor Teague invited Historic Preservation Planner Bristow to present the annual report. Bristow highlighted the annual report which included background, Iowa City’s Historic Districts, Conservation Districts and Local landmarks. Bristow also discussed Historic Preservation Commission general information, highlighted the properties on the National Register that have been altered, moved or demolished, local properties that are not on the National Register that have been altered, moved or demolished, provided a list of properties who received project assistance and discussed the Historic Preservation Fund. Bristow wrapped up the discussion with public education and outreach, issues, challenges and successes. Individual council members expressed their views. Forest View Relocation Proposal City Manager Fruin presented updates to Council and discussed eligibility & documentation requirements, number of households included, current household levels and those in September 2021, March 2021 and March of 2020. Action: Staff will begin preparing a formal resolution authorizing the Forest View relocation assistance program. The following decisions were made at the work session: o The City will proceed with the self-attest method o Eligibility will date back to the original CZA o Those not eligible for ARPA funds due to income or date of departure will be compensated with local funds and will also be provided with information on taxability. o The percentage split of the two checks was changed to 50% upfront and 50% upon departure o Staff will continue to work through creation of necessary forms, translation, coordination with social services, and more. Further refinement of the neighborhood roster will continue with the CWJ and we will begin planning for a potential on-location informational meeting and/or event to distribute the first-round checks to current residents. (Break for Formal meeting at 5:46 pm – Return to work session 7:05 pm) Council Work Session April 5, 2022 Page 2 American Rescue Plan (SLRF) Update Assistant City Manager Kilburg presented a status update to Council. Kilburg highlighted the memo from the March 31 information packet (IP5). Discussion on housing repair and relocation, emergency non-profit assistance and social service capital funding, strategic investments, economic inclusion study by Astig Planning and RE-connect, social service needs assessment, affordable rental housing partnership with the Housing Trust Fund of Johnson County, and bolstering efforts of Think Iowa City to bing economic activity to Iowa CIty. Individual council members expressed their views. Clarification of Agenda items None Information Packet Discussion [March 24, March 31]  March 24 1. (IP2: 2021-2022 Deer Management Annual Report). Councilor Bergus asked if there was any flexibility or options available. City Manager Fruin advised that DNR staff will go to the Natural Resource Commission on the City’s behalf at their next meeting. Fruin discussed sharp shooting versus bow hunting and the current need to address the deer populations. Individual Council members expressed their views. 2. (IP4: Press Release: Upcoming Public Works Open House features a day of family fun – roller skating, quilts, & more!) Councilor Weiner mentioned this event looked fun and was looking forward to the Open House.  March 31 1. (IP7: Memo from City Clerk: Joint Entities Meeting Agenda items for April 18) City Manager Fruin noted Council requested a GuideLink update. Councilors asked to have Sam Jarvis give an update on current COVID levels. Councilor Alter mentioned inviting Jennifer Banta who is part of the statewide taskforce on childcare to present at a work session in May. Action: Staff will submit the following topics for the next Joint Entities meeting, (1) GuideLink update and (2) COVID update from Johnson County Public. 2. (IP8: Letter from Iowa DOT: Pavement Marking) Councilor Thomas asked for more information on the type of material and concerns with pavement markings in Iowa City seem to fade away quickly. Action: Staff will reach out to the DOT and learn more about the “multi-component durable liquid pavement marking material” to be used in its upcoming projects (see 3/31 information packet, item IP8) and report back to Council. 3. (IP15: Invitation: All are invited to the City’s Electric Bus Bash on April 22) Councilor Bergus excited to see this event and eager to attend. 4. (IP1: Tentative Meeting Schedule) City Manager Fruin asked for Councilor to check their schedule for a Strategic planning session in May and noted the facilitator was available on May 4th and May 18th. Action: The City Council Strategic Planning meeting will be May 18th starting at 9:30 a.m., location TBD.
