Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or
impractical due to concerns for the health and safety of council members, staff and the
public presented by COVID-19.
BUDGET OVERVIEW AND HIGHLIGHTS
Mayor Teague welcomed members of the public for tuning in and gave a brief rundown of how
the day would proceed. City Manager Fruin noted the time and effort from staff that was put into
pulling together the budget and noted items for Councilors to keep in mind during the
presentations. City Manager Fruin reviewed the budget review schedule, the budget document,
fund structures, Recent Budget Initiatives, and Fiscal Year 2023 concerns. Assistant City
Manager Kilburg reviewed Revenue. Deputy City Manager Jones reviewed expenditures
followed by City Manager Fruin going through Enterprise Funds. Assistant City Manager Kilburg
touched on Areas of Focus and City Manager Fruin wrapped up with items looking forward, and
next year's budget. Individual Council members expressed their views. [Power point of FY2023
Budget coincided with overview.]
Interim Finance Director Davies was also present for discussion.
Department budgets were presented (with adjustments) as outlined on the agenda (IP2 of
01/06/22 Info Packet); and page number in parenthesis refers to pages in the Proposed Financial
Plan (12/17/21 Info Packet). Power points of organization charts for the City departments were
shown and archived.
