6.d. Reprecinctinq Agreement with County
I �_ Resolution approving revised Letter of Agreement with Johnson
County for the combining of selected Iowa City precincts with
selected Township Precincts.
Comment This item approves a revised Letter of Agreement with Johnson County to
combine select voting precincts.At the direction of the Iowa Secretary of State's Office,
and with the approval of the Johnson County Auditor's Office,the attached Revised
Letter of Agreement should be adopted.
6.e. American Rescue Plan Act- Direct Assistance Program Subaward
" `r g Resolution authorizing the Mayor to sign a State and Local Fiscal
Recovery Fund (SLFRF) grant agreement with Johnson County
to administer a Direct Assistance program targeting Iowa City
residents woo experienced a negative economic impact caused
by the COVID-19 pandemic.
Comment:As part of the American Rescue Plan Act(ARPA),the City was awarded
State and Local Fiscal Recovery Fund(SLFRF)dollars to respond to impacts of the
COVID-19 pandemic.This resolution authorizes a subrecipient grant agreement with
Johnson County for$1,500,000 to administer a Direct Assistance program targeting
Iowa City residents who experienced a negative economic impact caused by the
COVID-19 pandemic.

7.a. 2022 Water Pavement Patching
_ ` ` Resolution setting a public hearing on May 3, 2022 on project
manual and estimate of cost for the construction of the 2022 Water
Pavement Patching Project, directing City Clerk to publish notice of
said hearing, and directing the City Engineer to place said project
manual on file for public inspection.
Comment This project indudes pavement repairs associated with water main breaks on
various streets throughout Iowa City.As additional main breaks occur later this year,those
sites will also be added to this project for repair.The estimated construction cost is
$175,000 available in the Water Divisions Operating Budget,account#73730130.
7.b. 2022 Rochester Avenue Reconstruction from Ralston Creek to N
First Avenue
I CO Resolution setting a public hearing on May 3, 2022 on project
manual and estimate of cost for the construction of the 2022
Rochester Avenue Reconstruction from Ralston Creek to N First
Avenue Project, directing City Clerk to publish notice of said
hearing, and directing the City Engineer to place said project
manual on file for public inspection.
Comment The project includes the complete reconstruction of Rochester Avenue from
First Avenue to the bridge over Ralston Creek and also includes improvements to
sidewalks,ADA curb ramps,storm sewer,sanitary sewer structures and other
associated work.The estimated construction cost is$5,600,000 and will be funded
through account#53950—Rochester Avenue Reconstruction.
7.c. Eastwood Drive and South Lawn Drive Intersection Improvement

manual and estimate of cost for the construction of the Eastwood
Drive and South Lawn Drive Intersection Improvement Project,
directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public
inspection.
Comment This project includes complete storm sewer and intake replacement at the
intersection of Eastwood Drive and South Lawn Drive,as well as improvements to ADA
ramps,water main upgrades,and pavement replacement The estimated construction
Dost is$225,000 and funding is available in the Annual Storm Water Improvements
Account#M3631.

lot to the north and south desires to purchase the right-of-way for fair market value to

at the Benton and Sunset intersection. The estimated cost of construction is
$4,200,000 and will be funded through account#S3947—Benton Street

Ordinance amending Title 3, entitled "Finance, Taxation and Fees,"
Chapter 4, entitled "Schedule of Foes, Rates, Charges, Bonds, Fines
and Penalties," Article 5, entitled, "Solid Waste Disposal".
Comment Title 3,Chapter 4 amendments include an increase in residential solid waste
collection fees for yard waste collection by$1.50 per dwelling unit per month,an increase of
additional yard waste carts over 1,per month by$1.50 each,an increase of residential sold
waste collection fees for curbside sold waste disposal by$1.00 per dwelling unit per month,an

Comment: This resolution allows for the advertisement for the sale of the bonds,
approval of the preliminary official statement, and the receipt of the electronic bids
through the SPEER AUCTION competitive bidding system. This resolution is for the
$10,255,000 General Obligation Bonds, Series 2022. The sale date for these bonds will
be May 3,2022.
