$10,255,000 General Obligation Bonds, Series 2022, And Levying
A Tax To Pay Said Bonds; Approval Of The Tax Exemption
Certificate And Continuing Disclosure Certificate.
Comment:This resolution provides final authorization for the issuance of$10,255,000
General Obligation Bonds.The Tax Exemption Certificate sets out in detail a number of
facts,promises and obligations that must be met and agreed to by the City in order to
maintain these bonds as tax exempt The Continuing Disdosure Certificate is being
executed and delivered for the benefit of the holders and beneficial owners of the bonds
and in order to comply with Securities and Exchange Commission(SEC)rule 15c2-12.
6.d. 2022 Paying Agent Agreement
aa.— I P.S Resolution Appointing Paying Agent, Bond Registrar, and Transfer
Agent, Approving the Paying Agent and Bond Registrar and
Transfer Agent Agreement and Authorizing the Execution of the
Agreement.
Comment:This resolution provides final authorization for US Bank of St Paul,
Minnesota to act as paying agent for the City of Iowa City in regard to the issuance of
$10,255,000 General Obligation Bonds.series 2022.
6.e. Iowa City Association of Professional Fire Fighters updated
collective bargaining agreement
Resolution authorizing an updated agreement between the City of
Iowa City and the Iowa City Association of Professional Fire
Fighters, IAFF Local #610 to be effective through June 30, 2024.
Comment This is the settlement of the Fiscal Year 2023 and 2024 wage and insurance
re-opener included in 5 year collective bargaining agreement for fiscal years 2020-2024.
The re-opener settlement establishes wage and health insurance settlements for fiscal
years 2023-2024 minoring the Police union terms for those years,dental benefits
consistent with AFSCME and non-union employees,an adjustment to the longevity pay
schedule,and establishing a sick leave conversion provision starting in FY24 comparable
to the sick leave conversion included in the Police union contract

6.f. Big Grove Grant Agreement
Resolution approving agreement between the City of Iowa City,
Iowa and Big Grove Iowa City, L.L.C. for a grant to capture
carbon dioxide.
Comment: Big Grove Brewery seeks to install equipment to enable the capture of carbon
dioxide created in the brewing process.The on-site carbon capture will eliminate the need
for the brewery to transport carbon dioxide in from outside the area,thus significantly
reducing carbon emissions within the city.
6.g. Fuel Contract for the City of Iowa City
? u Resolution authorizing the procurement of fuel for the City of Iowa
City.
Comment: This Resolution will approve the procurement of fuel for the City of Iowa City.
The contract will be awarded to Cobb Oil for one(1)one-year term with the option to
renew for four(4)additional one-year terms.This purchase will exceed the City
Manager's spending authority of$150,000.00 thereby requiring City Council approval.
The City expects to expend approximately$1,897,000.00 over a one-year period.
6.h. Iowa City Transit Title VI and Limited English Proficiency Plan

) )-9 Resolution Approving the Iowa City Transit Title VI and Limited
English Proficiency Plan.
Comment:The Federal Transit Administration(FTA)requires adoption,and renewal
every three years of a transit-specific Title VI Program and Limited English Proficiency
Plan for transit agencies receiving federal funding.The previous plan was adopted in
2019.The plan ensures FTA assisted benefits and related services are made available to
all,are equitably distributed.and that the level and quality of services are sufficient to
provide equal access and mobility for any persons without regard to race,color,or
national origin.
6.i. University Heights Transit Service
3 O Resolution authorizing the Mayor to sign and the City Clerk to
attest the FY2023 agreement between the City of Iowa City
and the City of University Heights for the provision of transit
service within the corporate limits of University Heights.
Comment This resolution approves the FY2023 agreement for Iowa City Transit to
provide transit service within the corporate limits of University Heights.The level of transit
service provided will remain the same as in FY2020.The proposed FY2023 contract
amount of$42,920 is a 5.5%increase from the FY2021 amount based on the National
Consumer Price Index. University Heights approved this agreement at their April 12th,
2021 City Council meeting.

6.j. Graduate Hotel parking agreement
D, ► ( Resolution authorizing the Mayor to sign the Parking Agreement
for Registered Guests Dubuque Street Parking Garage Graduate
Hotel and for the City Manager to negotiate and execute future
amendments to the number of parking permits.
Comment This resolution authorizes the execution of an amendment to the parking
agreement between the City of Iowa City and Graduate Iowa City Owner, LLC
and Graduate Iowa City Lessee, LLC for the reduction of parking permits for the use
and benefit of hotel patrons at the hotel operator's expense and to grant the City
Manager authority to execute and negotiate future amendments to the number of
parking Permits.
6.k. North Westminster Storm Sewer Improvements

Westminster Storm Sewer Improvements Project.
Comment Bids for this project were received on Tuesday, May10, 2022 and the

and the City Clerk to attest a contract for construction of the
Wetherby Park Sidewalk and Driveway Project.
Comment: Bids for this project were received on Tuesday, May10,2022 and the
following bids were received:
Bockenstedt Excavating Iowa City, IA $78,'1'18.00
All American Concrete West Liberty, IA $86,977.00
Engineer's Estimate $93,000.00
Public Works and Engineering recommends awarding the contract to Bockenstedt
Excavating of Iowa City, Iowa. Funding is available in the Wetherby Park Entrance
& Parking Lot-Account#R4393.
6.m. Melrose Avenue/ IWV Road Improvement
Resolution authorizing the City Engineer to sign Change Order#07
to the contract between Metro Pavers, Inc. and the City of Iowa City
for extra work on the Melrose Avenue/ IWV Road Improvement
Project [STP-U-3715(668)-70-52].
Comment: During construction of the Melrose Ave/IWV Road Improvement Project.the
Contractor determined that there was an error in the earthwork quantities shown in the
contract documents.This was confirmed by the Consultant and results in the site not
being balanced between cut and fill with additional material required to be hauled off-site.
Because of these changes,staff negotiated Change Order#07 in the amount of
$296,797.29 which modifies the contract cost.The project scope and the timeline are not
impacted by this change. Funds are available in account#S3936—Melrose Avenue
Improvements.
6.n. Collector Well #2 Cleaning and Upgrading
3S Resolution approving, authorizing and directing the Mayor to
execute and the City Clerk to attest an Agreement by and between
the City of Iowa City and Strand Associates, Inc. of Madison, WI to
provide engineering consultant services for the Collector Well #2
Cleaning and Upgrading Project.
Comment: This agreement authorizes Strand Associates, Inc.to provide design, bidding,
and construction-related services for the rehabilitation and upgrade of Collector Well No.
2.to increase the raw water production of the well.The negotiated fee is not to exceed
$74,900.00 and will be funded through Account#N3322—Collector Well#2 Cleaning
and Upgrading.

7.a. Rezoning south of Lehman Ave and west of Sycamore Greenway
Motion setting a public hearing for June 6, 2022 for a rezoning of
approximately 4.7 acres to Neighborhood Public(P-1 )zone.

Comment At its meeting on May 4,2022 the Planning and Zoning Commission
recommended approval of the rezoning by a vote of 6-0(Nolte absent)subject to
conditions related to site access and improvements to Lehman Ave.The rezoning would
allow the development of a MidAmerican substation.
7.b. Zoning Code Amendment- Various Minor Code Changes
Motion setting a public hearing for June 6, 2022 to consider an
ordinance amending Title 14, Zoning Code to clarify requirements
and ensure compliance with changes to State law. (RF722-0004)
Comment At its April 20,2022 meeting,the Planning and Zoning Commission
recommended approval of RF722-0004 by a vote of 6-0,with the removal of
clarifications to the applicability of the Historic Preservation Exception(14-2A-7B, 14-2B-
8A, and 14-2C-11A).The amendment would align the code with State law,clarify
language and expectations throughout the code,and update certain standards.
7.c. Gilbert Street Pavement Repair— CRANDIC Railroad Crossing
(p Resolution setting a public hearing on June 6, 2022 on project
manual and estimate of cost for the construction of the Gilbert
Street Pavement Repair—CRANDIC Railroad Crossing Project,
directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public
inspection.
Comment This project generally indudes removal and replacement of sidewalk and
concrete pavement,railroad approach,and storm sewer and intakes.The estimated
cost for this project is$150.000 and will be funded through account#S3824-Annual
Pavement Rehabilitation.
