Alcohol Agreement for Block Party Zz -t Resolution approving an agreement with the Downtown District to allow the sale, consumption, and possession of beer and wine during the Block Party. Comment:The City Code allows non-profits to enter into agreements to sell alcohol and for customers to possess alcohol on City streets.This resolution approves the agreement with the Downtown District to sell beer and wine on downtown streets during the Block Party on June 25.The location of the Block Party is an exhibit to the agreement,and the agreement is substantially similar to last year. _ 6.b. Riverside Theatre alcohol agreement Z2- '-{-.U' Resolution approving an agreement with Riverside Theatre to allow the sale of wine and beer under limited circumstances in City Park. Comment The City Code allows for agreements with non-profits to sell and their customers/patrons to possess alcohol in City parks and on City streets.This resolution approves an agreement with Riverside Theatre to allow alcohol during performances on Riverside Festival Stage in City Park in June and July.The agreement attached to the resolution is the same as last year. 6.c. Amending Budgeted Positions in the Accounting Division 2_ _ — )`+ Resolution amending the budgeted positions in the Accounting Division of the Finance Department by changing the job titre of Senior Accounts Payable Clerk in grade 8 to Senior Accounts Clerk-Accounting, reclassifying the position of Account Clerk- Accounting to Senior Accounts Clerk -Accounting, and amending the AFSCME pay plan by deleting the position of Account Clerk- Accounting from grade 4 and changing the titre of Senior Accounts Payable Clerk in grade 8 to Senior Accounts Clerk-Accounting. Comment:The Accounting Division is reorganizing job duties to provide for a more even distribution of the workload and to allow for more cross training.This resolution converts one position in the AFSCME pay plan. Comment:The requested position change in the Finance Administration Division better aligns with the current job duties that are needed for the Finance Administration Division to run efficiently and effectively. 6.e. Amending Budgeted Positions in the Information Technology Services Division — l `E`3 Resolution amending the budgeted positions in the Information Technology Services Division of the Finance Department by deleting one full-time Database Administrator position, grade 27 and adding one full-time Systems Engineer position, grade 28 and amending the Administrative pay plan by deleting the Database Administrator position from grade 27. Comment:The requested position change in the Information Technology Services Division better aligns with the current needs of the division to be able to keep Information Technology services running efficiently and effectively. 6.f. Comment This Resolution will approve the procurement of four(4)new snow plow truck chassis to be used by the Streets Division.Request for Bid 22-549 will be utilized for the procurement of the cab and chassis trucks at$397,672.00,which exceeds the $150,000.00 spending authority of the City Manager,and so requires Council approval. Comment This agreement authorizes Strand Associates, Inc.to provide consultant services induding functional design plans for the elevation of Foster Road.The project generally indudes the reconstruction of Foster Road between No Name Street and Dubuque Street The total cost of the services is$75,000 and will be funded by Foster Road Elevation account#S3961. 6.h. 2022 Water Pavement Patching Resolution rejecting bids received May 25, 2022 for the 2022 Water Pavement Patching Project and setting a new date for receipt of bids for the rebidding of the 2022 Water Pavement Patching Project, directing City Clerk to post notice to bidders. Hickory Trail Estates Final Plat �`- 15 I Resolution Approving Final Plat of Hickory Trail Estates, Iowa City, Iowa. Comment:The City Council approved the preliminary plat of Hickory Trail Estates on March 1,2022.Staff recommends approval of the final plat subject to approval of the legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the June 6 City Council meeting.Approval will result in the development of a senior living facility. Comment On May 4.2022,the Planning and Zoning Commission recommended denial of an application submitted by MidAmercan Energy Company for a County conditional use permit to allow for an electrical substation by a vote of 6-0(Nolte absent).The Johnson County Board of Adjustment is the ultimate decision maker regarding County conditional use permits.Therefore,if they approve the application,staff recommends the approval include the following conditions: 1.
