10. Resolution approving project manual and estimate of cost for the construction of
the Gilbert Street Pavement Repair — CRANDIC Railroad Crossing Approach
Project, establishing amount of bid security to accompany each bid, directing City
Clerk to post notice to bidders, and fixing time and place for receipt of bids.

11. Resolution Adopting the Additional Social Justice and Racial Equity
Grant Allocations for Fiscal Year 2022

seconded by J. Weiner. Motion Passed. (7 Ayes)
Motion to amend to exclude the grant to the Iowa City Catholic Worker

12. Resolution authorizing the Mayor to sign a State and Local Fiscal
Recovery Fund (SLFRF) grant agreement with the Iowa
City/Coralville Convention and Visitors Bureau to replace hotel/motel
tax revenue lost during the COVID-19 pandemic and develop and
administer a tourism and visitor recovery grant program.

Presentation from local childcare coalition
Mayor Teague introduced Jennifer Banta & Missie Forbes with the local Childcare Coalition.
Jennifer Banta provided information on the Childcare Task Force, the state of childcare, and wage
supplements. Missie Forbes provided information on a program called Starting Strong and the Earn &
Learn project noting there would be an information session that week at Kirkwood regarding a childcare
program which is expected to start this summer with graduation in August 2022. Banta asked Council to
consider funding for a navigator position to reach out to the communities that need childcare and train
them to become providers. Individual Council members expressed their views.
Action: Staff will follow-up with the presenters from the local childcare coalition and further explore
partnerships that were anticipated with the initial ARPA planning.

1. (IP4: Memo from Historic Preservation Commission: Montgomery Butler House).
Councilor Taylor asked for clarification as to what the next step is needed from Council.
City Manager Fruin provided background of the property and noted Council would need
to direct action if it is a top priority for them.
2. (IP3: Memo from Associate Planner: Analysis of Iowa City's Residential Development in
2021) Councilor Bergus encouraged councilors to review prior to the 5/18 Strategic
Planning Work Session.

1. (IP5: Iowa City Fire Department: 2021 Annual Report & IP7: Press Release: Iowa City
Fire Department to celebrate 150th anniversary) Councilor Taylor thanked the Iowa City
Fire Department for the annual report and provided recent firsthand experience with
ICFD & First Responders. Taylor also noted the press release regarding the
departments 150th anniversary. City Manager Fruin offered Council an opportunity to
tour the stations.

Iowa City City Council special formal meeting, 4:00 p.m. held at City Hall — Emma J.
Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members
present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner. Absent: None. Staff
members present: Fruin, Jones, Kilburg, Goers, Fruehling. Unless otherwise noted, all
actions were affirmative and unanimous.
Moved by Taylor, seconded by Weiner, to adjourn to executive session to discuss
the purchase or sale of particular real estate where premature disclosure could be
reasonably expected to increase the price the governmental body would have to pay for
that property or reduce the price the governmental body would receive for that property.
The minutes and the tape recording of a session closed under this paragraph (Real
Estate) shall be available for public examination when the transaction discussed is
completed. The Mayor declared the motion carried and adjourned into executive
session 4:01 p.m.
