Annual Presentation from Iowa City Area Development Group (ICAD) Mayor Teague introduced Kate Moreland & Austin Corns with ICAD. Moreland presented a PowerPoint presentation which discussed the following: ➢ Who We Are ➢ Overall Business Retention Visits — Strengths ➢ Overall Business Retention Visits — Threats ➢ 2021 Synchronist Comparisons ➢ Infrastructure Needs ➢ Synchronist Update 2022 ➢ Target Industries ➢ Project life ➢ Entrepreneurship ➢ Workforce Development ➢ Inclusive ICR DEI Index ➢ Inclusive Economic Development Plan for Johnson County — Outreach Results Highlights ➢ Other ICAD Activities ➢ ICAD FY22-FY24 Business Development KPI ➢ Iowa EdTech Collaborative ➢ Better Together 2030 Project objectives Vision Individual council members express their views. Presentation of the 2022 Affordable Housing Action Plan NDS Director Hightshoe presented a PowerPoint for the 2022 Affordable Housing Action Plan which covered the following: ➢ Affordable Housing Steering Committee Members ➢ Timeline ➢ Definition of Affordable Housing ➢ Major takeaways ➢ Lack of Supply of Platted Residential Lots ➢ Recommendations provided based on three categories (29 total) ➢ Recommendations for existing policies and programs (11) ➢ Recommendations and Required Actions for Development Regulations (8) Council Work Session June 6, 2022 Page 2 Further discussion on if additional funds are allocated, recommendations based on household income and next steps. Individual council members express their views. Action: Staff will work within the framework of the City Council's forthcoming strategic plan to prioritize recommendations from the Affordable Housing Plan and the ongoing housing policy collaboration grant with Eau Claire, Wisconsin and Henderson, Nevada utilizing Logan Simpson consultants. Clarification of Agenda items None. Information Packet Discussion [May 19, May 26, June 21 May 19 — No discussion. ➢ May 26 1. (IP2: 2020-2021 Strategic Plan Final Report) Councilor Weiner appreciated staff's work putting all this information together. June 2 1. (IP6: Memo from the Community Police Review Board: Recommendation for proposed amendments to Ordinance 8-8) City Attorney Goers provided Councilors with brief summary of the proposed changes and answered questions from Council. Action: Staff will draft proposed changes and present to Council. 2. (IP4: Memo from City Manager: Happy Hollow Park Ballfield Update.) Councilor Thomas noted the memo and gave a brief recap of the history when the infield was replaced with turf grass. Council discussed replacing the infield with dirt or keeping the turf and needing community feedback. City Manager Fruin provided additional information. Individual Council members expressed their views. Action: Staff will bump up our planned 2023 Happy Hollow Park public input efforts for the 2024 improvement project to this summer (2022). The effort will need to include discussion on both the playground replacement and the treatment of the ballfield. In addition to the neighborhood meeting at the park, staff shall conduct outreach to ballfield stakeholders and consider electronic means of feedback. Staff will summarize the feedback received and present it to the City Council so a final decision can be made on scope and timing of improvements. 3. (IP5: Letter from Center for Worker Justice: Wage Theft Proposal) Councilor Weiner asked to review. City Manager Fruin summarized the letter and provided background regarding this request for additional funding. Individual council members expressed their views. Action: Staff will continue to work on an agreement with the CWJ for wage theft services and will consult with other funders and the CWJ to determine annual funding amounts to ensure there are no duplication of benefits. The Council delayed any decision on possible increases to the previous financial commitment until such agreement is prepared and more complete information on funding is available. Council Work Session June 6, 2022 Page 3 University of Iowa Student Government (USG) Updates Elizabeth Miglin, USG Liaison and Keaton Zeimet, USG Alternate Liaison gave introductions and presented USG updates. Council updates on assigned boards, commissions, and committees Council members reported on various assigned boards, commissions, and committees. Adjourn 5:42 p.m.
