5.b. Uniform and Facility Service Product Rental and Laundering
Services
- I s B Resolution authorizing the procurement of Uniforms and Facility
Services Products for the City of Iowa City.
Comment:This Resolution will approve the procurement of Uniform and Facility Service
Product, Rental and Laundering Services for the City of Iowa City.The contract will be
awarded to CITY Laundering Co for one(1)three year term with the option to renew for
two(2)additional three year terms.This purchase will exceed the City Managers
spending authority of$150,000.00 thereby requiring City Council approval.The City
expects to expend approximately$302,130.00 over a three year period.

5.c. Procurement— Paint Striping Truck
- /561 Resolution authorizing the procurement of one (1 ) new Paint
Striping Truck.
Comment:This Resolution will approve the procurement of one(1)new paint
striping truck to be used by the Streets Division. Sourcewell Cooperative contract
080521-EZL will be utilized for the procurement of paint striping truck at
$196,540.08, which exceeds the$150.000.00 spending authority of the City
Manager, and so requires Council approval.

6.a. Zoning Code Amendment-Various Historic Preservation Code
Changes
Motion setting a public hearing for July 12 to consider an ordinance
amending Title 14, Zoning of the Iowa City Code to clarify code
language related to historic preservation. (RF722-0009)
Comment At its June 15 meeting,the Planning and Zoning Commission approved the
proposed zoning code text amendment RF722-0009.The proposed amendment would
clarify language and update certain procedures related to historic preservation.The Historic
Preservation Commission recommended approval at its meeting on June 9.The State
Historic Preservation Office completed a review as well and noted no concerns with the
changes.

9. Planning and Zoning Matters
If a majority of the Council is inclined not to concur with the Planning and
Zoning Commission recommendation a consult with the Planning and
Zoning Commission should be offered before the close of the public
hearing.
9.a. Rezoning south of Lehman Ave and west of Sycamore Greenway
Ordinance conditionally rezoning approximately 4.7 acres of
property located south of Lehman Ave &west of the Sycamore
Grocnway, from Interim Development— Multi Family Residential
(ID-RM)to Neighborhood Public (P-1). (RF722-0005). (Second

Comment At its meeting on May 4,2022 the Planning and Zoning Commission
recommended approval of the rezoning by a vote of 6-0(Nolte absent)subject to
conditions related to site access and improvements to Lehman Ave.The rezoning would
allow the development- of a MidAmerican substation.

9.b. Zoning Code Amendment-Various Minor Code Changes
Ordinance amending Title 14, Zoning Code, Title 15, Subdivision
Code, and Title 18, Site Plan Review, of the Iowa City Code to
clarify requirements and ensure compliance with changes to
state law. (RF722-0004) (Second Consideration)
Comment At its April 20,2022 meeting,the Planning and Zoning Commission
recommended approval of RF722-0004 by a vote of 6-0,with the removal of
clarifications to the applicability of the Historic Preservation Exception(14-2A-7B, 14-
2B-8A, and 14-2C-11A).The amendment would align the code with State law,clarify
language and expectations throughout the code, and update certain standards. Staff
is requesting expedited action.

construction of the Highway 6 Trail (from Fairmeadows Boulevard to

Comment This project generally includes: approximately 0.8 miles of ten-foot wide multiuse paved

Comment:The Iowa City Industrial Campus is a shovel-ready parcel for industrial use located
on 420th Street,which the City has been marketing since 2008.City staff has negotiated a
purchase agreement,contingent on City Council approval,for the sale of Lot 3(approximately

12. Approval of the FY23 Annual Action Plan
Resolution adopting Iowa City's FY23 Annual Action Plan which is a sub-
part of Iowa City's 2021-2025 Consolidated Plan (City Steps 2025).
Comment:A resolution is required for the use of federal CDBG and HOME funds for local
projects.The Housing and Community Development Commission met on March 18,2022 to
formulate a funding recommendation,within the FY23 Annual Action Plan,for Council
consideration.Attached to this resolution is Exhibit B which lists the FY23 CDBG and HOME
projects and planned activities recommended for funding.

13. FY23 Aid to Agencies
1(3 Resolution allocating human services Aid to Agencies funding for
Fiscal Year 2023, July 1, 2022 -June 30, 2023.
Comment:The City Council budgets financial aid to human services agencies annually. Legacy
Gt� Agency awards are set to renew at a prorated amount based on the FY23 budget.The Housing
and Community Development Commission reviewed and formulated a funding recommendation
for Emerging Agencies at their March 24,2022 meeting.

- / Resolution approving Amendment#2 to the Iowa City Consolidated Plan
se-e, for Fiscal Years 2021-2025 (City Steps 2025).
Comment A substantial amendment to City Steps 2025 is being considered to grant Legacy
Agency status to three agencies interested in city Ad to Agency funds beginning in FY24.The
Housing and Community Development Commission reviewed applications for Legacy status at
their May 19,2022 meeting and recommended adding Center for Worker Justice, Dream City.

15. Property Clean Up Assessments

- 110 Resolution adopting an assessment schedule of court ordered nuisance
abatement charges and directing the Clerk to certify the same to the
Johnson County Treasurer for collection in the same manner as property
taxes.
Comment:In the 3 proposed assessments,the Court authorized the City to abate nuisances
and authorized the costs to be assessed in the same manner as property taxes.The City did
abate the nuisances and this resolution will assess the properties for the costs the City paid a
contractor.
