Development of the FY23-28 City of Iowa City Strategic Plan with facilitation services provided by the East Central Iowa Council of Governments (ECICOG) Executive Director, Karen Kurt and Senior Planner/Economic Development Specialist, Adam Bentley from the East Central Iowa Council of Governments (ECICOG) presented a power point and facilitated the strategic planning work session by starting Councilors off an introduction exercise to learn more about one another. City Council members spent time on a personal "brainstorm" of possible action steps based on the strategic priorities currently identified. Breakout groups discussed vision and strategy and facilitators collected ideas for action steps at the end of the session. 1. Values Deep Dive: Partnerships and Engagement > Easy open and frequent communication > Joint events > Inclusive problem solving (including UI, non -profits, neighborhoods, mental health, etc.) > Sharing of resources (tools, funding, etc.) > Support of new agencies > Social places for engagement Metrics > Number of agreements and contracts between entities ➢ Regional cooperation efforts (ie. Action: Staff will draft proposed changes and present to Council. 2. (IP4: Memo from City Manager: Happy Hollow Park Ballfield Update.) Councilor Thomas noted the memo and gave a brief recap of the history when the infield was replaced with turf grass. Council discussed replacing the infield with dirt or keeping the turf and needing community feedback. City Manager Fruin provided additional information. Individual Council members expressed their views. Action: Staff will bump up our planned 2023 Happy Hollow Park public input efforts for the 2024 improvement project to this summer (2022). The effort will need to include discussion on both the playground replacement and the treatment of the ballfield. In addition to the neighborhood meeting at the park, staff shall conduct outreach to ballfield stakeholders and consider electronic means of feedback. Staff will summarize the feedback received and present it to the City Council so a final decision can be made on scope and timing of improvements. 3. (IP5: Letter from Center for Worker Justice: Wage Theft Proposal) Councilor Weiner asked to review. City Manager Fruin summarized the letter and provided background regarding this request for additional funding. Individual council members expressed their views. Action: Staff will continue to work on an agreement with the CWJ for wage theft services and will consult with other funders and the CWJ to determine annual funding amounts to ensure there are no duplication of benefits.
