Review of Parks and Recreation Facilities Master Plan Mayor Teague introduced Iowa City Parks & Recreation Director Juli Seydell Johnson. Seydell Johnson provided some background on the master plan, reviewed the outline for the presentation and addressed common views and comments from the public feedback received regarding Phase 2. Danielle Wilson and Elsa Fisher with BerryDunn, Seydell Johnson, and Recreation Superintendent Barker presented a PowerPoint presentation which discussed the following: r- Community Engagement Feedback Process and Results ➢ Recreation Program Assessment ➢ Outdoor Facilities Assessment ➢ Indoor Facilities Assessment ➢ Annual Net Expenses and Existing Capitol Funding ➢ Key Findings Summary and Phase 2 Community Feedback Themes ➢ Next Steps Parks & Recreation Director Seydell-Johnson answered various Council member questions. Danielle Wilson with BerryDunn and City Manager Fruin provided additional information. Individual council members express their views. Action: City Council deferred providing any specific direction for the final plan. Staff will move forward with finalizing the plan and will present final recommendations and next steps to the Parks Commission and City Council in August or September. Clarification of Agenda items None. Information Packet Discussion [June 9, June 16] June 9 1. (IP3: Article from Mayor Pro Tem Alter: 7 Community -led initiatives to address gun violence in cities — report) Mayor Pro Tem Alter noted she would like to discuss after the regular formal meeting. Council Work Session June 21, 2022 Page 2 June 16 1. (IP4: Memo from Neighborhood Services Coordinator: ARPA Nonprofit Operating Fund Round) City Manager Fruin noted staff was requesting Council direction. Neighborhood Services Coordinator Kubly provided information. Individual Council members expressed their views. Action: Staff will move forward with the ARPA non-profit assistance grant program. Eligible expenses will be limited to those not yet incurred as of the date of the eventual grant agreement between the City and non-profit recipients. (Recess to formal meeting 5:47 pm — Return to work session 7:29 pm) June 9 2. (IP3: Article from Mayor Pro Tem Alter: 7 Community -led initiatives to address gun violence in cities — report) Continued discussion upon returning from the regular formal meeting. Mayor Pro Tem Alter summarized the article and mentioned the Johnson County gun violence and prevention program and asked for Council involvement. Individual Council members expressed their views. City Manager Fruin provided additional information. Action: Staff will contact the County Attorney with the Council's request to have an elected official from the City on the gun violence interruption planning committee. 3. (IP2: Memo from Assistant City Manager: 2022 Legislative Session Summary Report) Councilor Taylor emphasized the importance of voting and staying involved with your elected state officials. Individual Council members express their views. 4. (IPI: Council Tentative Meeting Schedule) Mayor Teague highlighted July's schedule and noted Joint Entities Meeting agenda topics are needed. Individual Council members expressed their views. Action: Staff will request that GuideLink and Better Together are listed on the July 18th Joint Entities agenda for a brief update and contact both to request their presence. University of Iowa Student Government (USG) Updates No updates. Council updates on assigned boards, commissions, and committees No updates. Adjourn 7:38 p.m.
