PROCLAMATION
WHEREAS, alcohol is a factor in the four leading causes of death among persons
ages 10-24: motor-vehicle crashes, unintentional injuries, homicide and suicide; and
WHEREAS, approximately 9.7 million~current drinkers in the United States are
between the ages of 12-20; and
WHEREAS, alcohol is the most frequently used drag by high-school seniors; and
WHEREAS, young people begin drinking, on average, at 13.1 years of age; and
WHEREAS, young people who begin drinking before age 15 are four times more
likely to develop alcohol dependence than those who begin drinking at age 21; and
WHEREAS, alcohol abuse is linked to as many as two-third of all sexual assaults
and date rapes of teens and college students and is a major factor in unprotected sex
among youth, increasing their risk of contracting HIV or other transmitted diseases; and
WHEREAS, the typical American young person will see 100,000 beer commercials
before he or she tums 18 (that is more than for sneakers, guns and jeans); and
WHEREAS, 13 percent of all youth, ages 12-17, had at least one serious problem
related to drinking in the past year.
NOW, THEREFORE, I, Ernest W. Lehman, Mayor of the City of Iowa City, do

Whereas, Mayor's Youth Employment Program was created in 1968 to provide
employment opportunities for area young people; and
Whereas~ MYEP has provided valuable services to area youth over these 35 years,
including paid employment, career counseling, career exploration, on the job training, job
seeking skills, resume writing, interviewing skills, time management, following
directions, anger management, volunteer opportunities, life skills training, daycare,
supported community living, and respite; and
Whereas, the MYEP Bike Shop has allowed scores of local youths an
opportunity to learn valuable skills, while at the same time keeping bikes from the
landfill and putting them in the hands of folks who need them; and
Whereas, literally thousands of area youth have spent one or more summers
working for MYEP, gaining real world experience and skills; and
Whereas, these youth have provided vital labor for many public works projects,
including the Ped Mall, Sockum Ridge Park, Roosevelt Elementary, the Johnson
County Fairgrounds, Camp Cardinal, local bus stops, the Hoover Museum, and the
Coralville Reservoir; and
Whereas, MYEP continues to provide advocacy and support to .youth and their
families who face barriers to independence.
Now, therefore, i, Ernest W. Lehman, Mayor of Iowa City, do hereby
recognize the Mayor's Youth Employment Program for 35 years of outstanding
service to Iowa City and the surrounding area, and proclaim April 2003 to be

Whereas, Public Access Television, Inc. (PATV) has been operating as a non-profit public
access center for thirteen years in the Iowa City community and has trained hundreds of
citizens to use video equipment to create thousands of hours of local programming.

Whereas, nearly forty years after the passage of the Equal Pay Act and Title VII of
the Civil Rights Act, women and people of color continue to suffer the consequences of
inequitable pay differentials; and
Whereas, according to statistics released on September 2001 by the U.S. Census
Bureau, year-round, full-time working women earned only 76% of the earnings of year-
round, full-time working men, indicating no change or progress since 1999; and
Whereas, over a working lifetime, this wage disparity costs the average American
woman and her family an estimated $250,000 in lost wages, impacting Social Security
benefits and pensions; and
Whereas, fair pay equity policies can be implemented simply and without undue costs
or hardship in both the public and private sectors; and
Whereas, fair pay strengthens the security of families today and eases future
retirement costs, while enhancing the American economy; and
Whereas, Tuesday, April 15 symbolizes the day on which the wages paid to
American women catch up to the wages paid to men fi.om the previous year.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, do hereby

Whereas, crime and the threat of violence have profound and devastating effects on
individuals, families and communities in America; and
Whereas, over 24 million people in the United States are touched by crime each year;
and
Whereas, crime in America results in significant physical, psychological, financial and
spiritual effects on countless innocent victims; and
Whereas, crime victims in every state, u.s. territories and Federal jurisdictions have
statutory rights to be kept informed of and involved in criminal and juvenile justice
processes, and to be afforded protection, restitution and accountability from their offenders;
and
Whereas, there are over 10,000 community- and system-based victim service programs
across our nation that provide a wide range of services and support to victims of crime; and
Whereas, in 2003, the Office for Victims of Crime within the U.S. Department of
Justice commemorates 20 years of providing leadership to ensure that crime victims are
treated with dignity and compassion; and
Whereas, America as a nation continues to face threats to our personal and public safety,
and continues to commit its collective energies to help our fellow citizens who are hurt by
crime;

Whereas, recent statistics from the National Institutes of Mental Health show that one
out of every five families is affected in their lifetime by a severe mental illness; and
Whereas, nearly half of all Americans experience a psychiatric disorder at least once
in their lifetime; and
Whereas, people with chronic mental illness are likely to become isolated, lonely,
and have few social supports because of their illness; and
Whereas, mental illness has been called "the loneliest illness"; and
Whereas, The Compeer program matches volunteers from the community with
people who are receiving mental health treatment for the purpose of promoting friendships
that enhance the quality of participants' lives; and
Whereas, the International Affiliation of Compeer Programs has declared the week of
April 27 - May 3 as "Compeer Friendship Week"; and
Whereas, this effort and activities are sponsored locally by the Iowa City Compeer
Program.

WHEREAS, there has been and continues to be agonizing debate on the war with Iraq and
there are a wide range of opinions in Iowa City about the advisability and consequences of the war;
and
WHEREAS, the City Council of Iowa City cannot speak for all residents but has been asked
by many of our citizens to speak out on this momentous issue for our nation; and
WHEREAS, Johnson County men and women serving in the National Guard and Reserves
have been activated and deployed to protect our liberties and freedoms; and
WHEREAS, the City Council recognizes the personal sacrifices made by military personnel
and their families; and
WHEREAS, the ultimate security of the United States is dependent on creating conditions in
all nations that encourage working cooperatively, as well as eliminating poverty, injustice,
inequality, environmental degradation and other factors that breed war and terrorism; and
WHEREAS, although we fully support our military personnel in this difficult time, we wish to
re-affirm our belief that whenever possible, a peaceful resolution to conflict is preferable for all of
humanity.
