April 2022 Disbursements Revised Revised from June 21, 2022 meeting agenda. Motion to approve disbursements in the amount of$14,001,309.47 for the period of April 1 through April 30, 2022, as recommended by the Finance Director subject to audit. Open Records Policy 11;1 Resolution adopting a public records policy and rescinding Resolution No. 07-260. Comment:Council adopted its open records policy in 2007.The policy needs to be amended to be consistent with SF 2322 passed in May 2022.Additionally, the policy needs to be updated to reflect changes that have occurred in the past 15 years such as the implementation of the City's online records request portal and the renaming of City departments. 7.d. Budgeted Positions— Engineering 3" I to Resolution amending budgeted positions in the Engineering Division of the Public Works Department by deleting one full-time Special Projects Inspector position and adding one full-time Construction Inspector I position and amending the AFSCME pay plan by deleting Special Projects Inspector from grade 11. Comment This resolution recommends approve the replacement of the Special Projects Inspector position with a Construction Inspector I position.Staff has evaluated the ongoing needs of the Engineering Division and determined the deletion of a Special Projects Inspector and addition of a Construction Inspector I position better reflects the current and anticipated workload and needs for the Division. Procurement- Dry Cationic Polymer to Polydyne Inc -9.2 - I 4 q Resolution authorizing the procurement of Cationic Polymer for the City of Iowa City Wastewater Treatment Plant. Comment This Resolution will approve the award of the contract for Cationic Polymer. The contract will be awarded to Polydyne Inc.for one(1)one-year term.This purchase will exceed the$150,000 spending authority of the City Manager,thereby requiring Council approval.Over the course of this one-year contract,the City expects to expend approximately$250,000.00 on Cationic Polymer. 7.f. Procurement-Snowplow Truck Body Packages - 17 0 Resolution authorizing the procurement of four(4)snowplow truck body packages for Streets Operations. Comment This Resolution will approve the procurement of four(4)new snowplow truck body packages to be used by the Streets Division.Sourcewell Cooperative contract 080818-HPI will be utilized for the procurement of the body packages for a total of $563,008.00,which exceeds the$150,000.00 spending authority of the City Manager, and so requires Council approval. 7.g. 2022 Water Pavement Patching 11 Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the 2022 Water Pavement Patching Project. Comment Bids for this project were received on Tuesday,June 28,2022 and the following bids were received: Bockenstedt Excavating Iowa City, IA $204,374.00 All American Concrete West Liberty, IA $235,800.00 Engineer's Estimate $175,000.00 Public Works and Engineering recommends awarding the contract to Bockenstedt Excavating of Iowa City, Iowa. Comment: Bids for this project were received on Tuesday,July 5,2022 and the following bids were received: Bockenstedt Excavating Iowa City, IA $198,250.00 All American Concrete West Liberty, IA $253,545.00 Engineer's Estimate $150,000.00 Public Works and Engineering recommends awarding the contract to Bockenstedt Excavating of Iowa City, Iowa. Benton Street Rehabilitation - 113 Resolution awarding contract and authorizing the City Engineer to sign a contract for construction of the Benton Street Rehabilitation Project [STP-U-3715(669)-70-52]. Riverside Drive Pedestrian Bridge at Iowa Avenue Rehabilitation - 7 -7 Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Origin Design, Co. to provide engineering consultant services for the Riverside Drive Pedestrian Bridge at Iowa Avenue Rehabilitation Project. Comment:The project will rehabilitate the Pedestrian Bridge over Riverside Drive at Iowa Avenue by providing comprehensive concrete and joint rehabilitation, pavement modifications at the landing for the carousel to meet current ADA criteria and aesthetic improvements including new handrail, new lighting,bridge deck coating and coating of the structure. Public Works and Engineering recommends approving the contract with Origin Design,Co. in the amount of$120,000 to provide Preliminary, Final and Construction Engineering Services.The project will be funded with account#S3910. Pursuant to a maintenance agreement,the City will be reimbursed for 75%of this cost, with 50%coming from the Iowa DOT,and 25%coming from the University of Iowa. 7.n. Wastewater Treatment Facility 2022 Improvements - Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Stanley Consultants, Inc, of Muscatine, Iowa to provide engineering services for the Wastewater Treatment Facility 2022 Improvements Project. Comment This agreement provides consultant services for the Wastewater Treatment Facility 2022 Improvements Project The Project involves installing a new flow measurement flume upstream of the grit collectors,replacing the grit washers with washing enhancements and grit bagging,installing additional aeration basin mixers,and replacing the aeration basin electrical and control conduits and conductors at the Wastewater Treatment Facility.The negotiated fee is not-to-exceed$133,000 and will be funded through account#'s V3175—Influent Grit Classifiers,V3167—Replace Grit Classifiers,V3157—Wastewater Plant Mixer Improvements and V3163—Aeration Basin Electric&Instrumentation Improvements. Rezoning - Monument Hills Motion setting a public hearing for August 2, 2022 on an ordinance conditionally rezoning approximately 64.36 acres of property located north of Rochester Avenue and west of N. Scott Blvd. from Interim Development-Single Family Residential (ID- RS)to Low Density Single-Family Residential with a Planned Development Overlay(OPD/RS-5)and 0.31 acres to Interim Development-Single Family with a Planned Development Overlay (OPD/ID-RS) (REZ22-0008). Comment The Planning and Zoning Commission recommended approval by a vote of 6-0 (Nolte absent)subject to conditions related to provision of an access easement for Lot 66, construction a 10'wide public trail connection to Calder Park,the dedication of right-of-way along Rochester Avenue and N.Scott Blvd.,and the incorporation of traffic calming devices to the satisfaction of the City Engineer.Approval will allow for the development of 64 single family residential units and a senior community consisting of 12 single family residential units,3 duplexes,and 29 multi-family residential units. 8.b. 2022 ADA Curb Ramp - t 1 G1 Resolution setting a public hearing on August 2, 2022 on project manual and estimate of cost for the construction of the 2022 ADA Curb Ramp Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project generally includes removal and replacement of noncompliant curb ramps with ADA compliant curb ramps.The estimated cost for this project is $140,000 and will be funded by Curb Ramps-ADA fund#S3822. Fairchild Street Reconstruction g U Resolution setting a public hearing on August 2, 2022 on project manual and estimate of cost for the construction of the Fairchild Street Reconstruction Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project indudes complete reconstruction of Fairchild Street between Clinton Street and Linn Street,with salvage and reinstallation of existing brick pavers, new 7-inch concrete base, replacement of existing storm sewer system with new storm sewer pipes and intakes, upgraded 8-inch water main, new sidewalk and curb ramps to meet ADA compliance.The estimated construction cost is$1,610,000 available in the Fairchild Street Reconstruction Project Account#S3965. 8.d. Scott Blvd Sidewalk Infill v 17 (. Resolution setting a public hearing on August 2, 2022 on project manual and estimate of cost for the construction of the Scott Blvd Sidewalk Infill Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment:This project indudes construction of additional sidewalk on east side of Scott Blvd and around Rita's Ranch Dog Park, new HMA shoulder,reconstructed parking lot with delineated spaces&van accessible parking,new curb ramps at park trail entrance to meet ADA compliance,and upgraded storm sewer with new intakes and new storm sewer pipes.The estimated construction cost is$355,000 available in the Scott Blvd Sidewalk Infill Project Account#S3964. 8.e. South District-Sale of 2023 Taylor Dr. ;), -_- Resolution setting public hearing for August 2, 2022, on a proposal to convey a single-family home located at 2023 Taylor Drive. Comment The South District Home Investment Partnership Program is an effort by the City to encourage home ownership and reinvestment in designated neighborhoods.The City purchased a duplex at 2021-2023 Taylor Dr., rehabilitated it, and converted it to a 2-unit condominium. Comment:Anthony Watson filed a lawsuit in Iowa District Court for Johnson County, No. tACV081187,against the City of Iowa City,an Iowa City Police Officer,the City of Coralville, and a City of Coralville Police Officer for injuries he alleged he sustained due to his arrest for O.W.I.on December 16,2017. During a prior executive session,the City Council authorized the City Attorney to mediate this case and enter into settlement negotiations.This Resolution confirms and ratifies the negotiated settlement agreement. Community Violence Intervention Initiative Appointment Motion to appoint one Council member to the Community Violence Intervention Initiative.
