Preliminary Discussion on 2022-2027 Strategic Planning Process
City Manager Fruin provided information regarding a facilitator with East Central Iowa Council of
Government (ECICOG) and provided Councilors with timeline of the 2022-2027 Strategic Planning
Process. Fruin also noted moving from a two year to a five-year plan and reviewed the timeline for the
process to adopt the five-year plan in May/June of 2022. Individual council members expressed their
views.
Action: Staff will move to finalize the strategic plan facilitation services agreement with ECICOG. Staff
will also work to schedule a City Council April kick-off meeting and coordinate preparatory work with
Department Directors, including scheduling a half-day retreat prior to the Council kick-off meeting.
COVID-19 Updates — Latest CDC Masking Guidance
Mayor Teague noted the latest CDC guidance on masking requirements, advised that the City's mask
mandate has been lifted as of 3/1 and announced the county vaccination rates. Teague also noted
masking requirements still apply to Transit as it is a Federal regulation that is keeping that mandate.
Individual council members expressed their views.
Clarification of Agenda items
Mayor Pro Tem Alter mentioned the Housing & Community Development Commission January meeting
minutes and highlighted legacy agencies.
Information Packet Discussion [February 17, February 24]

1. (IP3: Johnson County Master Gardener Downtown City Gardens: 2021 Report).
Councilor Thomas stated it was nice to see what they had done downtown. Councilor
Weiner noted the safe seed distribution.

1. (IP4: Pending City Council Work Session Topics) Councilor Bergus asked about adding
more items to the work session agendas. City Manager Fruin provided information.
University of Iowa Student Government (USG) Updates
Mayor Pro Tem Alter presented USG updates emailed to Council by Anna Van Heukelom, USG Liaison
and Elizabeth Miglin, USG Alternate Liaison.
