6.a. Housing Trust Fund Contribution
a _ I L4 Resolution authorizing the City Manager to sign a Memorandum of
Understanding with the Housing Trust Fund of Johnson County,
Inc. for the contribution and use of $500,000 for affordable housing.
Comment This resolution provides the Housing Trust Fund of Johnson County with
$500,000 for affordable housing. The MOU attached to the resolution requires that funds
serve households under 80% of the Area Median Income, units must be located within
corporate limits of Iowa City, and projects must comply with the Affordable Housing
Location Model. Eight percent of the allocation ($40,000) may be used for administrative
expenses.
6.b. Aureon Master Agreement
9 S Resolution approving, authorizing and directing the Mayor and City
Clerk to affirm, execute, and attest, respectively, a master
agreement for shared use projects between the City and Aureon
Private Networks.
Comment: Iowa Network services, Inc., doing business as Aureon Network Services,
operates fiber optic networks. This Master Agreement, similar to many others the City
has executed with other providers, relates to the shared installation, use, and
maintenance of telecommunications fiber, equipment, and infrastructure assets and
services within City limits.

6.c. Listing Agreement -Industrial Cam us
Resolution authorizing the City Manager to sign a one-year
extension of the listing agreement with Lepic-Kroeger Realtors for
the Iowa City Industrial Campus.
Comment: The Iowa City Industrial Campus is a shovel -ready City owned industrial
use site. In 2015, City Council approved a one-year listing agreement with Lepic-
Kroeger, Realtors to sell the lots, and the agreement has been extended
annually since then. This resolution would extend the listing agreement to July
2023.
6.d. REAP Grant Hicko Hill Park
Resolution authorizing the City Manager to submit a Resource
12 -7 Enhancement and Protection (REAP) grant application for Hickory
Hill Park and to sign a grant agreement if awarded.
Comment The Dept of Natural Resources administers Resource Enhancement
and Protection (REAP) grants, and the grant process requires City Council
approval of a grant submission. City staff would like to apply for a $200,000 grant
(with no local match) for ecological restoration of woodland and savanna habitats
in Hickory Hill Park as well as improvements to priority stream crossings along
trails. This resolution authorizes the City Manager to sign the application and the
grant agreement if awarded.
6.e. Public Works Facility Phase I
_ I g Resolution approving early release of funds retained pursuant to
Chapter 26 and Chapter 573 of the Iowa Code for the Public
Works Facility Phase I Project.
Comment The contractor, Merit Construction, has completed more than 95% of
the work of the Public Works Facility Phase I Project, and pursuant to Chapter
26 and Chapter 573 of the Iowa Code, the contractor has requested in a swom
statement the early release of funds retained by the City pursuant to Iowa Code
573. Public Works and Engineering recommends proceeding with approval of
the early release of retainage for the project.

6.f. Highway 6 Trail (from Fairmeadows Boulevard to Heinz Road)

Comment: Bids for this project were received by the Iowa Department of
Transportation on Tuesday, June 19, 2022 and the following bids were received:

Resolution accepting the work for the Peninsula Well Field Power
Redundancy Project.
Comment: The project has been completed by Price Industrial Electric of
Robins, Iowa, in substantial accordance with the plans and specifications. The
Engineer's Report and Performance and Payment bond are on file with the City
Engineer.

6.h. IWV Commercial Park - Final Plat

Resolution approving the final plat of the IWV Commercial Park,
Iowa City, Iowa.
Comment The City Council approved the preliminary plat of IWV Commercial Paris on
February 15, 2022. Staff recommends approval of the final plat subject to approval of the
legal papers and construction drawings by the City Attorney and City Engineer. It is
anticipated that legal papers and construction drawings will be approved prior to the
August 2 City Council meeting. Approval will result in the creation of two commercial lots.

6.i. North Gilbert Street Reconstruction
I ( Resolution approving, authorizing and directing the Mayor to
execute and the City Clerk to attest an Agreement by and
between the City of Iowa City and Strand Associates, Inc. to
provide engineering consultant services for the North Gilbert
Street Reconstruction Project.
Comment: This project will reconstruct N Gilbert St. from Brown St. to Kimball
Rd. and includes new pavement, curb, sanitary sewer, storm sewer
extensions, sidewalks, undergrounding of aerial utilities, and other associated
work. Public Works and Engineering recommend approving the contract with
Strand Associates, Inc. in the amount of $215,000 to provide preliminary, final,
and construction engineering services for the project. The project will be
funded through account #53955 — N Gilbert Street Reconstruction.
7. Setting Public Hearings
7.a. Sale of 724 Ronalds St.
_ I cl -� Resolution setting public hearing for August 16, 2022, on a
proposal to convey the property at 724 Ronalds Street.
Comment City staff entered into a purchase agreement with The Housing Fellowship to
sell the vacant lot at 724 Ronalds St for $75,400 contingent on Council approval and a
grant from the City's Affordable Housing Fund -Opportunity Fund. The Housing Fellowship
intends to construe an affordable rental unit in conjunction with the Iowa City Community
School District and the Home Builders Association, Vocational Training Council.

clarify code language related to historic preservation. (RE722-

Comment At its June 15 meeting, the Planning and Zoning Commission recommended
approval of the proposed zoning code text amendment REZ22-0009 which would daffy
language and update certain procedures related to historic preservation. The Historic
Preservation Commission also recommended approval at its meeting on June 9. The
State Historic Preservation office completed a review as well and noted no concerns with L6
the changes. Staff is requesting exped ed action.

13 Resolution authorizing conveyance of a single-family home located at
2023 Taylor Drive.
CC Comment The South District Home Investment Program is an effort by the City to encourage
home ownership and reinvestment in designated neighborhoods. The City purchased a duplex
—�� at 2021-2023 Taylor Dr., rehabilitated it, and converted it to a 2 -unit condominium. City staff has
entered into a purchase agreement for $155,000 contingent on Council approval.

Resolution approving project manual and estimate of cost for the
construction of the 2022 ADA Curb Ramp Project, establishing amount
of bid security to accompany each bid, directing City Clerk to post notice
to bidders, and fixing time and place for receipt of bids
Comment This project generally includes removal and replacement of nonoompliant curb ramps
with ADA compliant curb ramps. The estimated cost fbr this project is $140,000 and will be funded
by Curb Ramps- ADA fund #53822.

13. Fairchild Street Reconstruction

construction of the Fairchild Street Reconstruction Project, establishing

Comment: This project includes oomplete reconstruction of Fairchild Street between
Clinton Street and Linn Street, with salvage and reinstallation of existing brick pavers,
new 7 -inch concrete base, replacement of existing storm sewer system with new storm
sewer pipes and intakes, upgraded 8 -inch water main, new sidewalk and curb ramps
to meet ADA compliance. The estimated construction cost is $1,610,000 available in
the Fairchild Street Reconstruction Project Account # S3965.

Comment: This project includes construction of additional sidewalk on east side of Scott Blvd and
around Rita's Ranch Dog Park, new HMA shoulder, reconstructed parking lot with delineated

compliance, and upgraded storm sewer with new intakes and new storm sewer pipes. The
estimated construction cost is $355,000 available in the Scott Blvd Sidewalk Infill Project Account

Comment In two Memorandums to the City Council, the Community Police Review
Board (CPRB) proposed amendments to the CPRB ordinance. The proposed
amendments would darify certain existing procedural provisions and codify certain
