15. Resolution authorizing the City Manager to negotiate and execute an
amendment to the State and Local Fiscal Recovery Fund (SLFRF) grant
agreement with Johnson County to provide additional funding to administer
the Direct Assistance program targeting Iowa City residents who experienced a
negative economic impact caused by the COVID-19 pandemic.
Mayor Teague provided a recap of the discussion from the August 16th work session
regarding conversations with the Johnson County Board of Supervisors and options
for funding. The following individuals appeared: Ninoska Campos (via translator),
Daniela Poses, Nancy Rosales (via translator), Brisney Garcia (via translator), Santo
Rivas (via translator). Individual Council members expressed their views.

Joint meeting with the Ad Hoc Truth and Reconciliation Commission
Item postponed to later in the meeting.
Johnson County Direct Assistance Program
Mayor Teague gave a brief introduction to begin Council discussion on Johnson County Direct
Assistance Program. Individual Council members expressed their views such as wanting to make sure
all applicants receive funds, working with the County on assisting them with funding and discussing a
50/50 split with the County.
Action: Staff will prepare a letter that will be sent to the Johnson County Board of Supervisors offering
to split the cost (50/50) of the remaining eligible direct assistance applicants. The letter will request the
County draft the appropriate amendment language for the existing subrecipient agreement.
Joint meeting with the Ad Hoc Truth and Reconciliation Commission
Ad Hoc Truth and Reconciliation Commission (TRC) members present: Vice Chair Chastity Dillard,
Daphney Daniel, Clifton Johnson, Kevin John Rivera, Mohamed Traore.
Mayor Teague welcomed TRC Members. Vice Chair Dillard summarized the information from the draft
proposal included in the 7/28/22 information packet (IP?). V. Fixmer Oriz, CEO/Planner Astig Planning
answered questions from Council and provided an in-depth explanation of the two phases of the
proposal. Individual Council members and TRC members expressed their views. Dr. Dave Ragland
provided background on the work they are doing at Think Peace and answered Councilors questions.
Clarification of Agenda items
Councilor Weiner noted the item for the Housing Trust Fund contribution.

1. (IP2: Memo from Police Chief & Fire Chief: 2022 Fireworks Calls for Service) Councilor
Weiner mentioned the fireworks memo and urged community members to be
considerate of neighbors who have PTSD, pets or small children. Individual Council
members expressed their views.
Action: As part of next year's proactive fireworks messaging, Communications should
consider additional focus on negative impacts to people and animals (e.g. PTSD).

Iowa City City Council special formal meeting, 9:30 a.m. held at City Hall — Emma J.
Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members
present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner. Absent: None. Staff
members present: Fruin, Goers, Fruehling. Unless otherwise noted, all actions were
affirmative and unanimous.
Mayor Teague asked for a motion to remove Ad Hoc Truth and Reconciliation
member Amel Ali from the commission. Councilor Bergus asked for clarification
regarding public comment prior to the motion and asked for council consideration to
table the motion. City Attorney Goers provided additional information.
Moved by Bergus, seconded by Weiner, to table the motion to dismiss Ad Hoc Truth
and Reconciliation Commission member Amel Ali from the commission until after public
comment. Motion failed 4/3, Alter, Taylor, Teague, Thomas voting no.
Moved by Taylor, seconded by Alter, to remove Ad Hoc Truth and Reconciliation
Commission member Amel Ali from the commission.
Mayor Teague provided a background of events leading up to the August 4, 2022
