Repairing RAL Pool Costs Less than You Think
I'm here this evening to point out some of the cost analysis highlights of the 228 -page Parks and
Recreation Department's Condition of Pools report that support the idea of fixing the Robert A. Lee
pool. If you haven't had a chance to view the report, it became available at the July 13 Parks and
Recreation Commission meeting and is available online.
In that report, WT Engineering Group looked at the condition of the three Iowa City pools, Williams
Architects looked at the buildings that house the pools, and BerryDunn consultants presented results of
a public survey and made recommendations for future direction. What WT Engineering and Williams
Architects show is that the Robert A. Lee pool and natatorium could be repaired for a total of $579,000.
This is nowhere near the $4.5-$5 million figure reported to the public to repair the pool. The difference
is because expenses for Robert A. Lee pool repairs are being lumped into the costs for the entire Robert
A. Lee building and then reported as the cost to fix the pool.
For example, one of the recommended repairs to the RAL building is roof replacement at $1.5 million in
the next four years. This is a necessary periodic expense that protects the gymnasium, locker rooms,
offices, and meeting rooms that are part of the overall building structure of the RAL facility, not just the
pool. For comparisons sake, the same report shows Mercer Aquatic Center also needs a new roof within
the next four years at a cost of $2.4 million.
So, in conclusion, the WT Engineering report says that the RAL pool is in fair condition for its age, it
doesn't leak water, and if repairs were made, Iowa City could operate the pool for many years, for a cost
of Tess than $600,000, which is eight times less than what is being reported.
The Friends of RAL Pool, and the more than 280 people (and counting) who have signed on in support of
the RAL pool, and I recommend making this investment so that we can have a top-notch swimming
facility as an important part of our vibrant downtown. I have prepared a packet of specific pages from
the report to help you understand the costs.

REMARKS
The existing cast ironlsteel
underground pool piping is in very
rusted, per stat[, and has required
replacement in the surge tank. The
condition of the original piping is a
significant concern. The rust in the
piping is staining the pool fhish.
The facility was twist as a fall -out
location, and thus the foundations
and floor structures are heavily
embedded with heavy duty mar
and high strength concrete. When
the project is bid, the original
structural plans should be included
in the bid documents to make
contractors aware of this condition,

Brad and Megan,
Thanks for meeting with us today. We really appreciate your time, interest, and input. I'm sending these pics so you can
get a better idea of how these courts were designed. It is really a great facility, and one of the nicest features is the aisle
(with benches) between rows of courts. This allows each court to be entirely enclosed by the fence with one gate per
court. It also provides a place for players to congregate and rest between games.
There are 12 courts under the canopy -- 3 rows of courts (4 courts per row) and 2 aisles between the rows. These are
free -to -use public courts, open 24/7. In one photo you can see a new structure going up which will double the number of
courts.
The courts are in the city of Opelika. Auburn/Opelika is very similar to Iowa City/Coralville in population. Auburn is home
of Aubum Univ. Here are the 2019 populations:

I don't know how they financed these courts, but I imagine you could find out by contacting the city of Opelika.
