Summary of Minutes August 4, 2022 Iowa City City Council special formal meeting, 9:30 a.m. held at City Hall — Emma J. Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner. Absent: None. Staff members present: Fruin, Goers, Fruehling. Unless otherwise noted, all actions were affirmative and unanimous. Mayor Teague asked for a motion to remove Ad Hoc Truth and Reconciliation member Amel Ali from the commission. Councilor Bergus asked for clarification regarding public comment prior to the motion and asked for council consideration to table the motion. City Attorney Goers provided additional information. Moved by Bergus, seconded by Weiner, to table the motion to dismiss Ad Hoc Truth and Reconciliation Commission member Amel Ali from the commission until after public comment. Motion failed 4/3, Alter, Taylor, Teague, Thomas voting no. Moved by Taylor, seconded by Alter, to remove Ad Hoc Truth and Reconciliation Commission member Amel Ali from the commission. Mayor Teague provided a background of events leading up to the August 4, 2022 City Council special formal meeting. Audio of Amel Ali's public comment from the August 2, 2022 regular formal meeting was playing in its entirety. An excerpt of the audio from the June 9, 2022 Rock Hard Caucus podcast was also played. The following individuals appeared: Orville Townsend, Kris Lyon, Royceann Porter, Ninoska Campos (via translator— Emily Sinwell), Eric Harris, Natalie Harwood, Felicia Cooper, Taylor Kohn, Tara McGovern, Raneem Hamad, Stacy Porter, Indira Sheumaker, Oliver Weilein, Mica Doolan - read statement for Amanda Nichols, Anna Gudenkauf, Michael Bortscheller, Justin Corner, Daphney Daniel, Siri Felker, Steve Roach, Angel Taylor, Noah Petersen, Mohamed Traore, Clifton Johnson, Amel Ali. Individual Council members expressed their views. Moved by Alter, seconded by Weiner to table the motion until the August 16, 2022 City Council meeting. Motion passed, 6/1, Teague voting no.
