Resolution Naming Depositories.
Comment:West Bancorporation, Inc. maximum balance is being raised from
$75,000,000 to$100,000,000 to accommodate increased investments.
6.c. Designating Authorized Officers
` - I c(5 Resolution designating the authorized officers or employees to
conduct business with authorized banking institutions.
Comment:This resolution authorizes officers or employees to conduct official banking
business on behalf of the City.
6.d. ICHA Annual Plan for FY2022
I C C1 Resolution adopting the Iowa City Housing Authority's Annual Plan
for Federal Fiscal Year 2022.
Comment:The Iowa City Housing Authority is required to submit an Annual Plan for
Fiscal Year 2022 to the U.S. Department of Housing and Urban Development(HUD).
The Annual Plan provides details about the Housing Authority's current programs and the
resident population served,as well as the Housing Authority's strategy for addressing the
housing needs of currently assisted families and the larger community.The Annual Plan
also serves as the annual application for grants to support improvement to Public
Housing units(Capital Fund Program).
6.e. Police Department fees for records and false alarms
D-00 Resolution adopting the schedule of Fees for Police Department
Records and Services and rescinding Resolution No. 15-341.
Comment:The fees for Police Department records and services need to be revised to
be consistent with the recently adopted policy on fees for public records.Although the
fee schedule also indudes excessive false alarm and assisting with building move fees,
no other changes are made to the fee schedule except for those related to public
records.

6.f. Willow Crock Trail Replacement
Resolution approving, authorizing and directing the Mayor to
execute and the City Clerk to attest an Agreement by and
between the City of Iowa City and Shive Hattery to provide
engineering consultant services for the Willow Creek Trail
Replacement Project.
Comment:This agreement with Shive Hattery will provide design, bidding and
construction services for the Willow Creek Trail Replacement Project.The project includes
the replacement of 0.9 miles of existing Willow Creek Trail from Benton Street to Willow
Creek Drive,a connecting spur at Aber Avenue and several connecting sidewalks and
curb ramps. Public Works and Engineering recommends approval of the agreement in the
amount of$72,300 it will be funded through account#R4387—Willow Creek Trail
Replacement.
6.g. IWV Commercial Park - Final Plat
- Resolution approving the final plat of the IWV Commercial Park,
Iowa City, Iowa.
Comment:The City Council approved the preliminary plat of IWV Commercial Park on
February 15,2022.Staff recommends approval of the final plat subject to approval of the
legal papers and construction drawings by the City Attorney and City Engineer. It is
anticipated that legal papers and construction drawings will be approved prior to the
August 16 City Council meeting.Approval will result in the creation of two commercial
lots.
7. Setting Public Hearings
7.a. Rezoning - Cardinal Heights
Motion setting a public hearing for September 6, 2022 on an
ordinance conditionally rezoning approximately 27.68 acres of
property located east of Camp Cardinal Blvd and west of Camp
Cardinal Rd from Interim Development- Research Park(ID-RP)
Zone to Low Density Multi-Family Zone with a Planned
Development Overlay(OPD/RM-12). (RF722-0001).
Comment The Planning and Zoning Commission recommended approval by a vote of 6-0
(Nolte absent)subject to a condition that the owner shall contribute 50%of the cost of
upgrading Camp Cardinal Rd to City standards.This contribution shall include 50%of the
cost of construction of the traffic circle at the intersection of Deer Creek Rd and Camp
Cardinal Rd.Approval will allow the development of 22 duplex units,4 townhomes units,
and 30 multi-family units.

7.b. Rezoning - 518 Bowery St
Motion setting a public hearing for September 6, 2022 on an
ordinance conditionally rezoning approximately 1,470 square feet
of land from High Density Multi-Family Residential zone with a
Historic District Overlay(OHD/RM-44)to Neighborhood
Commercial zone with a Historic District Overlay(OHD/CN-1).
Comment The Planning and Zoning Commission recommended approval by a vote of 6-
0(Nolte absent)subject to a condition that any commercial uscs shall not be open to the
public between 10:00 p.m.and 6:00 a.m.The rezoning will allow neighborhood
commercial us ,such as the proposed local coffee shop,to operate at this location.
7.c. 2022 Sanitary Sewer Manhole and Pipe Rehabilitation
Construction
" Resolution setting a public hearing on September 6, 2022 on the
project manual and estimate of cost for the construction of the
2022 Sanitary Sewer Manhole and Pipe Rehabilitation
Construction Project, directing City Clerk to publish notice of said
hearing, and directing the City Engineer to place said project
manual on file for public inspection.
Comment This project indudes lining of sanitary sewer manholes and pipes at various
locations in Iowa City.The estimated construction cost is$550,000 and will be funded
by through Account#V3101 —Annual Sewer Main Replacement

Resolution authorizing conveyance of the the property at 724 Ronalds
Street.
Comment City staff entered into a purchase agreement with The Housing Fellowship to sell the
vacant lot at 724 Ronalds St for$75,4-00 contingent on Council approval and a grant from the
Citys Affordable Housing Fund-Opportunity Fund.The Housing Fellowship intends to construct an
affordable rental unit in conjunction with the Iowa City Community School District and the Home
Builders Association,Vocational Training Council.

Fellowship to acquire 724 Ronalds Street for affordable housing.
Comment The Housing Fellowship(THF)has a purchase agreement to acquire 724 Ronalds

the Iowa City Community School District's Student Built House Program for affordable housing.
THF requests funds from the Affordable Housing Opportunity Fund to acquire the property.

Comment: In two Memorandums to the City Council,the Community Police Review
Board (CPRB)proposed amendments to the CPRB ordinance.The proposed
amendments would clarify certain existing procedural provisions and codify certain
procedural practices of the CPRB.The ordinance adopts all recommendations sN

,ot_. Comment:The Annual Action Plan is the CiWs 5-year plan to use federal dollars to assist lower
income residents.A substantial amendment is required for the use of federal HOME-ARP funds
for local projects.The Housing and Community Development Commission met on July 28 to
formulate a funding recommendation and review the allocation plan.The HOME-ARP Allocation
Plan(Appendix A)and HOME-ARP funding recommendations(Appendix B)are attached to the
resolution.

15. Johnson County Direct Assistance Program
— 1 Resolution authorizing the City Manager to negotiate and execute an
amendment to the State and Local Fiscal Recovery Fund (SLFRF)grant
z e agreement with Johnson County to provide additional funding to
administer the Direct Assistance program targeting Iowa City residents
who experienced a negative economic impact caused by the COVID-19
pandemic.
Comment:This item considers what, if any,additional financial support the City Council might
offer to assist in funding eligible but unfunded applicants to the County's Direct Assistance
COVID relief program.All eligible Iowa City resident applicants have been funded, but 319
eligible residents of unincorporated Johnson County or other Johnson County municipalities
