Um, we meet today in the community of Iowa City, which now occupies the homelands of Native American nations to whom which we owe our commitment and dedication. The area of Iowa City was once within the homelands of the Iowa, Muskogee and Sioux. And because history is complex and time goes far beyond memory, we also acknowledge the ancient connections of many other indigenous peoples here. The history of [00:01:00] broken treaties and forced removal of the dispossessed indigenous peoples of their homeland was, and is an active colonization and genocide that we cannot erase. We implore the Iowa City community to commit to understanding and addressing these injustices as we work toward equity, restoration and reparations. Um, next up is, approval of the meeting minutes. Next, is the follow-up discussion on the proclamation that was led by Commissioner Novus for missing and murdered indigenous peoples by the city annually on May 2nd. Um, and [00:03:00] I don't know if anyone else has spoken to Sikowis because I haven't since I've been back in town. Um, but last time I had heard that there was being more information obtained from how sue cities verbiage was towards their proclamation to kind of get a better idea, because she does have connections with folks up there who led that proclamation. But that was the last I heard. I knew that she wasn't gonna- she wasn't sure if she was going to be able to make it to this meeting due to other things going [00:03:30] on at the time. Um, but if she happens to sign in later, I'm definitely open to coming back to this agenda item and letting her follow-up, if that's cool with you guys. All right. Thanks for the update. Okay. Uh, the next thing on the agenda, uh, is the future steps for the TRC, um, including potential for a visit by Eduardo Gonzalez and Dave Broadland from Think [00:04:00] Peace in July. Um, is there anyone from the public who wants to make a comment on that on Zoom? What about in here? Um, yeah. Nope. That's public comment. Well, yeah. Okay. Okay. Um, so it doesn't look like Eduardo's on yet. He had planned to be and I can follow-up message with him really quick. Um, but [00:04:30] the plan was for Eduardo Gonzalez and Dave Broadland. Eduardo has an older daughter who lives in New York and he wanted to make time to visit us after he visited her. So, um, his initial plan was getting here with Dave Broadland Thursday, July 7th, spending the entire day, July 8th in Iowa City, [00:05:00] um, and then spending some of the morning at the Diversity Market hopefully, and departuring that night. Um, and that is as far as I know, it's really exciting. I would like to hopefully pick your brains about like maybe something that we could do with them on Friday. Um, I have all those three days cleared for me. I'm hoping that he'll be able to get into town [00:05:30] by the time that, um, the TRC has started, because that'll be really incredible to have him here during, um, a TRC meeting, but I'll- I'll stop there. Is that Friday? So, yeah. July- Friday, July 8th. And hopefully attending the TRC meeting on July 7th? Yep. Has he mentioned, um, kind of what he would like to do with his time in meeting us? Yeah. So he has spoken about just kind of, [00:06:00] um, having, for lack of a better term, forums. Um, and speaking about his experiences, um, consulting, being on International Truth can- Truth and Reconciliation Commissions. While Dave Broadland, um, has a ton of knowledge about, uh, what's happening more at a state and national level about Truth and Reconciliation Commission. So that was something that I really wanted them to touch on no matter what. um, I am also open to any ideas [00:06:30] that you guys have, I think it would be really cool for us to all try to at least meet with them if that evening. Um, if during that day at some point, um, try to all as a Commission get together and that could be a work session that is not recorded, um, or something like that. But I'm opening- I'm open to having those discussions with you guys and figuring out what your ideas might be outside of this. Great. I, I- you know I'd love to be able to [00:07:00] attend a special work session, maybe closed, um, or whatever. um, I wouldn't be available until that evening, but the sooner I know that I can block that off. Yeah. Steph we don't have another meeting before, um, the June- July 7th meeting. Um, so would we be able to correspond and vote to approve a work session, um, via email later? Er, no. So we need to- to decide on a work session now if [00:07:30] it was on July 8th? I would say I just need to know that sounds the available because I'm- I'm definitely wanted to- I definitely wanted to meet them and talk to them and sit down with them. So I just need to know the times and when they're going to be available. So I can just, you know, just like, you know, other people say, my schedule I just need to know that. So- Yeah, it'll be the 7th, 8th and 9th, and I'll let you know when I know like arrival and departure times. I'll send [00:08:00] Stefanie an email and have them, um, correspond with Stefanie and then Stefanie will forward all of you guys that information. That works fine for me because especially, if they wanted to go to Diversity Market, I probably would be there to see them, so yep. So just get the times and so on. And I'm definitely in agreements with it. I definitely want to meet them. And, and I don't think,um, per your bylaws it says that special meetings may be called by the chairperson, vice chairperson at the request of [00:08:30] three or more members of the commission. So if you want to wait closer in time as long as we have that 24 hour notice to get that agenda posted, then you do have a way in your bylaws to- to do that without having to make that decision tonight. But obviously, you know, it's whatever everyone's comfortable with. Great. Thank you. Yeah. Thank you. Then we'd all obviously correspond with you via e-mail for that if we wanted to do that. Is that possible or [00:09:00] like what would that correspondence with you look like if we decided we wanted to have a special meeting on the 8th? Yeah. And then with the consenting, um, just wanted clarity on that too. How's that proven? Is this via like a text message or, um, a follow-on email that they add to showing their approval? [00:09:30] I- I think you could even just make a phone call. Okay. Perfect. I think it'd be okay. And then the other thing I wanted to ask is, um, when it comes to just this date, generally, in getting these things together, do we think we may be able to here something piece in 7-10 days, something like that? Just thinking of going into the holiday since it's right after the 4th of July, would kind of make a correspondence around that time difficult. [00:10:00] So what you're asking is you'd like to be able to correspond before they initially come into town? Have something like that correspondence with them? Yeah. Just like get the- get the plans in place for when this meeting and everything or is going to be before the 4th of July holiday, uh, just as that's going to be really difficult time to arrange things. Yeah. Yeah. And I can, I can get that done. I can get that done by next week and e- mail everyone and CC, Eduardo and Dave in that. Well, um, I think that they had planned to be at this meeting. I know Eduardo did. Um, I'm not sure what happened. I know that there's a huge time difference because Eduardo is in Paris right now. Um, so I want to give him some grace. Um, I don't know since Sikowis is back, um, on Zoom. Sikowis [00:11:00] if you want to talk about the proclamation, um, for missing and murdered indigenous peoples. Um, any updates with that? Uh, yeah, I received an e-mail with the proclamation that was given in Sioux City, so I guess I can just forward that to everybody so everybody can just start getting an idea of what- what I'm talking about. Um, yeah, that would be perfect. Well, you just send it to Stefanie only directly and [00:11:30] then Stefanie will be able to send it to the rest of us. Okay. Cool. That's awesome. I'm really excited to read it. Does anyone have anything to say, um, about that before we move on? Well, what? The proclamation that we're getting in an e-mail. No. We are good. Um. So I guess with the next slash future steps for the Ad Hoc Truth [00:12:00] and Reconciliation, uh, I- I have been out of town, so I haven't been able to meet with folks from, um, the past facilitator agreement. Um, I know that A&E is here, um, [NOISE] and so I'm just wondering if- I know some of you guys have spoken, so I'm wondering if anyone has any updates for me. [00:12:30] I- I mean, if Andy's here it'd be great to hear an update of everything. Um, I can share that. Uh, I did get a chance to meet in a small group, um, with, uh, the local partners that were listed in our previous, uh, proposal. Um, and it was- it was a really nice, um, opportunity to chat. I- I think, um, I was reflecting on it, [00:13:00] um, uh, a little bit later and it was kind of a nice example of, um, how reconciliation can happen. You know, I think a lot of- like the members of the meeting, um, kind of entered in with just, uh, some confusion and some feelings and we were able to kind of share those and then come to, um, an agreement of kind of mutual ongoing commitment [00:13:30] to making this work, um, which gave me a lot of hope. I- I- I'm not sure that, um, I walked away with a ton of, uh, concrete details, but I- I think that, um, where we left things is that, uh, those local partners, um, at least want to make some proposed changes to, um, their proposal in partnership with Kearns & West and then will get back to us about what that proposal will look like. Um, [00:14:00] and so I- you know, I eagerl- eagerly await the results of that, uh, consideration might be. I know that they're eager to, um, have more meetings individually with, er, the TRC commissioners as well, um, because they're- they're, um, hungry for just feedback and more thoughts about what our goals are individually as commissioners. So hopefully if they- if they do reach out- Kevin, you haven't gotten a chance to meet with them, I would encourage you to do so. Annie, do you have an update? [00:14:30] I don't mean to put you on the spot. Sure, thanks [NOISE]. Um, and also Vee is online so she could also speak. Um, what I can say is that, I think it was last week, we asked for and got a Zoom meeting that included, um, Larry [00:15:00] and Kyle from K&W and Jason, who's, um, one of their named people- one of the guys who owns K&W, and um- and also Eduardo, and then us. And, um, [NOISE] sorry. Um, I was really- we were really glad to be able to be honest with them about our questions and thoughts. And there was, uh- there [00:15:30] was listening for that. It felt like an honest conversation. And, um, essentially, uh, so a couple of things. We're- we recognize the value of folks who are experienced in doing this work who don't live here. And just as the three of us welcome their work, we decided that we'd rather work, um, alongside rather than under their [00:16:00] organization. So that was a distinction that we came to. Also, um, and I think this is gonna involve- you guys can figure out what kind of coordination. But at the end, Larry said, "So we will hear from you all about the next proposal of what you all want." Or they could hear from you, right? Um, [00:16:30] so, um, when I asked them before that meeting, "Can you update us on what you're, um, what you bring. Can you like refresh our memory?" Um, what Jason sent was the original proposal from September. So if you guys are- are wondering who does what and- and what you want? That's a place to look at the menu, [00:17:00] right, in addition to talking with Eduardo about what he wants- what he offers. So that was, um- so personally, we haven't met the three of us just the three of us, the local partners, um, but we have been meeting with you guys. But we haven't met recently after- since that meeting. I think it's really important that time not slip by right now. I [00:17:30] know that I don't want us to be responsible for it slipping by because our intention was not to slow things up just to, um, within our work with them, get some more clarity and that's what- that's where the pause came from. So I- I welcome any questions. And also I open- I open, uh, the mic to, um, Vee if you wanna hear from her as well. [00:18:00] Yeah. I mean, I think you covered really kind of the spirit of the last few weeks and our discussions with Kearns & West. I just wanna reiterate that, you know, we are open to working with Kearns & West and Eduardo. Um, and I think it's just been, er, as Kevin kind of pointed out really helpful to talk with, um, you know, TRC members [00:18:30] and get a sense of where people are at and also just to kinda clarify, um, you know, where we- to why we took a pause. Um, but just as Annie indicated, certainly, not wanting to hold things up, um, you know, wanting to make sure that the momentum moving forward. So yeah, um, I just echo that. I think Annie covered it all but happy to answer questions. One question that I have for either of you, um, and the answer might be I don't know and that's okay. [00:19:00] Um, but as of right now, um, so our next TRC meeting is on, uh, July 7th, um, and I wonder if you anticipate having, um, an updated proposal, um, ready for that date or if we should, um, set expectations for, uh, a little bit further down the line. Yeah, that's a great question. We are going to be meeting here next week. And [00:19:30] can certainly work towards that July 8th deadline. I think. Yeah. Annie had kind of indicated like we're not trying to hold things up, so we will- we will work out as quickly as possible to turn something around. And- and really it has been something that we wanted to be informed by the meetings that we've had with folks to get a clear understanding as Annie indicated, like what- what you want and- and also considering what's been offered. So, um, [00:20:00] yeah, I think we can certainly work towards that, to our 8th deadline. And it makes sense to me to work toward that when I candidly, when I think about it, it's like like it would be, it seems- it seems great to talk with Eduardo and have an idea of the whole- kind of get your arms around what the process is to the degree that you feel like you still want [00:20:30] to know more. Uh, so if you're fine about there being something presented on the 7th and then you find out more on the 8th if that order is okay with you. I'm- I'm definitely willing to work, as one of us, I'm willing to work toward providing you guys with something on the 7th, Like just have that be a priority. So I'd love to hear from you guys on that. Let me speak for myself. I'm very comfortable with that [00:21:00] plan or idea. So just hearing- getting it- getting a more formal update on kind of what the proposal could look like without necessarily playing on a vote that night and then us getting a chance to sit down with think piece. And then hopefully by the next meeting following that, having a lot more information so that we can make an informed vote. Yeah, I think that's a really good idea. Um, I'm also going to have or ask Stefanie, um, I think I might be a good idea if you sent us that original proposal that Kearnsin [00:21:30] west had sent, uh, just so we can all look through it and refresh our memories. Um, just because I know there were certain aspects of and you know this as well, Annie of their proposal that I was really keen on. Uh, and I think that it's important for us to look at all of the things that they offered, um, to see what we might want for them. Some things that maybe the local team could do that we might not need for them. And I think that that would be a really good idea to kind of get like, I don't know if we can do like inner drive, [00:22:00] like a going document of like qualities or things like that, or if some if you want to type it up and send it to Stefanie, that way we can kind of get something going because I think that it is really important to look through that again. Yeah, with that, I yield to the floor. Is everyone comfortable moving on to the next agenda item? So [00:22:30] I just want to like restate, if I may. Of course. So what you want is for us to pull together a proposal that you all will look at, consider, but also then be informed the next night and maybe even have your own amendments to or changes as you percolate and find out more information. Yes. And that eventually that, um, there could be some communication back and forth if you want before then that third week in July [00:23:00] when you guys would hope to make a decision on that? Yeah. Is that- am I picturing the process you're picturing? I think so. And for sure, um, I open the invitation to all of you to if you have, um, individual questions for each of commissioners or would like other meetings, you can certainly reach out and see if we can have other more meetings just to talk things over without meeting quorum. I don't think that we need to wait until July 7th till we hear [00:23:30] from you again. Okay. Sure. Okay. Great. Okay. Anything else? Just to- just to name a thing. Uh, because everything that you just said, I just wanted to say we will provide a draft proposal for you. Yes. Because everything is a draft, but that's what we're going to go with as a draft proposal. Okay. Perfect. Good distinction. Okay. I had one clarifying question, so you said that you wouldn't be working under current and West and instead working as a separate entity. So does that change [00:24:00] any of the things that you would be available to do as a group or is anything in that proposal that you had said, such as being able to organize certain events or anything like that? It may and we can have communication back and forth on that. Okay. Yeah. So I was wondering if any of those things are just completely stricken out because of that. No. The the initial impulse [00:24:30] was just thinking that it would be wasn't really about different kinds of tasks. It was just about thinking that it would be better from our point of view to be a separate entity. Okay. But it wasn't about, um, duplicating or putting ourselves necessarily in their slots. And yet we're we're wondering how we can contribute. So we're having those conversations. But I love that the distinguish that it's a draft I was picturing that, but to say it out loud is really [00:25:00] good and like opens it up for you guys to, you know, amend it you know. Make changes. Ask questions Okay. Okay. Thanks. I just got one thing I wanted to say about it. Um, like Initially, um, I didn't agree with the proposals. I didn't agree with you know the amount of money. I didn't agree with that, but I know you guys personally and I know that the work that you guys do is really good. I just wanted to get to the work that we need to do. And that's where I want to get I [00:25:30] don't, you know, I'm ready to approve anything right now at this point because I wanted to get to the work that we needed to do. It's been a long time. We've been waiting to do the work that we want to do. So if it's, you know, it's tough for me or whatever, you know, I had you know objections against things, but I just wanted to get to the work that we came here to do. And I'm pretty confident that you guys can get that done and help us get that done and so with that, I'm with you. I have two announcements. My first one is that Stefanie was able to order a camera for me. And so that's been really cool. I haven't been able to use it because I've been on vacation. But I know that there are [00:27:00] those of us that are eager to do the work. But with saying that there's a lot of training that goes in before one of us can just take a camera and go have a truth-telling testimony with someone even if it is a trusted loved one. So something that I'm really looking forward to talking with Eduardo over as well, and something that I've talked to him about as a concern is how that [00:27:30] how that layout would look like, how that script would look like for lack of a better term. Um, so that's something really exciting that we can start working on soon. Um, and then my second announcement was that the diversity markets this weekend, my non-profit that I work for community has been there since it started. We're doing tie-dye. We're going to start doing Bingo throughout the entire diversity market to encourage people to walk around, [00:28:00] and play more. And so if you're around the area, I definitely would encourage stopping by because it is so much fun and so wholesome and I feel so good every time that I'm there. And I hate it [LAUGHTER] so I love playing it, but the diversity market definitely for sure. That's my announcement diversity market come checkout. [00:28:30] The diversity market. I'm not the person that you will see in the front lines or you know on Facebook, social media posts around the person that's in the background. I'm the person that second down since I'm the person that's getting people bricks so the wind will blow away their tents you know, things like that. Also this weekend, it is Father's Day and it's also Juneteenth. We need to recognize the weekend, you know, that's that's I don't know how it came up like that and just at the same [00:29:00] time. But it's important weekend, I made sure I told my employer that I'm not working. That is a holiday for me. So makes sure it's going to be Juneteenth celebrations at Mercer park. It's going to be also one at whether be park as well. Please celebrate this weekend. It is a historic and a great weekend. And um make sure that there's a second meal say it makes to check out the diversity of marketing because that place right now, is a really good place. [00:29:30] It has a lot of good food, a lot of good crafts arts, lots of things that you don't get to see every day. So that's my announcement I mean. Daphne? Yeah. My apologies. I'm not sure if we're able to ask questions, but I- I- Eric, I think you actually just answered, um, the question because I wanted to get more information [00:30:00] for the public about what's at the diversity fair. Um, like there's food, there's, uh, stuff for sale, it's- yeah, du- ducks- I just wanted to get that in first question out [OVERLAPPING] So- so just to clarify a little bit about- like a little bit more for you, um, at the diversity of market, they have four or five food trucks. I'm trying to be correct when I say it. And then they have maybe three or four different food stamps and then they also have non-profit organization. We could get information- [00:30:30] we could get information about community, we could get information about Iowa Bike Library. We get information about all of those things. They also had people that sell crafts. Um, they, um, have people who sell stones, they give out massages, they give out- there's a whole lot of stuff in this, uh, I think it's an important for people to attend because that's something that we- we're trying to push as a neighborhood, but we want to push it through the whole Iowa city. [00:31:00] It's a good place to go to. And- and I can make sure that, um, every week when I get the updated flyer that I forward it to Stefanie to forward to the rest of us, um, just so everyone knows exactly who will be there that week because that's usually the closest to accurate about which vendors will be there. Yeah. And sometimes- I will add to that. Sometimes some vendors don't come every week, so you have to be able to get the flyers like Amel talked about. Because you have to see the flight is for every week to know what vendors are going to [00:31:30] be there so. Cliff, did you have something that you want to say? [OVERLAPPING] Thank you, Amel. [NOISE] Just announcement for the 25th. On the 25th, ah, I chord box and we will be having a unveiling of, ah, our mural- the Mohammad Ali Mural. Ah, we would like to celebrate that mural with, ah, the artists and also with the entire city. Ah, we are going to invite a lot of other gyms and local families and also families from far off, ah, too. [00:32:00] Just enjoy the day of fun houses. We're going to have jumped castles and stuff along those lines. Food, ah, music, ah, similar to where we had our last show, but this time, ah, it'll be a little bit different, ah, because it'll be more of a festive, ah, mainly because we'll be celebrating that mural. So on the 25th of June at 319 Highland Avenue, IQR box and that's all. [00:32:30] Um, if somebody could take that down, I wanted to be at that event, so I don't have an opinion on- so what you said? Ah, it's on the 25th of June. All are welcome. Everybody in the city. Hello. Can I make an announcement? Yeah. Yeah. Um, I would like to, ah, [00:33:00] announce that the decision to strike down road and PC will be coming very soon. We don't know when, but it will be happening, ah, most likely, well, we don't really know actually, it could be the 27th. It could be,you know, after. Ah, but that, uh, there is a rally that's already planned for the day that decision comes down and Iowa City and I would encourage everybody to go look at reports for Iowa, Florida, Community Action Network or group transactions [00:33:30] societies, even pages so you can find the information there. Um, this is the most- like one of them was Fascists, the rulings that we will be facing in our- in our lifetimes as commissioners. And, um, I just wanted to make sure that we get the word out. There will be actions all over the state. And then there will be a massive one in deploying, um, coming up. And we don't know when it will be like the 25th of a second. Again, it's they're going to do it the Saturday after the decision comes down. [00:34:00] Um, we're hoping to make it as large as the Women's March was where there was 26, 000, people at the Moines. So I want people in Iowa city to support that. Um, and I want them to understand that this is like one of the most important things facing us right now. And half is country's population, um, potentially losing their body sovereignty, the ability to manage their bodies. And, ah, it's already been hard enough with Rowan place [00:34:30] for BIPOC LGBTQ, to spirit and disabled folks to access abortion due to the Hyde Amendment and other- other issues- other, I guess, oppressive thoughts and just lack of access. Now with this happening. Um just could make it near impossible for these communities. Where are we know that privileged communities are going to find a way somewhat- somehow somewhere, um, with [00:35:00] privilege and funds you could do anything really. So I just wanted to make sure that this particular committee understands the repercussions of this for- for BIPOC folks, this is not-this is not a form of healing. It's going in the opposite direction. And I want to make sure the commission, um, takes this very seriously. So thank you for letting me announced that. Thank you. Motion [00:35:30] to adjourn. Sorry, I just have one more. Sorry. I did think I saw Daphne earlier, but, um, I just wanted to say that I attended a webinar on June 15th, this past week. Ah, or I guess yesterday. Um, hosted by, ah, the UI Center for Human Rights. It was titled The Lynching of Michael Williams in Iowa in 2020, seeking justice and the criminal process and beyond. Um, it was a really, ah, [00:36:00] important opportunity to hear from the family of Michael Williams. And it just, ah, had a lot of revelations, one of which was that-something that one of his family members mentioned was that this is an event that didn't just happen in Grinnell, but it did affect, um, folks all over our state, including here in Iowa city. Um, and another thing that they said was, a lot of leaders just sort of blanket ignored [00:36:30] their calls and-and requested me to try to bring justice to their beloved Michael. Um, and so it was just a nice reminder that- that we have a sort of powerful position in our community and that we have the opportunity to be, um, a voice in a pretty official capacity. And so I hope that we keep looking out for opportunities as we're doing the work to keep contacting [00:37:00] them and reaching out to leadership, uh, all over our state, not just in Iowa City. Because certainly things that happen in Grinnell, in Des Moines can affect us here and we should provide feedback there as well, um, so. Just makes shoes assuming that information I want to be. Um, so the events aren't only on Juneteenth, [00:38:00] they've been going on, ah, since earlier in the week. There is an event tonight at Dream city that started at six, and then there's downtown at sundown tomorrow. It's food vendors, DJ bouncy houses, basketball games, fashion show, all in Chauncey park, right out here. And then there's also a fashion show at 06:30 tomorrow live music at 09:30 PM, blood drive over the weekend. So tons of events, not only on Juneteenth, [00:38:30] but they've already begun.
