Amend Budgeted Position -Transit Division D.` -D'v 1 Resolution amending the budgeted positions in the Transit Division of the Transportation Services Department by adding 3.0 FTE Mass Transit Operator positions. Comment Approval of this resolution will add 3.0 FTE Grade 6 Mass Transit Operator positions to the Transit Division.The proposed staff increase is designed to address operational challenges and ensure that the transit schedule,on-time performance,and service levels are maintained.The fiscal impact of the proposal is$253,863(step one)- $291,332(max step). 6.c. Center for Worker Justice Wage Theft Agreement Do' - `)- I U Resolution authorizing the Mayor to sign a State and Local Fiscal Recovery Fund (SLFRF)grant agreement with Center for Worker Justice of Eastern Iowa to address wage theft in the community. Comment As part of the American Rescue Plan Act(ARPA),the City was awarded State and Local Fiscal Recovery Fund(SLFRF)dollars to respond to impacts of the COVID-19 pandemic.This resolution authorizes a subredpient grant agreement with the Center for Worker Justice of Eastern Iowa to address wage theft in our community. 6.d. ARPA Utility Account Revenue Replacement )' ' - I ( Resolution authorizing the use of State and Local Fiscal Recovery Fund (SLFRF) revenue replacement funds to pay off delinquent utility accounts and return to pre-pandemic utility billing protocol. Comment As part of the American Rescue Plan Act(ARPA),the City was awarded State and Local Fiscal Recovery Fund(SLFRF)dollars to respond to impacts of the COVID-19 pandemic.This resolution authorizes the use of revenue replacement funds to pay off delinquent utility accounts through May 31,2022 and resume pre-pandemic utility billing protocol effective June 1,2022. 6.e. Procurement- Police Patrol Vehides - Resolution authorizing the procurement of five (5) new Police patrol vehides. Comment This Resolution will approve the procurement of five(5)new patrol vehides for the Police Department. State of Iowa DAS vehide contract MA 005 22082 will be utilized for the procurement of the patrol vehides at$237,060.00, which exceeds the$150,000.00 spending authority of the City Manager,and so requires Council approval. September 6, 2022 Iowa City City Council Agenda Page 4 6.f. CPRB by-laws i 3 Resolution adopting the by-laws of the Community Police Review Board and rescinding Resolution No. 19-284. Comment:The membership of the CPRB was recently increased by ordinance from 5 to 7 members necessitating an amendment to the CPRB by-laws. Additionally,the by-laws should be amended to clarify that if a provision of the City Code conflicts with Robert's Rules,the City Code provision prevails.The CPRB approved these amendments to the by-laws as did the Council Rules Committee. 6.g. HCDC by-laws - l Resolution adopting the by-laws of the Housing and Community Development Commission and rescinding Resolution No. 17-94. Comment HCDC by-laws provide membership should indude at least one person with expertise in construction and one in finance. HCDC would also benefit from having at least one person with expertise in nonprofit management and one with expertise in property management.These categories are preferences, not requirements,for appointment.Appointments to HCDC should also take into consideration various racial,cultural, social,and economic groups in the City. HCDC and the Council Rules Committee have approved these amendments to the by-laws. 6.h. Memorandum of Understanding with University of Iowa - Resolution approving a Memorandum of Understanding with the University of Iowa to share the expense of utility improvements at the intersection of Clinton and Church Streets in Iowa City. Comment:The University of Iowa is undertaking the construction of a building located at the SE corner of the intersection of Clinton and Church Streets in Iowa City.This resolution authorizes the Mayor to execute the Memorandum of Understanding between the City and the University which details the responsibilities of both parties regarding utility improvements associated with the project. September 6, 2022 Iowa City City Council Agenda Page 5 6.i. 2023 Park Renovations Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Snyder&Associates, Inc. to provide engineering consultant services for the 2023 Park Renovations Project. Comment The project includes replacement of the playground and shelter,and consideration of new accessible trails at both Kiwanis and Hunter's Run Park.The negotiated fee is$64,500 and will funds are available in the Kiwanis Park Playground& Shelter Renovation account#R4359,and the Hunter's Run Park Playground&Shelter account#R4375. 6.j. 2022 ADA Curb Ramp 72 -9, 1-7 Resolution rejecting bids received August 23, 2022 for the 2022 ADA Curb Ramp Project and setting a new date for receipt of bids for the rebidding of the 2022 ADA Curb Ramp Project, directing City Clerk to post notice to bidders, and fixing the time and place for receipt of bids. Final Plat- Sandhill Estates Part Five �- S Resolution Approving Final Plat of Sandhill Estates - Part Five Subdivision, Iowa City, Iowa. Comment The City Council approved the preliminary plat of Sandhill Estates Part Five on May 17,2022.Staff recommends approval of the final plat subject to approval of the legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the September 6 City Council meeting.Approval will result in the development of an 18 lot residential subdivision. 7. Setting Public Hearings 7.a. FY2023 Budget Amendment Public Hearing Resolution setting public hearing on September 20, 2022 on amending the FY2023 Operating Budget. Comment This resolution sets a public hearing for September 20,2022 to amend the FY2023 operating budget Information will be available to the public on Friday, September 9th,2022. 7.b. 2022 Traffic Restriping - T1 Resolution setting a public hearing on September 20, 2022 on project manual and estimate of cost for the construction of the 2022 Traffic Restriping Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment:This project generally indudes traffic restriping to implement bicycle facilities based on the Bicyde Master plan for Keokuk Street,Southgate Avenue,Jefferson Street,and Market Street The estimated cost for this project is$90,000 and will be funded through account#S3827-Bicyde Master Plan Implementation Fund. Comment:This resolution will set a public hearing for the City of Iowa City to acquire right-of-way,fee title, permanent easements,and/or temporary construction easements in order to construct the Rohret South Trunk Sanitary Sewer Project.The project generally indudes the replacement of existing and extension of a sanitary sewer main located along Abbey Lane and under Highway 218 and associated other related work. 8.
