10. Resolution amending the current budget for Fiscal Year ending June 2023.
A public hearing was held. Finance Director Davies presented a power point. Individual
Council members expressed their views.
Motion to approve Resolution 22-241. Moved by S. Harmsen, seconded by P.

11. Resolution approving project manual and estimate of cost for the construction
of the 2022 Traffic Restriping Project, establishing amount of bid security to
accompany each bid, directing City Clerk to post notice to bidders, and fixing
time and place for receipt of bids.
A public hearing was held. Civil Engineer Yoder presented a power point. Individual
Council members expressed their views.
Motion to approve Resolution 22-242. Moved by J. Weiner, seconded by L.
Bergus. Motion Passed. (7 Ayes)
12. Ordinance amending Title 9, entitled "Motor Vehicles and Traffic," Chapter 3,
entitled "Rules of the Road," Section 6, entitled "Speed Restrictions,"
Subsection B, entitled "Exceptions," to eliminate the 35 MPH speed zone for
American Legion Road. (First Consideration)
City Engineer Havel presented information. Individual Council members expressed their
views.
Motion to give first consideration. Moved by J. Thomas, seconded by J. Weiner.

13. Resolution approving an agreement with Shelter House for street outreach
services.
Captain Brotherton if the Iowa City Police Department presented information. The following
individual appeared: Crissy Canganelli, Executive Director Shelter House. Individual Council
members expressed their views.
Motion to approve Resolution 22-243. Moved by L. Bergus, seconded by J.
Weiner. Motion Passed. (7 Ayes)
14. Resolution authorizing the Mayor to sign and the City Clerk to attest an
Operating Agreement between the City of Iowa City and the South District Self -
Supported Municipal Improvement District.
Economic Development Coordinator Ford presented information. The following individual
appeared: Cady Gerlach, Executive Director Better Together 2030. Individual Council
members expressed their views.

September 6, 2022
Iowa City City Council special formal meeting, 4:00 p.m. held at City Hall — Emma J.
Harvat Hall, 410 E. Washington Street. Mayor Teague presiding. Council members
present: Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner. Absent: None. Staff
members present: Fruin, Goers, Fruehling. Unless otherwise noted, all actions were
affirmative and unanimous.
Moved by Taylor, seconded by Bergus, to adjourn to executive session to evaluate
the professional competency of individuals whose appointment, hiring, performance or
discharge is being considered when necessary to prevent needless and irreparable
injury to those individuals' reputations and those individuals requested a closed session.
(City Manager, City Attorney and City Clerk). The Mayor declared the motion carried
and adjourned into executive session 4:01 p.m.
Council returned to open session 4:56 p.m.

FY 2024 Budget Preparation
City Manager Fruin discussed the FY 2024 Budget process and Councilors to provide feedback on any
initiatives or changes they would like to see included. Individual Council members expressed their
views. City Manager Fruin provided additional information.
Action: The City Council noted their upcoming Strategic Planning discussions when talking about the
FY 24 budget preparation. Staff will aim to incorporate any new initiatives from the forthcoming
Strategic Plan in the budget proposal. No other new projects or initiatives were raised by Council.
Sidewalk Cafe Policy Updates
Assistant City Manager Kilburg provided a brief summary of the memo (IP4) regarding Sidewalk Cafe
Policy Update from the 9/1 Information Packet. Kilburg provided the history of the City's Sidewalk Cafe
fees, deposits, fencing requirements and staff recommendations. Individual Council members
expressed their views. City Manager Fruin provided additional information.
Action: Staff will prepare the necessary changes for Council consideration. Further collaboration with
the Iowa City Downtown District (ICDD) will be necessary for some of the finer details.
Clarification of Agenda items
Item 4.a. Climate Action Commission: June 6 — Mayor Pro Tem Alter noted she would be making a
comment at the formal meeting.
Item 6.e. Procurement — Police Patrol Vehicles — Mayor Pro Tem Alter asked if the procurement was to
replace or add vehicles. City Manager Fruin provided information.

Development — Research Park (ID -RP) Zone to Low Density Multi -Family Zone
with a Planned Development Overlay (OPD/RM-12). (REZ22-0001).
A public hearing was held. Development Services Coordinator Sitzman presented
