FY 2024 Budget Preparation City Manager Fruin discussed the FY 2024 Budget process and Councilors to provide feedback on any initiatives or changes they would like to see included. Individual Council members expressed their views. City Manager Fruin provided additional information. Action: The City Council noted their upcoming Strategic Planning discussions when talking about the FY 24 budget preparation. Staff will aim to incorporate any new initiatives from the forthcoming Strategic Plan in the budget proposal. No other new projects or initiatives were raised by Council. Sidewalk Cafe Policy Updates Assistant City Manager Kilburg provided a brief summary of the memo (IP4) regarding Sidewalk Cafe Policy Update from the 9/1 Information Packet. Kilburg provided the history of the City's Sidewalk Cafe fees, deposits, fencing requirements and staff recommendations. Individual Council members expressed their views. City Manager Fruin provided additional information. Action: Staff will prepare the necessary changes for Council consideration. Further collaboration with the Iowa City Downtown District (ICDD) will be necessary for some of the finer details. Clarification of Agenda items Item 4.a. Climate Action Commission: June 6 — Mayor Pro Tem Alter noted she would be making a comment at the formal meeting. Item 6.e. Procurement — Police Patrol Vehicles — Mayor Pro Tem Alter asked if the procurement was to replace or add vehicles. City Manager Fruin provided information. Information Packet Discussion [August 25, September 11 > August 25— No discussion. September 1 1. (IP7 — Email from Council Member Shawn Harmsen: FYI — Manufactured Home Residents Bill of Rights) Mayor Teague thanked Councilor Harmsen for sharing the information and recommended watching a local viewing of the documentary "A Decent Home".
