THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
HOUSING & COMMUNITY DEVELOPMENT COMMISSION
One Vacancy: Unexpired Term
Upon Appointment — June 30, 2025
• Duties of the Housing and Community Development Commission include: assessing and
reviewing policies and planning documents related to the provision of housing, jobs, and
services for low- and moderate -income residents;
• reviewing policies and programs of the Public Housing Authority and Community
Development Division and make recommendations regarding the same to the City Council;
• reviewing and making recommendations to the City Council regarding the use of public funds
to meet the needs of low- and moderate -income residents; housing policies and programs,
and seeking public participation in assessing needs and identifying strategies to meet these
needs; recommending to the City Council from time -to -time amendments, supplements,
changes, and modifications to the Iowa City Housing Code.
• The Housing and Community Development Commission will have monthly meetings.
Iowa City -appointed members of boards and commissions must be at least 18 years of age and live
in Iowa City. The City of Iowa City encourages diversity in the appointment of citizens to boards and
commissions. When possible, Council will appoint persons with expertise in construction and/or
finance, a person receiving rental assistance, and a member of the Local Homeless Coordinating
Board.
Applications must be received by 5:00 p.m., Tuesday, September 13, 2022. An application can be
completed and submitted on the City of Iowa City website at www.icgov.orq or by contacting the City
Clerk's office.

While I myself have only lived in Iowa City proper for 4 years, I have deep roots in Iowa City. Both of my parents
grew up here, my paternal grandparents living in the Northside neighborhood until recently moving to Oak Knoll
Retirement Home in West Iowa City, and my maternal grandparents owning a home in South Iowa City near
Wetherby Park.
My family experienced turmoil in the aftermath of the great recession. We lost our car, our home, and our dignity.
It was this experience that brought my family back to the Iowa City area in 2011 where we stayed with family in
Coralville as I finished eighth grade. We couldn't afford to live in Iowa City, so my mother, my sister, and myself
moved into a small two bedroom apartment in Tiffin where my mother worked two jobs at a time to provide for
us.
We eventually moved into a townhouse in North Liberty where I lived when I graduated high school. I continued
to live here when I worked in the North Side neighborhood and went to class at Kirkwood Community College. I
finally got the chance to move to Iowa City proper when I started classes at The University of Iowa where I
studied mechanical engineering.
While I've lived in Iowa City, I've lived in a wide range of buildings in a wide range of neighborhoods and with a
wide range of landlords. I've lived in awkward studios in old houses, older twelveplexes, and downtown towers.
I've lived in East Side, West Side, and downtown. I've had landlords I've known by name and absentee landlords
who couldn't even be bothered to turn the heat on in the winter.
Today, I still live in downtown Iowa City where I walk to work every day. I work as a mechanical engineer for
MODUS Engineering, a building mechanical, electrical, plumbing, and technology consultant for construction
and renovation projects across Iowa, including work on RISE at Riverfront Crossings, and The Nest currently
being constructed on College Street.
All of this is to say that I have many experiences which resonate with a vast swath of Iowa City residents,
personal connections and contacts in many neighborhoods of the city, as well as in the university, the VA and the
Iowa City Community School District, have a degree of background in the construction industry, and have a
history that gives me a deep appreciation for local housing issues. All of this, I feel, makes me well suited to a
chair on the Housing and Community Development Commission.
What is your present knowledge of each advisory board you are interested in?
My knowledge of the Housing and Community Development Commission chiefly comes from the duties section
of the Iowa City website. I understand my duties would be to review documents and policy in order to make
recommendations to the city council with regards to policies affecting housing, jobs, and services to low and
moderate income citizens of Iowa City.
Please contact the City Attorney at 356-5030 to discuss questions or concerns regarding a potential conflict of
interest. The following describe some but not all potential conflicts.
Potential Conflicts of Interest
The Housing and Community Development Commission makes recommendations to the City Council
regarding the distribution of federal CBDG/HOME funds. The general rule is that no persons who exercise
or have exercised any functions or responsibilities with respect to federally funded activities, or who are in
a position to participate in the decision-making process or gain inside information with regard to such
activities, may obtain a financial interest or benefit from a federally—assisted activity, or have a financial
interest in any contract, subcontract, or agreement with respect to a federally -assisted activity, or with
respect to the proceeds of the federally -assisted activity, either for themselves or those with whom they
have business or immediate family ties, during their tenure or for one year thereafter.
Section 362.5 of the Code of Iowa generally prohibits, with certain important exceptions, a member of a
City Board or Commission from having an interest in a City contract.
City Council Resolution # 15-300 established a policy that the following persons shall not be eligible for
appointment to Boards and Commissions:
A Council Member's spouse, domestic partner or partner by cohabitation, children, step -children,
children for whom the Council Member assumes parental responsibility, mother, father, son-in-law,
daughter-in-law, mother-in-law, father-in-law, step-parent, brother, sister, step -siblings and half -
siblings, brother-in-law, sister-in-law, grandparents and grandchildren, aunt, uncle, niece, nephew, first
cousin, foster parent, foster child, persons who are parents of the same child, and persons with whom
the employee is in an intimate relationship
Res. #15-300 states that each application for reappointment to a City Board or Commission will be
considered without regard to incumbency. If reappointed, an individual would be limited to one
reappointment to a full term in order to increase the opportunities for new applicants to serve.

I currently carry two community roles outside of my full time role. The first as a coach at a local fitness studio and
the second a board member for Community Support Advocates, an organization dedicated to providing social
support services across the state. I believe these experiences will help me best educate and engage the Iowa
City community I'm in understanding how our community evolves and how resources like low income housing
can benefit our community. My career in the financial industry has helped me build a strong muscle for aligning
strategy (our community vision) to what choices we make (what's ultimately recommended to the city council)
while balancing financial and customer needs.

I believe this will be an opportunity to learn but to also share and engage with how the city I was born in
continued to evolve and provide for all its citizens. I have reviewed information available on the site as well as
minutes/recordings available of the previous meeting. I know that me knowledge is limited but I do know that I
have the ability to learn quickly, ask thoughtful questions and engage in a collaborative approach to reach
quorum.

6.d. Lake Shore Drive Traffic Calming — See correction to comment and additional
correspondence.
Comment Residents of Lake Shore Drive have successfully completed the City of Iowa Citys
Traffic Calming Program. Data collection determined that the street qualifies for the program based
on traffic speeds. Staff discussed traffic calming with residents ofF^,- St Lake Shore Dr. at
meeting held on June 28th. The consensus of residents who attended the meeting was to move
forward with a request for modified speed humps and to survey residents of the street On July
15th a survey was sent to residents of the portion of Lake Shore Drive located south of Dunely
Court in order to measure support for the proposed traffic calming. A map showing the
approximate location of proposed speed humps was included with the survey. In all, 15 of the 16
residences located along the street responded to the survey. Of those households that responded,
86.7% indicated support for modified speed humps (13/15). Correspondence included in Council

Greetings Mike, Anne and Geoff,
I had hoped to be able to improve my commitment to P&Z board attendance. Given my role with GreenState now
includes the Chicagoland region I am traveling way more than I had anticipated.
