HomeMy WebLinkAbout2022-09-20 Council minutesr �_,_ CITY OF IOWA CITY MEMORANDUM Date: September 27, 2022 To: Mayor and City Council From: Kellie Fruehling, City Clerk Re: Council Work Session, September 20, 2022 — 3:00 p.m. at City Hall in Emma J Harvat Hall Council: Alter, Bergus, Harmsen, Taylor, Teague, Thomas, Weiner Staff: Fruin, Kilburg, Goers, Fruehling, Hightshoe, Knoche, Havel, Sovers, Ford (A transcription is available in the City Clerk's Office and the City website.) Development of the FY23-28 City of Iowa City Strategic Plan with facilitation services provided by the East Central Iowa Council of Governments (ECICOG) Executive Director, Karen Kurt and Planning Fellow, Harrison Freund from the East Central Iowa Council of Governments (ECICOG) facilitated the strategic planning discussion which continued from the 9/8 work session and presented a power point which reviewed the Council's priority lists. Discussion was focused on prioritizing the Action Steps into Phase I (FY23, FY24, FY25) and Phase II (FY26, FY27, FY28) for the following impact areas: Economy and Safety & Wellbeing. Individual Council members expressed their views. Action: Staff will work with ECICOG to produce a draft strategic plan for City Council review at an upcoming work session and begin to outline a strategic plan reporting framework that includes an annual report targeted for July/August and check-in during winter budget reviews. (Break 4:45 p.m. — 4:55 p.m.) Presentation of the Inclusive Economic Development Plan for Johnson County V. Fixmer-Oraiz, CEO Astig Planning presented a power point of the Inclusive Economic Development Plan in Johnson County and reviewed the following: Planning Process Timeline > Demographics: Respondent Affiliations/Race & Ethnicity/Educational Experience/Rent Costs ➢ Business/Financial Resources > Information flow and COVID-19 Impacts > Solutions and Opportunities ➢ Equity Perception/Barriers > Strategic Doing Session/Recommendations ➢ ARPA Strategic Investment/Public Facing ARPA Recommendations • Physical space recommendations • Youth entrepreneurial and community center accelerator programs • Startup and Expansion grants • Community Navigator (community networking) Behind the Scenes ARPA Recommendations • Internal work for local governments and business support institutions • More affordable commercial rental spaces through creative ordinances • A clearer city permitting/county licensing process and accessible ordinance information Next steps. Council Work Session September 20, 2022 Page 2 Individual Council members express their views. Action: Staff will remain engaged with the Inclusive Economic Development team and stakeholders and work toward presenting the City Council with specific recommendations for ARPA expenditures.
