August 2022 Disbursements Motion to approve disbursements in the amount of $13,828,909.39 for the period of August 1 through August 31, 2022, as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Clerk's office in accordance with State Code. 5.b. Agreement for Tohacoo Enforcement Resolution authorizing the Mayor to sign and City Clerk attest a 28E Agreement with the Iowa Alcohol Beverages Division for tobacco enforcement. Comment The Iowa Alcohol Beverages Division (ABD) is authorized to provide enforcement for Iowa's tobacco, alternative nicotine, and vapor product laws. The resolution approves an agreement with the ABD to provide funding to the City for engaging in compliance checks and enforcement checks for Iowa's tobacco, alternative nicotine, and vapor product laws. 5.c. ADA Sidewalk Ramp Reconstruction Project at Kimball Road and Gilbert Street Resolution authorizing the acquisition of property interests necessary for construction of the ADA Sidewalk Ramp Reconstruction Project at Kimball Road and Gilbert Street. Comment The City of Iowa City must acquire right-of-way, fee title, permanent easements and/or temporary construction easements to construct ADA Sidewalk Ramp Reconstruction Project at Kmball Road and Gilbert Street. The project generally incudes the relocation of a curb ramp at the southwest comer of Kimball Road and Gilbert Street to resolve e)asting drainage issues. Comment Bidsfbrthis projectwere received on Tuesday, October 11, 2022 and thefdbwing bids were received: LL Pelling Company laws Plains Signing Engineer's Estimate Nath Liberty, IA Slater, IA $125,772.00 $193,080.00 Public Works and Engineering recommend awarding the project to LL Pelling Company of North Liberty, lama. Funding is available through account #rS3827 - Bicycle Master Plan Implementation Fund. 5.e. PCC Stair Reconstruction & Handrail - 729 & 816 N Dubuque Street Resolution accepting the work for the PCC Stair Reconstruction and Handrail — 729 and 816 N Dubuque Street Project. Comment: The project has been completed by Woodruff Construction of Trffin, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. • Project Estimated Cost $ 24,500.00 • Project Bid Received: $ 35,125.00 • Project Actual Cost: $ 39,566.17 5.f. Curb Ramp 2021 Resolution accepting the work for the Curb Ramp 2021 Project. Comment The project has been completed by All American Concrete of West Liberty, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bond are on file with the City Clerk. Project Estimated Cost: $ 165,000.00 . McCollister Boulevard Extension Resolution accepting the work for the McCollister Boulevard Extension Project. Comment: The project has been completed by Metro Pavers, Inc. of Iowa City, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Gerk. • Project Estimated Cost $ 3,911,000.00 • Project Bid Received: $ 4,020,012.36 • Project Actual Cost: $ 3,900,866.94 5.h. Final Plat - Metro Pavers First Addition Resolution Approving Final Plat of Metro Pavers First Addition, a resubdivision of a portion of Outlot "D" of Kennedy's Waterfront Addition - Part Three, Iowa City, lowa.(SUB22-0008) Comment Staff recommends approval of the final plat and waiver of a preliminary plat requirement subject to approval of the legal papers by the City Attorney. It is anticipated that legal papers will be approved prior to the October 18 City Council meeting. Approval will result in the resubdivision of a portion of Outlot "D" to include 101 Southgate Avenue in order to create one intensive commensal lot. 6. Setting Public Hearings 6.a. Rezoninq - 937 E Davenport St -Local Historic Landmark Motion setting a public hearing for November 1, 2022 on an ordinance rezoning approximately 0. 17 acres of property located at 937 E Davenport St from Medium Density Single -Family Residential (RS -8) to Medium Density Single -Family Residential with a Historic District Overlay (OHD/RS-8). (RE722-0013) Comment The Historic Preservation Commission will consider the rezoning on October 13, 2022. The Planning and Zoning Commission will consider the rezoning on October 19, 2022. Approval will result in the property being designated as an Iowa City Local Historic Landmark. October 18, 2022 Iowa City City Council Agenda Page 5 6.b. Cell FY23 Construction Resolution setting a public hearing on November 1, 2022 on the project manual and estimate of cost for the construction of the Cell FY23 Construction Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This item will set the public hearing for the Cell FY23 Construction Project. This project includes construction of the next landfill cell. The estimated construction cost is $3,700,000 and will be funded by the Landfill Replacement Fund. 6.c. Water Treatment Plant Chlorine Feeder System Upgrade Resolution setting a public hearing on November 1, 2022 on project manual and estimate of cost for the construction of the Water Treatment Plant Chlorine Feeder System Upgrade Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment The project includes the replacement or repair of chlorine feeder systems, the removal of ammonia feeder systems, and coordination of construction work not to impede water plant production. The estimated project cost is $192,000 and will be funded by Account #W3316 — Chlorine Feeder System Upgrade. 7. Correspondence 7.a. ABPA Nonprofit Operating Assistance Allocation _ Resolution allocating American Rescue Plan Act (ARPA) Nonprofit Operating Assistance and Workforce Development funds. Comment The City of Iowa City has allocated $400,000 in American Rescue Plan Act (ARPA) funds to operating assistance for nonprofits who have experienced negative economic impacts due to the COVIa19 pandemic. Interested agencies submitted proposals through an online funding round. Staff have reviewed applications and made recommendations based on Council - identified priorities. Rescind Affordable Housing Location Model _ Resolution rescinding Resolution No. 11-51 that adopted an affordable housing location model and Resolution Nos. 12-438 and 17-111 that See- amended the model. d`' Comment In Res. No. 11-51, the City adopted an Affordable Housing Location Model to distribute City funds for affordable rental housing more evenly throughout the City. Res. Nos. 12-438 and 17-111 amended the model. This resolution disoontinues the use of the model as recommended by the 2022 Iowa City Affordable Housing Action Plan. Comment: This resolution authorizes the certification of debt/obligations which qualify for reimbursement from the TIF special revenue funds created for the following Urban Renewal Areas: City -University Project I; Heinz Road, Moss Green, Riverside Drive, Sycamore Mall & First Avenue, and Towncrest. This is an annual certification due to the County Auditor by December 1, as required by state law. Purchase of 800 S. Van Buren. 804 S. Van Buren, & 817 Webster Resolution approving a purchase agreement for acquisition of properties located at 800 S. Van Buren St., 804 S. Van Buren St., and 817 Webster St. Comment Staff has negotiated an agreement to acquire 800 S. Van Buren St., 804 S. Van Buren St, and 817 S. Webster St for $475,000 contingent on City Council approval. Staff had the properties appraised, and the total appraised value is $507,000. All are residential rental properties. Recreation Facilities and Programs Master Plan �,A, Resolution approving 2022 Iowa City Recreation Facilities and Programs Master Plan. Comment The 2022 Recreation Facilities and Programs Master Plan is a 10+ year vision document created through a high level of public outreach and input by the Berry Dunn �-D�— Consulting Firm. The plan addresses community needs for recreation programming, outdoor athletic fields, City Park Pool, Mercer/Scanlon Recreation Center and Robert A. Lee Recreation Center.
