Executive S ummary:
As directed by Title 9, Section 3A of the City C ode, this is to advise the City C ouncil of the
following action:
Pursuant to S ection 9-1-3A (10); Establish "No Parking, Stopping, S tanding 8 A M to 5 P M
Monday-Friday" on the north side of Rider Street from L ee Street to a point approximately 165
feet to the west.
Background / Analysis:
T his action is being taken at the request of L incoln Elementary to prohibit the stopping, standing,
and parking of vehicles to the east of the existing school bus loading zone. On-street parking is
currently prohibited on this side of R ider S treet from 8 A M to 5 P M Monday-F riday. T his
adjustment simply adds the stopping and standing prohibition to allow better access for school
buses.

As directed by Title 9, C hapter 1, Section 3B of the C ity C ode, this is to advise the City Council of
the following action:
Pursuant to Section 9-1-3 A (7); I nstall (1) "No S emis" sign f or southbound semi-trailer trucks on
South 1st Avenue making a right-turn at the intersection with Mall Drive.
Background / Analysis:
T his action is being taken at the request of the Streets Department to restrict semi-trailer trucks
from turning right onto Mall D rive f rom South 1st Avenue. This intersection has inadequate
geometry f or semi-trailer trucks to make this turn without coming into contact with the pedestrian
push button pedestal on the northwest corner of the intersection.

As directed by Title 9, C hapter 1, Section 3B of the C ity C ode, this is to advise the City Council of
the following action:
Pursuant to S ection 9-1-3A (6); Remove the existing vehicle weight restriction on the 2nd Avenue
bridge over Ralston Creek.
Background / Analysis:
T his action is being taken at the request of the E ngineering Department and removes the existing
10-ton gross weight restriction on the 2nd Avenue bridge over Ralston C reek. T he weight
restriction was established in 1991 due to certain structural deficiencies of the former bridge and
is no longer necessary as the structure was completely replaced and opened to the public in
August 2022.
