Re: City Council Strategic Plan (FY2023-2028)
Since March of 2022, the City Council and staff have been working with the East Central Iowa
Council of Governments (ECICOG) on the formation of a new Strategic Plan covering the current
fiscal year 2023 through fiscal year 2028. An initial draft of the ne w Strategic Plan follows this memo
and will be the subject of your November 1, 2022 work session discussion.
The plan document details the steps that were taken to create the content. It highlights that much of
the work rests on the foundation of the progress that has been guided by prior strategic plans, which
largely held the same general areas of focus. As the new Strategic Plan stretches from the customary
two-year period to a five-year horizon, a few new components have been introduced.
The Environmental Scan summarizes external forces that could present challenges or opportunities
for the community. These include realities such as the continuing trend of home rule preemption by
the State of Iowa, workforce recruitment and retention challenges, and financial headwinds attributed
to State of Iowa property tax reform and inflation. It also highlights the expected continued demand
for population growth and opportunities associated with expanded federal funding grant programs.
Most important for the City Council to understand from the Environmental Scan is that many City
core services are operating at or near capacity and are increasingly struggling to meet service
demands of a growing community. These foundational government services will need additional
resources during this plan period to continue to meet level of service expectations. At the same time,
resources will be more limited due to aforementioned financial headwinds and actively recovering
economic activity levels post the peak of the pandemic.
These two realities are emerging at the same time the City seeks to be aggressive in tackling some
of the more complex issues of the time, including income inequalities, childcare shortages, affordable
housing, climate change and social justice to name a few. Thus, it is absolutely imperative that this
plan highlights the highest of priorities of the Council, and that staff and Council stay focused on
those priorities over the next five years. The City Council should think critically about this balance as
you conduct the final review of the plan.
Also new to the plan document, are clear vision stateme nts for the stated values, impact areas and
resources. These aspirational vision statements will guide all City staff as we carry out our service
delivery and planning duties on a daily basis. The City Council should be commended for helping

craft these vision statements and should also keep them at the forefront of your decision -making
processes throughout the plan period.
For the November 1, 2022 work session, it most critical that the City Council review the collection of
action steps in each of the Impact Areas and Resources Sections. The City Manager’s Office has
reviewed these actions steps and considers each one achievable on an individual basis. Some dates
have been adjusted to provide for more realistic completion timeline s, while still attempting to
account for City Council prioritization at past meetings. More importantly for the City Council to
understand, is that the completion of all of these action steps – while at the same time providing
needed support for our core municipal operations and completing in-progress plans and projects –
will be an extremely ambitious task and difficult balancing exercise. Doing so may require additional
financial and personnel resources and may need to lean on one -time funding sources that will not
be sustainable over a longer period of time. For this reason, I do urge Council to carefully review all
actions at this time and at least annually going forward. The narrower the focus, the higher the
probability of success will be going forward.
City staff is hoping to have any final edits provided at the November 1, 2022 work session. Assuming
that is achieved, staff will work with ECICOG to finalize the document and w ill expect to present it in
final form for adoption at your December 6, 2022 meeting. After adoptio n, staff will create an action
plan for each identified item and will plan our first progress update during the presentation of the
FY2024 budget proposal in January.
I would like to thank the Council and ECICOG for all of the time and effort that has contributed to this
draft report. The report clearly expresses the City’s values, concisely articulates a vision for our future
and lays out definitive action plans to help us in that ongoing journey.
