Whereas, on December 10, 1948, the Universal Declaration of Human Rights was
adopted by the United Nations General Assembly; and
Whereas, the Universal Declaration of Human Rights Day proclaims "the inalienable
rights which everyone is inherently entitled to as a human being -regardless of race, color,
religion, sex, language, political or other opinion, national or social origin, property, birth
or other status; and

flee their homes due to conflicts, violence, fear of persecution, and human rights
violations was 89.3 million; and
Whereas, if ongoing conflicts remain unresolved and the risks of new ones erupting
are not reined in, one aspect that will define the twenty-first century will be the
continuously growing numbers of people forced to flee and the increasingly dire options
available to them; and
Whereas, the number of refugees and forcibly displaced people have swelled to nearly
100 million worldwide, mostly women and children. The United Nations High
Commissioner for Refugees, works every day to aid these victims of war, famine, and
oppression; and

and Human Rights, the Iowa City Public Library, and the Refugee and Immigrant
Association will observe Human Rights Day on Tuesday, December 6, at 7 PM in
meeting room A at the library with a panel of refugees now living in Iowa and a
representative of UNHCR to discuss refugee rights and how UNHCR helps to protect
those rights.
Now, Therefore, I, Bruce Teague, Mayor of Iowa City, do hereby proclaim
December 10, 2022 to be
Human Rights Day
