Capital Projects Update
Assistant City Engineer Sovers presented a PowerPoint on the following projects:
• American Legion Road Improvements
• First Avenue & Scott Blvd Intersection Improvements
• Asphalt Resurfacing 2022
• North Westminster Storm Sewer Improvements
• Second Avenue Bridge over Ralston Creek Replacement
• Melrose Avenue/IWV Improvements
• Rochester Avenue Improvements
• Orchard Street Improvements
• 2023 Capital Improvement Projects
Individual Council members expressed their views.
Clarification of Agenda items
Item 6.f. Mercer Park Ball Fields and Courts - Mayor Pro Tem Alter requested to have a brief
explanation from staff during the formal meeting.
Item 6.b. Lobbying Services Agreement - Councilor Weiner mentioned the City has used Carney &
Appleby, PLC previously and noted the process for bidding.
Item 10. Rohret South Trunk Sanitary Sewer - Councilor Weiner asked staff for clarification confirming
there had been communication with landowners and neighbors. Assistant City Engineer Sovers
provided information.

1. (IP2 Memo from Parks & Recreation Director: Happy Hallow Park Review of Public Input
and Recommendations from Parks & Recreation Commission) Parks & Recreation
Director Seydell Johnson summarized the memo which provided background, community
feedback and staff recommendations. Individual Council members expressed their views.
Action: Staff will update the Happy Hollow Playground Replacement CIP to include
skinning the ball field and related engineering and drainage work. The revised project will
be presented for Council discussion through the upcoming 2023-2027 Capital
Improvement Plan process and will be programmed in either FY23 or FY24 based on
competing capital priorities and available resources.

1. IP4 Memo from City Clerk: Joint Entities Meeting Agenda Items for October 17.
Councilors discussed items for the October 17th Joint Entities meeting.
Action: For the Oct. 17th Joint Entities meeting agenda, staff will include remarks from the
auditor's office on early voting, an update from Johnson County Public Health, and
Regional Transit System discussion from Better Together.
University of Iowa Student Government (USG) Updates
No updates.
Council updates on assigned boards, commissions, and committees
Updates were given at the formal meeting during item 15. City Council Information.
