6.a. September 2022 Disbursements
Motion to approve disbursements in the amount of $16,484,293.66
for the period of September 1 through September 30, 2022, as
recommended by the Finance Director subject to audit.
Disbursements are published and permanently retained in the City
Clerk's office in accordance with State Code.
6.b. USG Appointments
Motion approving the appointment of Keaton Zeimet as the City
Council Liaison and Noah LeFevre as the Altemate City Council
Liaison from the Iowa Undergraduate Student Govemment
(USG) to the City Council until May 1, 2023.
Comment This motion affirms the appointment of USG representative Keaton Zeimet as
the City Council Liaison and Noah LeFevre as Altemate City Council Liaison for 2022-
2023.
6.c. Annual ICDD FY24 Budget
Motion to accept the proposed FY24 budget for the Iowa City
Downtown District, as approved by the Iowa City Downtown
District Advisory Board.
Comment Per the Operating Agreement between the Iowa City Downtown District
(ICDD) and the City of Iowa City, the ICDD Advisory Board must hold a public
meeting, approve the proposed budget and submit it to City Council by December 1
each year.
6.d. Annual South District SSMID FY24 Budget
Motion to accept the proposed FY24 budget for the South District
Self -Supporting Municipal Improvement District (SD SSMID), as
approved by the SD SSMID Advisory Board.
Comment Per the Operating Agreement between the SD SSMID and the City of Iowa
City, the organization's Advisory Board must hold a public meeting, approve the
proposed budget and submit it to City Coundl by December 1 each year.

Amending Budgeted Position - Volunteer Program Assistant
Resolution amending the budgeted positions in the Animal
Services Division of the Police Department and the AFSCME pay
plan by adding one full-time Volunteer Program Assistant — Animal
Services position, grade 4.
Comment The operational needs of the Animal Services division would best be served by
adding a full-time Volunteer Program Director position to provide continuity of service and
training to the ever-growing volunteer program and animal fostering program at the Iowa
City Animal Services. This position will be fully funded through an agreement with Friends
of the Animal Center Foundation.
6.f. City Street Finance Report
Resolution approving the City Street Finance Report for the fiscal
year ending June 30, 2022.
Comment Iowa Code section 312.14 requires all cities to submit the City Street
Finance Report (SFR) to the Iowa Department of Transportation by December 1 of
each year. Copy of item included in council packet
6.g. Dover Street Traffic Calming
Resolution authorizing the installation of speed humps on Dover
Street, between Muscatine Avenue and Wayne Avenue.
Comment The residents of Dover Street, between Muscatine Avenue and Wayne
Avenue, have successfully completed the City of Iowa City's Traffic Calming
Program. This includes a petition from residents, a meeting of residents to review
options with staff, and a follow-up survey. Staff has proposed 3 speed humps
along this section of Dover Street to lower speeds. Data collected along the street
show that the street qualifies for the program based on traffic speeds.
6.h. Willow Creek Streambank Stabilization Improvements
Resolution accepting the work for the Willow Creek Streambank
Stabilization Improvements Project.
Comment The project has been completed by CAJ Enterprises of West Branch, Iowa,
in substantial accordance with the plans and specifications. The Engineer's Report and
Performance and Payment bonds are on file with the City Clerk.

Purchase Agreement- Wastewater Buffer Zone
Resolution approving the purchase agreement with Lake Calvin
Properties, LLC for approximately 21.83 acres south of Lehman
Avenue, north of the Wastewater Treatment Plant.
Comment The City has negotiated a purchase agreement with Lake Calvin Properties,
LLC for approximately 21.83 acres of undeveloped agricultural real estate north of the
existing Wastewater Treatment Plant, south of Lehman Avenue. City ownership of this
land will ensure a buffer between anticipated development and the treatment plant
consistent with IDNR regulations. The purchase price is based upon a recent
appraisal.

10. Sidewalk Cafes -expand batons
Ordinance amending Title 10, entitled "Public Ways and Property,"
Chapter 3, entitled "Commercial Use of Sidewalks," to allow sidewalk
cafes outside of the downtown and Riverfront Crossings. (First
Consideration)
Comment Sidewalk cafes are currently only allowed in the Central Business zones and
the Riverfront Crossings District. Staff recommends establishments without liquor
permits should be allowed to have a sidewalk cafe in zones outside of the Central
Business zones and Riverfront Crossings District. The ordinance allows the City
Manager to impose restrictions in addition to those in the City Code and Council
adopted policy, such as fewer hours of operation.

11. Land Ac-cnowfedgement Statement
-? 6 Resolution adopting a Land Acknowledgement recognizing Indigenous
Peoples and their traditional territories on which we live.
Comment This item formally adopts a land acknowledgement statement The resolution was
drafted by Council Weiner and informed by similar land acknowledgement statements prepared
and adopted locally by non-profit and public institutions. The resolution aligns with the City Council's
Racial Equity, Social Justice and Human Rights vision statement that is being finalized with the
FY2023-FY28 Strategic Plan.

Resolution setting a special election to fill the Council vacancy created by
Janice Weiner's resignation.
Comment On November 9th, 2022, the day after her election to the Iowa State Senate, Council
Member Janice Weiner submitted her resignation from Council, effective at midnight, December
31, 2022. One year of her four-year term remains. Under State law, Council must decide whether
to appoint a replacement or schedule a public election. This resolution calls for a special election.
