Absent: Teague. Staff: Fruin, Jones, Kilburg, Goers, Fruehling, Knoche, Havel, Sovers. USG: Zeimet (A transcription is available in the City Clerk's Office and the City website.) Development of the FY23-28 City of Iowa City Strategic Plan with Facilitation services provided by the East Central Iowa Council of Governments (ECICOG) City Manager Fruin provided a quick information and a recap of the IP3 City Council Strategic Plan memo from the 10/27 information packet. Karen Kurt, Executive Director with ECICOG gave a PowerPoint presentation on the development of the FY23-28 Strategic Plan and provided an overview of the process and the strategy map. Individual Council members discussed the draft plan and expressed their views. City Manager Fruin provided additional information. Action: Staff will work with ECICOG and Communications to prepare the Strategic Plan for adoption on December 6th. Council directed changes from the work session will be incorporated and 'Consider a strategic plan decision-making framework' will be added to the City Council's Pending Work Session List. Clarification of Agenda items Mayor Teague mentioned the late addition of a proclamation. City Manager Fruin requested Council to defer Item 10. ARPA UI Labor Center— Construction Apprenticeship Opportunity Program until the 11/15 meeting. Information Packet Discussion [October 20, October 271 r October 20 — no discussion. r October 27 1. (IP5 Land Acknowledgement Draft Resolution from Councilor Weiner) Councilor Harmsen thanked Councilor Weiner on the work that went into drafting the Land Acknowledgement. Individual Council members expressed their views. Action: Staff will prepare the Council item for adoption of the land acknowledgement, as written by Councilor Weiner. Post adoption, staff will consider appropriate placement on the website and placement on future meeting agendas. University of Iowa Student Government (USG) Updates Keaton Zeimet, USG Alternate Liaison presented USG Updates. Council updates on assigned boards, commissions, and committees Council members reported on various assigned Adjourn 5:39 p.m.
