Absent: Thomas. Staff: Fruin, Jones, Kilburg, Goers, Fruehling, Knoche, Havel, Sovers, Hightshoe. USG: Zeimet, LeFevre (A transcription is available in the City Clerk's Office and the City website.) Presentation on Housing First Progress and Opportunities Crissy Canganelli, Shelter House Executive Director, gave a PowerPoint presentation on Housing First Progress and Opportunities. Canganelli presented the history of Shelter House from 1983 to present, Emergency Shelter Budget FY22 and Shelter House Operating Budget FY22. Erin Sullivan, Shelter House Housing Services Director gave an example of a typical day in Shelter House and Rachel Lehmann, Shelter House Emergency Services Director, offered an outline of her day. Mark Sertterh, Shelter House Associate Executive Director, provided additional information. Christine Hayes, Shelter House Director of Development, provided information on Housing First and low barrier entry. Individual Council members expressed their views. Clarification of Agenda items None. Information Packet Discussion [November 3, November 101 November 3 1. (IP2, Memo from City Clerk: Joint meeting with USG) University of Iowa Student Government (USG) Liaison Zeimet invited City Council to a Joint meeting with USG. Individual Council members expressed their views. Action: Staff will confirm an off Tuesday evening meeting date with USG in March or April and add it to the meeting schedule. Staff will ask USG to also invite GPSG and COGS to the meeting. November 10 1. (IP5, Memo from Deputy City Manager: 2023 State Legislative Priorities Development) Councilor Harmsen noted the memo and highlighted the USG Rental checklist and Manufactured housing rights . Individual Council members expressed their views. Action: Staff will prepare a resolution formally adopting the 2023 Legislative Priorities for the City. 2. (IP3, Pending Work Session Topics) Councilor Taylor requested an item to be added regarding Mental Health in light of the 988 Suicide and Crisis Lifeline. City Manager Fruin asked clarifying questions regarding the scope of the item. Council Work Session October 18, 2022 Page 2 Action. Staff will work to coordinate a work session presentation from local mental health providers with a particular focus on suicide prevention services available to residents. University of Iowa Student Government (USG) Updates Keaton Zeimet, USG Liaison and Noah LeFevre, USG Alternate Liaison presented USG updates. Council updates on assigned boards= commissions, and committees Council members reported on various assigned Adjourn 5:38 p.m.
