Minutes Public Art Advisory Committee December 1, 2022
Emma Harvat Hall Public Art Advisory Committee Members Present: Juli Seydell-Johnson, Ron Knoche, Steve Miller, Eddie Boyken,
Jenny Gringer, Andrea Truitt, Jeremy Endsley, Dominic Dongilli Members Absent: Anita Jung Staff Present: Wendy Ford
Public Present: none Call to Order Miller called the meeting to order at 3:32 p.m.
Public Discussion of Any Item Not on the Agenda None Consideration of the November 3, 2022 meeting minutes
Knoche moved and Boyken seconded that the minutes of the November 3 meeting be approved. Motion passed 7-0 (Jung absent, Dongilli abstained). Discuss location priorities for FY24 Public Art installations Ford thanked committee members for filling out the survey ranking over 40 location
preferences for the next big public art installation. She handed out the results, revealing
that Bus Stop Shelter art panels came out with the highest ranking. She talked about how the survey tool scored each and weighted the score based on the number of people voting and how they voted, from “no interest to highest priority.”
She prefaced the discussion reminding the committee that the goal was to come up with
a shorter list of preferences to present to the public for their input. She said she thought it would be good to present a photo and paragraph for each as people may not be familiar with all locations.
Dongilli said he wanted to remind the group that in past public feedback, we heard that
Hickory Hill and Waterworks Parks should stay more natural and should not be prioritized for public art. Miller said that in most parks there are some kind of structures (shelters or restrooms, etc.) that already exist and that maybe public art would work in places like that instead of being hidden deep along a trail.
Miller asked the group if we were seeing a pattern from this survey that suggested some places are better than others. Dongilli said the public transport was a commonality among locations that rose to the top.

Truitt said she didn’t think roundabouts were the best locations because it is hard to go up to and have a meaningful interaction with it or take it in while driving around it.
Truitt asked about the Public Works building location and Knoche noted the landscaped
greenspace along the Gilbert Street frontage of the building. Dongilli asked Knoche’s opinion of roundabout art. He said it would be good because it takes some of the landscape maintenance out of the picture, but he also understands
the accessibility issue.
Ford commented on the Mercer Park location. Someone had commented there was already a sculpture pad there. Seydell-Johnson said they will be redoing baseball fields, pickle ball, tennis and the front entryway in the near future, so perhaps additional art
could wait until those projects are complete.
Endsley said he is in favor of the school campus locations. Ford said we could explore partnership with the school districts. Knoche suggested we could contact the ICCSD Facility manager.
Miller asked about what private park was near an elementary school. Fairmeadows Park (near Grant Wood school) has mosaic posts close to it on the trail. Seydell-Johnson said this is now a very busy park with many other features. Dongili suggest that a bus stop near there would be a good location near Fairmeadows at Lakeside and
Miami Drive.
“Sidewalks and trails near benches,” a choice in the survey, is too vague. Because there are now several changing sculptures along the Iowa River Trail, we could opt for Court Hill Trail, where there is no public art. Seydell-Johnson said along Court Hill trail is
probably too narrow, but the spur that goes into Court Hill Park itself would be good
because there is more space. James Alan McPherson Park was discussed along the Muscatine Avenue. Seydell-Johnson said when the park was renamed, the public like the idea of some kind of
reading nook in the park. There is a nearby bus stop and good visibility from Muscatine.
Next discussed was the IC Animal Care and Adoption Center. Knoche noted there is a sculpture pad for a changing sculpture just south of the Animal Shelter, but that it is not visible from that building. Dongilli commented that the yard space would be visible for
both Animal Center users and people who are on the Iowa River Trail.
Knoche brought up the Highway 6 trail that goes from Iowa River to just past Pepperwood and that there would be good space along that area. South side of Hwy 6 and eventually will extend out to Heinz Road. Dongilli liked that it would be
complementary to Pepperwood Plaza area. Seydell-Johnson suggested that
Pepperwood Plaza needed shade, and it would be great if an art project could incorporate needed shade. It was noted that most of the Plaza area is on private property.

Regarding bus stop panel project, Ford explained there’d need to be a competition of sorts for a set number of panels. If there were 10 at $2,000-$3,000, we could do several. Truitt said she’d like to see bus stop art panels across town and on each route.
Next there was discussion about Scott Park and that at the north end there is a new prairie area along Court St. and east of the creek would be a good location. There is an existing changing sculpture pad in the southern end. Truitt and Miller liked the idea of a new sculpture emerging out of the prairie.
American Legion Road roundabout was discussed next. Discussion centered around it needing to be simple but not distracting to drivers. IT was determined to offer it up as an option and see what the public thinks.
There was a little more discussion about how many options to put out and the final list
was determined: 1. Bus Stop Shelter panel program 2. Court Hill Park trail north end 3. Scott Park between/near flag football and prairie areas at the north end
4. American Legion Rd roundabout
5. Animal Care and Adoption Center 6. Highway 6 trail near Pepperwood Plaza 7. McPherson park near Muscatine 8. Hunters Run Park
Dongilli moved, and Gringer seconded that the list be put out to the public for their input. Motion passed (8-0). Staff Updates
Ford reported on vandalism done to the Irving Weber statue the first weekend in November. Irving’s face had been painted with bright pink marking paint which was difficult to remove. She called upon Steve Maxon, the sculptor, to clean it up, which he did within a few days for a very reasonable cost. She showed before and after photos of the vandalism and the cleaned-up Irving.
Airport Hangar Mural. Ford reported that we had received 24 applications for the artist for the Airport Hangar mural. This is a great response with applications from near and far. She reported that a subcommittee of the Airport Commission has narrowed the field to 6 and that at the 12/8 Airport Commission meeting, they will narrow the field to three.
Those three will further develop their concepts for a $500 stipend and the Commission will choose from those, which artist they wish to proceed with. Asked about the timeline, Ford said, the artists will start to work outdoors in May with the goal of completion in September.
South District Bench project. Ford is still working on getting together with Ray Michel to finalize the contract for his mentorship of the emerging artist. Committee member Endsley, a friend of Ray’s, said he would reach out to help schedule a meeting.

Black Hawk Mini park. Ford shared that she had heard from one of his friends that Dawson Davenport had been incarcerated, shedding light on the reason emails had gone unanswered. The friend also passed along that Dawson was deeply sorry for this
and hoped to be able to continue the work on the Black Hawk Mini Park project after a
January trial. Ford explained she had informed the City Manager who felt that waiting until January and the outcome of the trial would be the next time to evaluate how to wrap up the project.
Adjournment Knoche moved and Gringer seconded the meeting be adjourned. Motion passed (8-0). Meeting adjourned at 4:25 pm.

1 Art in roundabouts? Visibility is important as well as attentiveness of drivers.1/2/2023 8:23 PM
2 Roundabout for the win! I also really like bus stop (s?)1/2/2023 8:22 PM
3 Let parks be parks, for the most part. Often these low budget sculptures commissioned by the
city simply amount to visual clutter in the parks. Forgettable and context-less plop art, located
in places that don't particularly need the help. The bus stops are the best idea here – take
something that's a bit of an eyesore and with a moderate budget, turn it into something that
contributes! With the weak budget the City dedicates to public art, no percent for art initiative, I
think the money should be spent addressing the most neglected areas of our community and
not littering the parks. The City doesn't have to negotiate with itself which makes the parks low
hanging fruit, but ultimately these aren't the parts of our community that need help. This feels
also like outsize influence of parks and rec staff on the allocation of resources. Spread what
little wealth there is through targeted, nimble projects with higher impact, in collaboration with
City departments outside of parks and rec, as well as neighborhood organizers throughout the
City.
1/2/2023 4:02 PM
4 Having benches at every stop is more important than prettying up the shelters we already
have.
1/1/2023 9:15 AM
5 Wetherby Park 1/1/2023 7:30 AM
6 It would be nice to have the public vote on the types of sculptures and art that are placed and
not just locations.
1/1/2023 12:19 AM
7 I like the idea of something on the east side very much. The bus stops are excellent as they
spread color and beauty through the community.
12/31/2022 10:03 PM
8 There’s a small, triangular slab of cement at 7th Ave, College St, and Wilson. I’d love to see
something unique done with that space.
12/30/2022 9:37 PM
9 The round-a-bout on American Legion Road need something. The city has spent so much
money landscaping other round-a-bouts. It makes the east side seem less important. However,
I LOVE the bus stop idea as well.
12/30/2022 1:20 PM
10 roundabout art could be a traffic hazard 12/30/2022 10:30 AM
11 How about art at Waterworks Pk?12/30/2022 9:50 AM
12 The roundabout decor would bring great value as it looks very plain right now.12/30/2022 9:19 AM
13 Thanks for this great chance for community input!12/30/2022 8:05 AM
14 I feel higher exposure areas are important. Support near animal shelter as is a significant
public service building and nature of services evoke expression.
12/28/2022 5:22 PM
15 Minneapolis does a nice job with art placed on 3-4 ft tall utility boxes on corners or easements.
Something to consider in the future. Thank you are asking for public input.
12/27/2022 2:30 PM
16 Since the City is trying to encourage people to get out of their cars, it makes sense to improve
the bus stops. The addition of public art (as well as shade trees) to bus stops can only help to
improve them.
12/27/2022 11:06 AM
17 Art in a roundabout would be at the bottom of my list, i.e. potentially distracting. Drivers should
be focused on driving, not the art in middle of roundabout. Example of art at bus shelter is
pretty; however, I would be concerned about the visibility of those waiting for the bus and their
safety. McPherson Park would be my #1 choice.
12/27/2022 10:11 AM
18 All of these are excellent sites and would be great to see projects everywhere! I do think
emphasis should be placed on elevating areas that currently have less art and visual appeal.

In the future would love to see more underpasses and bridges considered for murals as well.
Such a great way to improve a space.
19 I generally think the art should be in the parks and not in the non-park locations: (1) For safety,
please do not put up art that makes the bus shelter windows opaque. It doesn't matter if a
person can see out of it--people also need to be able to see into it. (2) Also, it seems art in a
roundabout would be a distraction. Drivers in Iowa seem to be confused enough about
roundabouts, and that roundabout is already not easy to bike through. (3) The grassy area near
the shelter-- isn't that where they walk all the dogs? Not sure it's the best place for art.
Something along Highway 6 would be great--help make Pepperwood area an attractive
destination. So many people drive, bike and walk here. Thank you.
12/27/2022 8:46 AM
20 James Alan McPherson Park 12/27/2022 8:25 AM
21 Spend our money where it matters!! Roads, SAFETY, Bridges, SAFETY. If we cant walk
downtown safely an art project isn't going to save me. Start THINKING and listen to your
community.
12/27/2022 8:15 AM
22 The residents of the S-south are investing lots in the new SSMID and a new piece of public art
will contribute to that momentum. The bus stops help "spread the love" and allow residents
throughout the city to enjoy art as they move about the city.
12/26/2022 9:25 AM
23 Please avoid anything that reduces sight lines and visibility around the roundabout. Many
people already struggle to use the roundabout correctly.
12/23/2022 10:57 AM
24 Choose Hwy 6/Pepperwood Plaza for the greatest impact!!! Leaders have worked hard to
revitalize this South District Neighborhood area and change it's image for the better. The
addition of art would be a important vote of affirmation from the City and further this
momentum! Plus, to impact the most people, choose the Hwy 6/Pepperwood location because
of the immense amount of traffic and therefore, people, it would touch! Thank you!
12/23/2022 10:00 AM
25 The Pepperwood Plaza retailers and developers are working tirelessly to invest into the
community surrounding their location. An artwork installation would be a great addition for folks
who serve a diverse neighborhood. This would be not only a demonstration of support towards
those commitments, but a meaningful investment into the lives of folks who are more
disadvantaged in the Iowa City community.
12/23/2022 9:03 AM
26 I would love to see the art in high-traffic, lower-income areas. Having it out where passerby’s
are infrequent or as gateways to affluence seems like a poor use of public funds. Bring art to
those who might not access it in other areas of their daily lives, and preference low-income &
underrepresented artists. Thank you!
12/22/2022 1:57 PM
27 I think art on a roundabout is distracting to drivers and is a safety issue.12/22/2022 8:36 AM
28 Could the edges of the roundabouts be painted a contrasting color to the road to make them
more visible? Having something in the middle of the roundabout may obscure the traffic view.
12/21/2022 10:23 PM
29 I love that the City is doing this. Thank you!12/21/2022 10:28 AM
30 Am mostly fine with public art as long as it does not take away from open green space where
children and adults can play. Appreciate government support of artists.
12/21/2022 10:26 AM
31 Public art and beautification is a great investment for the community. Sculptures are not a
preferred form of public art. Also, visibility in roundabouts is so important. Please DO not place
art in this location.
12/21/2022 9:39 AM
32 Bus stops are truly public spaces, seen by all riders and even motorists and walkers by.12/21/2022 7:39 AM
33 Locations where people who have been historically underserved live, move about (esp. on foot
and by mass transit) should be highest priority--and THE RESIDENTS of that area should have
the first crack at submissions of ideas for art. I am completely opposed to public art at a traffic
circle: Many drivers already aren't using these circles as they are intended; to add an
additional distraction (beyond many streams of traffic that often go out of turn) is at best
problematic and at worst could cause accidents. Same thing along road ways; don't promote
distracted driving!! Public art should not have the potential to distract drivers. Survey design
needs re-thinking.

stops....the roundabout idea is nice but i don't think I've ever driven through it nor do i have
plans to
36 The South District should be the highest priority!12/20/2022 10:59 AM
37 Highly traveled areas should be given the highest priority. Distractions in highly traveled
roundabouts must be kept to a minimum.
12/20/2022 8:44 AM
38 I think a site that is visible to the most people would be good, hence bus stop or near
Pepperwood
12/20/2022 7:35 AM
39 Art at bus shelters looks great but first more shelters should be provided esp. for winter riders.
Most of the suggested areas would have limited ability to be seen except along Hwy 6. Art in
the roundabout could obstruct the view; wildflowers would be better & safer!
12/19/2022 10:36 PM
40 I feel that the near south side is overdue for some public art.12/19/2022 8:16 PM
41 along hiway 6 is good as it would be seen from people coming into iowa city. and would help
south district with a better good instead of a slum area so anything that would help se district
12/19/2022 5:35 PM
42 Willow Creek park 12/19/2022 4:46 PM
43 I believe we should prioritize the locations that get the most people from all over town. The
south district of Iowa City is doing wonderful things to bring folks to that area and should be #1
priority.
12/19/2022 4:34 PM
44 The South District offers so many important community resources, like the Shelter House,
Guidelink Center, etc. it is important to help make these areas beautiful as well — everyone
deserves to be surrounded with art, not just those who can afford it!
12/19/2022 4:25 PM
45 Would love to see art adorn the bus stops. But getting them cleaned and repaired would also
make a HUGE difference. Trash bins at each covered stop would also help.
12/19/2022 4:23 PM
46 Colorful art adds so much to an area especially in winter! Thanks for asking.12/19/2022 4:23 PM
47 The highway 6 area is extremely visible, extremely high traffic, and there's the need for that
area to continue to be lifted and improved through investment. The City hasn't heavily invested
in this area at all over the past several years, and this would be a big help.
12/19/2022 3:38 PM
48 The south district houses the vast majority of the city's population that would benefit most
from city investment, connection, and beautification. The Hwy 6 area in particular could
become a place of recreation and pride in the city, which would be a transformation from how it
currently looks and is experienced.
12/19/2022 3:13 PM
49 The Southeast side of IC needs more art! When McPherson Park was redesigned we lost a
really awesome mural from the old shelter- this would be a great spot.
12/19/2022 2:55 PM
50 The art installment should be in the south district areas.12/19/2022 2:32 PM
51 Bus stops, animal shelter, and Highway 6 are all areas that all Iowa City residents can visit
and appreciate. Preferable to some of the more out of the way locations like Hunters Run Park
(it's in the middle of an area that has nothing but residential buildings--no walkability, no reason
to go there if you don't live there).
12/19/2022 2:13 PM
52 More color downtown 12/19/2022 1:50 PM
53 Let's put it in areas that could use the boost - like the south side!!!12/19/2022 1:27 PM
54 What is most important to me is that the art is visible to a lot of people (I gave 'low' to the
places that have low traffic/walkers). I also want our public art investments/installations to be
in areas of town where there is little access to public art or aesthetics otherwise. South District
(except for its great mural!!) meets these two priorities and is the only location I designated as
'highest priority'.
12/19/2022 1:21 PM
55 Plantings in the roundabout instead of a sculpture. I realize it might take more upkeep, but a
lot nicer!
12/19/2022 1:17 PM
56 Art in and around the Pepperwood Plaza site has, by far, the greatest upside. It could go far to
help revitalize the area and go beyond aesthetic impact to deliver bankable benefits.
12/19/2022 12:55 PM
57 make sure the art is inclusive 12/19/2022 12:53 PM

Rating potential public art locations in Iowa City
58 It would be awesome to see the City of Iowa City support the newly formed South District
SSMID by investing in public art along the Highway 6 Trail near Pepperwood Plaza. This would
be a small (but mighty) step to help the South District SSMID enhance the image and vibrancy
of this area.
12/19/2022 12:50 PM
59 SE Iowa City would really welcome public art on HWY6!12/19/2022 12:33 PM
60 The South side of town has been deserving of as much public funding as possible. We did a 2
year project, grassroots level fundraising for the 4,400 square foot mural that was entirely
designed and painted by our neighborhood. Imagine what we could do if we had city support
from the get go ESPECIALLY now that we have a SSMID on this side of town and
relationships with so many properties who have already expressed interest in having art in the
South District. Having art along the hwy would align with the strategic plan for prioritizing the
South District, SSMID initiatives to get people into their areas, and show an invested
commitment to bringing art to where there is a high density of diverse populations within Iowa
City unlike any other part of town. I hope you'll consider prioritizing the South District in
bringing more public art (that is informed by the area) to folks who want to be included in
experiencing the power of the arts
12/19/2022 12:18 PM
61 I appreciate that the committee is prioritizing neighborhoods outside of downtown, this is great!
Roundabout: I worry that adding public art could decrease visibility and increase risk of
accidents especially since most drivers in this area are not used to roundabouts and this
specific one is very new. I wonder if at least waiting a year before considering adding
something like this would be wise as a safety measure. Bus shelters is my favorite idea, it's
cool to reward folks who ride the bus with art and build something cohesive at multiple
locations across town (community building). Many bus stops in my area do not have shelters,
would the project increase the number of shelters or only add art to shelters that already exist?
Would the displays always feature local art or would you eventually turn them into ads?
12/19/2022 11:28 AM
62 The bus shelters are a cool idea because they create an opportunity to commission multiple
artists and could be installed in neighborhoods that might not otherwise be considered for
public art. I am wondering about whether they would be window perf material so that the panels
could be see-through.
12/19/2022 7:24 AM
63 This is a wonderful variety. Thank you for thinking this through!12/19/2022 7:13 AM
64 Court hill could use something positive. I hope the shelter is coming back. and that the
basketball area will be improved.
12/18/2022 11:15 AM
65 Consider adding art to areas where large populations of disenfranchised people live. Bring
beauty and respect to those communities. Consider inviting artists from those communities
and artists with disabilities.
12/18/2022 6:50 AM
66 It was hard to choose, as I feel that all of them could benefit from art. I have the strongest
feelings about bus shelters because low income people need more art and inspiration in their
lives.
12/17/2022 2:52 PM
67 Really not excited about the roundabout idea. It’ll get damaged by trucks. Sight lines are
already poor on that corner especially for pedestrians. Might work better at First and Scott.
12/17/2022 8:48 AM
68 More public art in the south side of the city!12/17/2022 8:25 AM
69 I am more interested that the city maintain these areas well, not that art be added. To keep
plantings beautiful, healthy, and weeded is more important. I find it frustrating that maintenance
seems to be low priority in IC -- areas that could be beautiful are neglected. With the funds we
have, I'd suggest hiring more people to beautify by keeping these areas free of trash and
trimmed and weeded and cared for, rather than putting up a sculpture. The exception, for me,
is the roundabout mentioned above. That is a nice idea.

70 I would love to see art in the South District, but the Pepperwood Plaza backdrop could use
some beautification. Maybe if the installation includes complementary landscaping?
12/17/2022 5:45 AM
71 The bus stops are by far my highest priority. After that, I encourage the committee to prioritize
low income neighborhoods.
12/17/2022 4:52 AM
72 I think the bus stops, hwy 6, and the round-about would be the most visible for folks. The
small parks not so much, honestly, I don't even know where most of these park locations are.
12/17/2022 4:12 AM
73 The closer to the hub of the city, the better. Farther out, it seems, will capture fewer eyes.12/17/2022 12:05 AM

Rating potential public art locations in Iowa City
Thank you for offering the opportunity for the public to weigh in.
74 Public art should be best appreciated at a human level. Art that you see going by in a car
doesn’t feel very community oriented. Prioritize areas where people gather.
12/16/2022 10:38 PM
75 I think round about art is a great idea, as long as it doesn't obstruct vision or is too priceless to
be damaged by traffic.
12/16/2022 6:43 PM
76 Some of the locations would not be optimal, in my opinion, because of security issues, or the
possibility of being vandalized. Often, I think the public parks are probably the best places to
display.
12/16/2022 3:27 PM
77 I like the idea of the roundabout, but if that’s the sculpture, no way.12/16/2022 3:12 PM
78 These are all great locations and having art around town will uplift us all and make Iowa City
feel a bit special.
12/16/2022 12:40 PM
79 Thanks for the options ---I like the idea of art located along traffic ways locations where lots of
passersby will note the artful and unique 'landmaarks'
12/16/2022 12:18 PM
80 Adding art to public transit stops would allow the greatest number of people to benefit since the
locations cover the entire community, but because they may significantly impact residential
neighborhoods, extra care would need to be taken to minimize selection of controversial
subjects. I prefer plantings to enhance roundabouts because they have less chance of being
distracting to drivers, when they are already distracted enough navigating the intersection. The
area near Pepperwood Plaza could really use some beautification through public art.
12/16/2022 11:29 AM
81 No more murals please!12/16/2022 11:09 AM
82 Many of the potential sites are in parks and along highways. The concern I have is for safety.
The artwork can become an obstacle for drivers to see around while driving or for pedestrians
to have a clear view as they walk into wood areas. Instead, consider using public art to
address another safety issue - potholes. How about encouraging artists to creatively fashion
artwork that also fills a pothole?
12/16/2022 11:07 AM
83 College Green Park would be good. Sturgis Ferry Park near Riverside Drive. Ryerson's woods
by the parking area. North Market Square park gets a lot of kids and teachers. Hickory Hills off
Cedar Street or off north first avenue would get a lot of views. ALR & Scott Blvd would be good
but it would need to be something people didnt walk over to see. It would need to be an
obvious distance art form.
12/16/2022 11:05 AM
84 Great descriptions of the areas. Look forward to seeing what comes of this. My current
favorites are the Birds in Flight at S. Sycamore and the funky red sculpture at Mercer Park.
Kudos!
12/16/2022 10:08 AM
85 Can the artsy bus shelters replace current ones, and then those old shelter be placed
elsewhere, so then there are more bus shelters being installed in general? If so, that would be
a good way to beautify and increase transit infrastructure at the same time!
12/16/2022 10:03 AM
86 There is a large blank flood wall on rocky shore drive that borders a IC park. That would be a
good spot for a mural, it’s on a bike trail system connecting Ic and coralville.
12/16/2022 9:58 AM
87 I travel through the roundabout on American Legion Road & Scott Boulevard roundabout
regularly. I would love to see that intersection beautified. Given what I've seen of drivers'
responses and navigation of the roundabout, I worry that a public art installation in this location
would be a distraction. Perhaps some additional right of way trees would help improve the
intersection's attractiveness.
12/16/2022 9:57 AM
88 This is great! I hope we can do all of these one day.12/16/2022 9:55 AM
89 As someone who uses bus shelters to wait for coming buses, covering a panel would not be
appreciated if it blocks the view of the person inside from the direction the bus is approaching
from.
12/16/2022 9:45 AM
90 Before I even clicked on the survey link, I wanted to recommend the American Legion
roundabout. Eastsiders feel forgotten and this large area is perfect for viewing literally in the
round of a beautiful sculpture. I hope this location is seriously considered.
12/16/2022 9:35 AM
91 I like having public art near the paved trails. Some of these locations have sculptures already,
so I would take that into consideration.

92 Options prioritized by maximum exposure to pedestrians on bike or foot, not automobile.12/16/2022 9:23 AM
93 The bus stops I think pose a large potential for vandalism. Pepperwood Plaza would be the
ideal location for residents and visitors given the large amount of traffic in that area.
12/16/2022 9:05 AM
94 I would like to see interactive art in our parks and in bus stops.12/16/2022 8:58 AM
95 My favorite sites tend to be the ones where people will see them while walking, having a
picnic, or going about their day. Less interested in sites aimed at cars.
12/16/2022 8:54 AM
96 I really like the bus stop idea but worry about people vandalizing or defacing it.12/16/2022 8:52 AM
97 I prefer sites that have more visibility.12/16/2022 8:45 AM
98 I think the south east side of iowa city is ignored, this would be a great addition!12/16/2022 8:40 AM
99 How about Hickory Hill Park off North Dodge Street out in the large open area East of the
parking lot? There is a nice large space there for a large sculpture piece and the many people
who walk the trails and use the shelter in the park would be very appreciative of having a big
piece of artwork to come into view as they come up the trails and use the other facilities at this
location in the park.
12/16/2022 8:13 AM
100 Has there been any consideration for the concrete wall by the Law building? It is a heavily
used area and is so ugly. Does it belong to the University?
12/16/2022 8:12 AM
101 Please be conscious of the art you display - what one enjoys viewing each day is very
subjective, and that should be considered when making your decisions. Currently, I see art in
downtown IC that I consciously try to avoid because it simply doesn't improve my mood, day
or thoughts. So please, consider all citizens when determining artist's guidelines for a piece of
art and/or, create art that can be changed out (portable) after a time. Otherwise, depending on
the piece it can often become tiresome. Not all creations are created equal in their esthetic
value.
12/16/2022 7:48 AM
102 Maybe you could have spent a bit more money on a real shelter at Chadek Green instead of
nominating more work be done at McPherson Park.

Excerpt from Public Art Management Plan
5.5 Donation Guidelines
Private individuals and agencies can offer artwork as donations or loans to the City of Iowa City or desire
to display art owned by those individuals or agencies on public property. Similarly, individuals or groups
may also wish to propose a public art project that would be temporarily or permanently installed on City
property. These gifts and exhibitions are an important part of the City's growing art collection and
presence in the public realm. The Iowa City Public Art Program has established policies and procedures
for any unsolicited donations, loans, or exhibition proposals in order to:
• Maintain the quality of the public art collection
• Site the artworks to the most suitable locations
• Establish that there will be funds to protect, maintain, preserve, and conserve artwork on public
property
• Evaluate works for quality, safety, durability, and maintainability
The Public Art Advisory Committee (PAAC) is responsible for reviewing all gifts, loans, and public art
exhibitions proposed by individuals, organizations, and neighborhood and community groups.
Definitions
Artwork Donations/Gifts/Loans:
• Unrestricted Donation/Gift – The donation of a work of art to the City without any restrictions
placed on where it is sited.
• Restricted Donation/Gift – The donation of a site-specific work of art to the City.
• Loan – The loan of a work of art to the City, with or without restrictions placed on where it is
sited.
Exhibitions/Artwork:
• Temporary Exhibition/Artwork – A proposed exhibition or work of public art installed
temporarily on City property. Proposals may be site-specific or not.
• Permanent Exhibition/Artwork – A proposed exhibition or work of public art installed
permanently on City property. Proposals may be site-specific or not.
• Exhibition of Privately-Owned Art on Public Property – A proposed exhibition of art not owned
by the City but located outside the business or building of the art owner on City property.
Public Art Donation Procedures
1. Proposed donations, loans, and exhibitions should first be referred to the Iowa City Public
Art Coordinator. Staff will then assist individuals in identifying the appropriate application that
must be submitted for review. Any questions regarding the application should be referred to the
staff of the Iowa City Public Art Program.
2. Completed applications and supporting materials, including images, a maquette, or
rendering of artwork(s), should be submitted to the Iowa City Public Art Program staff for
review.
3. The PAAC will review applications and supporting materials according to the criteria
outlined above in Section 5.1 and determine whether they will recommend to accept or reject
the proposal. PAAC may attach conditions to its recommendations.
PAAC meeting 1.5.23 packet page 18
4. If a specific site is recommended for placement of the donated or loaned work or exhibition
of private art on public property, the PAAC will review the proposed site and seek approval from
the City department that oversees the site. If a site has not been proposed, PAAC will work with
the applicant to identify an appropriate location for the work of art or exhibition.
5. If PAAC chooses to accept a proposal, the Iowa City Public Art Program staff will work with
individuals or groups on contracts, timelines, and installation of artwork(s).
6. If the work or exhibition has yet to be fabricated, PAAC must be informed of the creation
process through progress updates and scheduled studio visits.
7. If the PAAC approves the exhibition of private art on public property, the owner of the
private art must execute an agreement with the City whereby, among other things, the owner
assumes liability for personal or property damage arising from the exhibition of that private art
on public property.
8. If artwork is commissioned, the PAAC will review and approve any subsequent changes in
concept or media that are proposed during the execution phase of the contract. If an expanded
selection panel was used to choose the artwork, the PAAC has the option of including the
expanded selection panel in the review and approval.
