Staff: Fruin, Jones, Kilburg, Goers, Fruehling, Havel, Sovers, Nagle-Gamm, Rummel, Hightshoe, Gripp. USG: Zeimet, LeFevre, Miglin (A transcription is available in the City Clerk's Office and the City website.) Overview of available crisis/suicide services' Sarah Nelson, Executive Director with CommUnity Crisis Services provided an overview of Mental Health Resources available in Iowa City. Nelson highlighted 988 Suicide & Crisis Lifeline, UI Support & Crisis Line, Mobile Crisis Response, GuideLink Access Center, and Coping with Suicide Loss Support Group. Individual Council members expressed their views. Update from USG on the 2022-23 Renter's Guide Eli Miglin, Keaton Zeimet and Noah LeFevre gave a PowerPoint presentation on the 2022-23 Renter's Guide and reviewed the following: ➢ Methodology ➢ Average Rent Across Town ➢ Repairs and Cooperation ➢ Contacting Landlord ➢ Sustainability ➢ Main Takeaway ➢ Policy recommendations Individual Council members expressed their views. Action: The Joint Council / USG meeting will be held February 9th in the evening. Exact times are to be determined by USG. Quarterly American Rescue Plan Act Update Grant Specialist, Cassandra Gripp, provided a quarterly updated on the American Rescue Plan Act funds. City Manager Fruin provided information on Social Services Capitol Funding Program, BIPOC Business Support Framework and Affordable Housing Initiatives. Individual Council members expressed their views. Clarification of Agenda items None. Information Packet Discussion [November 17, November 23, December 1l ➢ November 17 — no discussion Council Work Session December 6, 2022 Page 2 ➢ November 23 1. (IP5, Memo from Community Police Review Board: proposed amendments to Ordinance 8-8 requested by the Community Police Review Board) City Attorney Goers provided information on the recommendations from the Community Police Review Board. Individual Council members expressed their views. Action: Staff will prepare the ordinance amendment recommended by the CPRB as detailed in the recent Information Packet 2. (IP9, Listening Post Summary) Councilor Alter expressed appreciation to Councilors Thomas & Taylor who attended the Listening Post. Councilors Thomas and Taylor shared resident concerns received at the Listening Post. Individual Council members expressed their views. Action: The Council noted appreciation for Communication's presence at the recent Listening Post. As future Listening Posts are announced we will do our best to have the CMO and/or Neighborhood Outreach available to participate. ➢ December 1 1. (IP6, Memo from City Manager: Non-Profit Capacity Building Capital Grant Program) City Manager Fruin provided a brief overview of the Non-Profit Capacity Building Capital Grant Program. Individual Council members expressed their views. Action: Staff will modify the eligibility criteria in the non-profit grant Request of Statements of Interests to clarify eligibility of non-profits previously removed from the Aid to Agencies program due to other public operating funding assistance sources. Once revised, staff will email the invitation to submit to all eligible non-profits. Councilors Bergus and Alter will assist with the review process, which will commence after the submission deadline. 2. (IP5, City Council Vacancy applications) During Council updates, Mayor Teague noted then number of applications received for the Council vacancy and thanked those who had applied. Individual Council members expressed their views. University of Iowa Student Government (USG) Updates Keaton Zeimet, USG Liaison and Noah LeFevre, USG Alternate Liaison presented USG updates. Council updates on assigned boards, commissions, and committees Council members reported on various assigned Adjourn 5:27 p.m.
