Comment: Bluebird Diner has applied for a Climate Action Fund grant to
update the HVAC system, replace lighting with LED fixtures and replace single
pane storefront windows.
6.b Energy Efficiency Grant - Neumann Monson

Architects and the City of Iowa City.
Comment: Neumann Monson Architects has applied for a TIF funded Energy
Efficiency grant to replace the mechanical and electrical systems reducing energy
consumption and their carbon footprint. In addition, all existing lighting fixtures
with halogen and fluorescent lamps will be replaced with LED light fixtures.
6.c Amend budgeted positions - Neighborhood Services
a3 --~7 T Resolution amending the budgeted positions in the Neighborhood Services
Division of the Neighborhood and Development Services Department and the
AFSCME pay plan by adding one full-time Public Housing Technician
position, grade 12.
Comment: Neighborhood Services is requesting the addition of one full-time
Public Housing Technician position to focus on the maintenance and occupancy of
Public Housing units and other affordable units owned and managed by the City.
This position would be funded through the Housing Authority enterprise fund and
special revenue funds.

Motion setting public hearing for April 4, 2023 on an ordinance rezoning
approximately 13.00 acres located within the JJR Davis Second Addition and
JJR Davis Fourth Addition Subdivisions from Commercial Office Zone (CO-1) to
Intensive Commercial Zone (CI-1) (REZ23-0002).
Comment: On March 1st, 2023 the Planning and Zoning Commission
recommended approval of REZ23-0002 by a vote of 6-0 (Signs absent). Approval
will result in the rezoning of approximately 13 acres from Commercial Office to
Intensive Commercial to allow for more land use opportunities.
7.b FY23 Budget Amendment Public Hearing
"13_ 3 Resolution setting a public hearing on April 4, 2023 on amending the Fiscal
Year 2023 Operating Budget.
Comment: This resolution sets a public hearing on April 4, 2023 to amend the
FY23 operating budget. Information will be available for public inspection on
March 21, 2023.
7.c FY24 Budget Public Hearing
Resolution setting a public hearing on April 4, 2023 to discuss the proposed Fiscal Year 2024 Operating Budget, the proposed three-year Financial Plan for
Fiscal Year 2023 - Fiscal Year 2025, and the five-year Capital Improvement Plan
2023 - 2027.
Comment: This resolution sets a public hearing on April 4, 2023 to discuss the
FY2024 proposed operating Budget, the three-year Financial Plan for FY2023 -
FY2025 and multi- year Capital Improvement Plan (CIP) 2023 - 2027. Detailed
information on the budget will be available for public inspection on March 21, 2023.

7.d Vacation and Conveyance of Right-of-Way
Resolution setting a public hearing for April 4, 2023 to consider the vacation and
- 5 conveyance of approximately 5,129 square feet of the Grand Avenue Court right-
of-way to the Board of Regents State of Iowa for the Use & Benefit of the
University of Iowa. (VAC23-00001)
Comment: At its March 1, 2023 meeting, the Planning and Zoning Commission
recommended approval of VAC23-0001 by a vote of 6-0 (Signs absent) subject to
an access easement for fire and emergency protection, private utility easements,
and City water line easement in forms approved by the City Attorney's Office. The
University of Iowa owns the land surrounding the subject property and has plans
to redevelop the area.
7.e Riverside Drive Pedestrian Improvements
Resolution setting a public hearing on April 4, 2023 on project manual and
L3 estimate of cost for the construction of the Riverside Drive Pedestrian
Improvements Project, directing City Clerk to publish notice of said hearing,
and directing the City Engineer to place said project manual on file for public
inspection.
Comment: This project generally includes the installation of sidewalk on the west
side of Riverside Drive under the Iowa Interstate Railroad Bridge as well as the
installation of street and pedestrian level lighting and street trees from Benton
Street to the Iowa Interstate Railroad. The estimated construction cost is
$520,000 available in the Myrtle/Riverside Intersection Signal, account #S3933.
7.f 2023 Water Pavement Patching
23 Resolution setting a public hearing on April 4, 2023 on project manual and
estimate of cost for the construction of the 2023 Water Pavement Patching
Project, directing City Clerk to publish notice of said hearing, and directing the City
Engineer to place said project manual on file for public inspection.
Comment: This project includes pavement repairs associated with water main breaks
on various streets throughout Iowa City. The estimated construction cost is $215,000
available in the Water Divisions Operating Budget, account #73730130.

Office Zone (CO-1) to Community Commercial Zone with a Planned Development
Overlay (OPD/CC-2) for approximately 2.04 acres and to Low Density Multi
Family Residential with a Planned Development Overlay (OPD/RM-12) for

Comment: On January 18, 2023 the Planning and Zoning Commission
recommended approval of REZ22-0016 by a vote of 5 -0 (Townsend and Wade
absent) subject to conditions related to provisions of a landscape plan approved by
the City Forester that shows trees replaced within the Scott Blvd. right-of-way, the
dedication of a public access easement over pedestrian facilities adjacent to the
Scott Blvd. public right of way that provide connectivity to public sidewalks,
installation of a right turn lane along Scott Blvd. subject to approval by the City
Engineer, installation of a pedestrian crossing with a refuge island on the
southside of Dubuque Rd and Scott Blvd. subject to approval by the City Engineer,
and no vehicular access shall be allowed onto N. Dodge St. Approval will allow for

Resolution authorizing the issuance of$9,710,000 General Obligation
D-3--(9 -j bonds, series 2023, and levying a tax for the payment thereof.
Comment: The pre-levy resolution imposes a levy for the Fiscal Year beginning
July 1, 2023 and ending June 30, 2024. This is included in the Fiscal Year 2024
Budget. This resolution satisfies the requirements for the resolution and levy as
required by Iowa Code Chapter 76. When the Bonds are issued (the sizing of
which may change as directed by the Council), the authorizing resolution will
incorporate this levy based on the actual rates at the sale.
