Comment: The University of Iowa has been selected to provide geological survey
and data collection services, which will inform design for the Collector Well No. 2
Project as well as a future Water Storage Study. This agenda item approves the
consultant agreement with a not-to-exceed fee of $132,254 available in the
Collector Well No. 2 Cleaning and Upgrade Account #W3322.

5.c Biennial Bridge Inspection and Master Plan
9_3 I S Resolution approving, authorizing and directing the Mayor to execute and the
City Clerk to attest an Agreement by and between the City of Iowa City and
Calhoun-Burns and Associates Inc. to provide engineering consultant services
for the Biennial Bridge Inspection and Master Plan 2023.
Comment: The project will include bridge inspections & SIIMS updates, update of
a City Master Bridge Plan, review of Oversized Load Requests, load ratings for
Group 2 Special Haul Vehicles (SHV's), inspection of Burlington Street, Benton
Street, and McCollister Boulevard, and Park Road. Public Works and Engineering
recommend approving the contract with Calhoun-Burns and Associates, Inc. in the
amount of$176,300. The project will be funded with through Account #S3910 —
Annual Bridge Maintenance & Repair.
5.d Riverside Drive Pedestrian Improvements
Resolution awarding contract and authorizing the Mayor to sign and the City

Comment: Bids for this project were received on Tuesday, May 30, 2023 and
the following bids were received:

Engineer's Estimate $ 412,000.00 $520,000
Public Works and Engineering recommend awarding the project to All
American Concrete of West Liberty, Iowa. Funding is available in the

5.e Fiscal Year 2024 Mobility Coordinator 28E Agreement
Resolution authorizing the Mayor to sign and the City Clerk to attest the Fiscal
23-15 Year 2024 28E Agreement between the City of Iowa City and Johnson County for
the Mobility Coordinator position.
Comment: This is a resolution to continue the joint funding agreement with
Johnson County Social Services for the Mobility Coordinator position. The
position provides transportation and mobility referrals, education, and community
outreach in Iowa City and across the metro area. Iowa City will contribute $39,550
of the total cost of the position in Fiscal Year 2024, which is 35%, while Johnson
County will contribute 50% and Coralville will contribute 15%.

Comment: The project has been completed by Feldman Concrete of Dyersville,

Resolution amending the budgeted positions in the Information Technology

Comment: This resolution will approve the replacement of a Voice/Data Network
Analyst position with a Systems Engineer position. Staff has evaluated the
ongoing needs of the Information Technology Services Division and determined
the conversion to a Systems Engineer position better reflects the current and
anticipated workload of the Division.
5.h Highway 6 East Water Main
Resolution approving, authorizing and directing the Mayor to execute and the City

Engineering of Muscatine, Iowa to provide engineering consultant services for the
Highway 6 East Water Main Project.
Comment: This item will approve an agreement with Watersmith Engineering to
provide preliminary design, final design, preparation of a project manual for
bidding, permitting, bidding assistance, and construction services for
construction of the Highway 6 East Water Main Project. The negotiated fee is not
to exceed $62,500, available in Hwy 6 (Fairmeadows to Industrial Park Rd)
Water Main Replacement, Account #W3320.
5.i Riverside Theatre-Alcohol Agreement
Resolution approving an agreement with Riverside Theatre to allow the sale
23 - l2-2___ of wine and beer under limited circumstances in City Park.
Comment: The City Code allows non-profit entities to sell, consume, and possess
alcohol in a city park and on public right-of-way under limited circumstances.
Riverside Theatre would like to be able to sell beer and wine during
performances from in June and July 2023 in a demarcated area in an around
Riverside Festival Stage in City Park. The agreement is the same as previous
years.

Resolution authorizing the procurement of Record Management Software.

Comment: This Resolution will approve the procurement of Record
Management Software and subsequent maintenance and licensing fees. The
contract will be awarded to Firstdue for one five-year term. This purchase will
exceed the $150,000 spending authority of the City Manager, thereby requiring
Council approval. Over the course of this contract the City expects to expend
approximately $221,577.81.
6. Consent Calendar- Setting Public Hearings
6.a 2023 City of Iowa City Parking Garages Maintenance and Repair
Resolution setting a public hearing on June 20, 2023 on project manual and
-I VS estimate of cost for the construction of the 2023 City of Iowa City Parking Garages
Maintenance and Repair Project, directing City Clerk to publish notice of said
hearing, and directing the City Engineer to place said project manual on file for
public inspection.
Comment: The project generally includes structural repair and protection
improvements at the Dubuque Street and Tower Place Parking Ramps. Stair tower
HVAC improvements and associated electrical equipment at the Tower Place,
Chauncey Swan, and Court Street parking ramps. Infrared scanning of electrical
equipment at the Harrison Street parking ramps. The estimated cost for this
project is $185,000 and will be funded from Parking Facility Restoration Repair
account #T3004.

6.b 2023 Dubuque Street, McCollister Boulevard, and Landfill Seeding Resolution
_ ' setting a public hearing on June 20, 2023 on project manual and estimate of
cost for the construction of the 2023 Dubuque Street, McCollister Boulevard,
and Landfill Seeding Project, directing City Clerk to publish notice of said
hearing, and directing the City Engineer to place said project manual on file for
public inspection.
Comment: This project includes soil quality restoration and overseeding of the
parkways along Dubuque Street and McCollister Boulevard. Additionally, seeding,
fertilizing, and mulching of designated areas of the Iowa City Landfill and
Recycling Center is included. The estimated construction cost is $240,000 and will
be funded by Account #S3934, McCollister Blvd. — Gilbert to Sycamore and
Landfill operations funds Account #L3338 Future Landfill Cell.

9.a Building Code Update
Ordinance amending Title 17, Chapter 1, Building Code, by adopting the
International Building Code, 2021 edition, including Appendix K, and the
6e-e- International Residential Code, 2021 edition, including Appendix F and Appendix
J, and providing for certain amendments thereof; adopting section 103.6(1)(a) of
the Code of Iowa (the state electrical code) and section 105.4(1)(a) of the Code of
Iowa (the state plumbing and mechanical codes); to provide for the protection of
the health, welfare and safety of the residents of Iowa City, Iowa and Title 17,
Chapter 12 to clarify the process for Building Code appeals.
Comment: The City regulates the construction and occupancy of residential and
commercial structures through the adoption of building codes. This is
accomplished, in part, through the adoption of the International Code Council's
model codes which are published on a three- year cycle. The proposed ordinance
includes the most recent edition of the model codes along with local
amendments. The Board of Appeals, at their public meeting on May 1, 2023,
voted to recommend approval of the ordinance as proposed. State law requires a
public hearing on the adoption of a model code. A copy of the model codes are
on file in the City Clerk's office.

Ordinance amending Title 7, Chapter 1, Fire Prevention and Protection, by
adopting the 2021 edition of the International Fire Code to regulate and govern

Comment: State law requires a public hearing on the adoption of a model code.
Staff is recommending adoption of the 2021 edition of the International Fire Code

Comment: An amendment is proposed for the FY23 Annual Action Plan to
increase funding for a neighborhood improvement project that will construct
S.e C accessible sidewalk curb ramps at intersections near Wetherby Park and Twain
Elementary. A 30-day public comment period began on May 5, 2023 and ends on
' June 6, 2023.

9.f Zero-Fare Transit Pilot Project
Z3! 1-7 Resolution authorizing the City Manager to initiate a two-year zero-fare pilot
project on all Iowa City transit routes.
Comment: The City's Strategic Plan includes an action item to evaluate the
feasibility of a zero-fare transit system. At the May 16, 2023 work session, staff
y,��i�- recommended initiation of a two-year pilot project so that operational impacts and
-C K I ' permanent funding sources could be fully explored. This resolution authorizes the
City Manager to initiate a two-year zero-fare pilot project beginning in the
summer or fall of 2023.

9.g ARPA - Childcare Wage Enhancement Program
— I I Resolution authorizing the Mayor to sign a State and Local Fiscal Recovery Fund
(SLFRF) grant agreement with Johnson County and the Community Foundation of
Johnson County to administer the Child Care Wage Enhancement Program.
S&Q- Comment: As part of the American Rescue Plan Act (ARPA), the City was
awarded State and Local Fiscal Recovery Funds (SLFRF) dollars to respond to
ems- impact of the COVID-19 pandemic. This resolution authorizes an agreement
between the City, Johnson County, and the Community Foundation of Johnson
County for $750,000 to administer the Childcare Wage Enhancement Program,
providing eligible childcare centers the opportunity to enhance their staff wages by
up to $2.00 per hour.

Resolution to remove Commission member Boniface Penandjo Lemoupa from

Comment: The by-laws for the Parks and Recreation Commission provide that a
recommendation may be made to Council to remove a member who has had 3
unexcused absences. Boniface Penandjo Lemoupa has had 7 unexcused

him.

Resolution authorizing the procurement of Record Management Software.
Comment: This Resolution will approve the procurement of Record Management
Software and subsequent maintenance and licensing fees. The contract will be
awarded to Firstdue for one five-year term. This purchase will exceed the $150,000
spending authority of the City Manager, thereby requiring Council approval. Over the
course of this contract the City expects to expend approximately $221,577.81.

Comment: Bids for this project were received on Tuesday, May 30, 2023 and the
following bids were received:
All American Concrete West Liberty, IA $ 603,707.49
Midwest Concrete Peosta, IA Non-Responsive
Engineer's Estimate $ 520,000.00
Public Works and Engineering recommend awarding the project to All American
Concrete of West Liberty, Iowa. Funding is available in the Myrtle/Riverside
Intersection Signal, account#S3933.

Item 6.b 2023 Dubuque Street, McCollister Boulevard, and Landfill Seeding - See
revised comment.
Comment: This project includes soil quality restoration and overseeding of the
parkways along Dubuque Street and McCollister Boulevard. Additionally, seeding,
fertilizing, and mulching of designated areas of the Iowa City Landfill and Recycling
Center is included. The estimated construction cost is $240,000 and will be funded by
Account#S3934, McCollister Blvd. — Gilbert to Sycamore and Account #L3338 Future
Landfill Cell.
