PAAC 7-6-23 meeting packet page 1 Preliminary, p.1 Public Art Advisory Committee Mtg, 6/8/2023 Minutes Public Art Advisory Committee June 8, 2023 Emma Harvat Hall Public Art Advisory Committee Members Present: Juli Seydell Johnson, Andrea Truitt, Anita Jung, Dominic Dongilli, Ron Knoche, Jeremy Endsley, Steve Miller, Jenny Gringer Members Absent: Eddie Boyken Staff present: Wendy Ford Public Present: Ethan Wyatt, Ray Michels, Gail Zlatnik Call to Order Miller called the meeting to order at 3:33 p.m. Introduction of members and public attending the meeting Guests and one audience member were introduced Public Discussion of Any Item Not on the Agenda None. Consider minutes of the May 4, 2023 PAAC meeting. Jung moved and Dongilli seconded that the minutes from the May 4, 2023 meeting be approved. Motion passed (8-0). South District Bus Stop Bench update and concepts Ray Michels introduced himself and Ethan Wyatt, the Artist Mentor and Emerging Artist, respectively, for the South District Bus Stop Bench project. Michels described the process including an initial survey that asked several questions to help refine neighborhood design preferences for the project. Ray described his mentorship and displayed thumbnails which they used in the process to develop ideas. Next, he showed three final concepts in both 2D painted versions by Ethan and Photoshop renderings of the three concepts -- a hand holding a bench, dominoes and a leaf. At his point the hand suspending the bench has the most votes from folks who’ve taken a second survey. Michels talked about the fabrication of each being of metal. Knoche said that it may have to be behind the sidewalk due to DOT regulations about metal objects being close to the road. Knoche also requested a plan view of the idea to look at dimensions and to start sharing the idea with the DOT. Seydell-Johnson asked if perhaps a more symmetrical design would be simpler, perhaps using a typical swing set structure as a base and having the hand extend all the way over it, supported by the swing set structure within. Jung said that she’d like to see the survey results continue to come in and see if it makes a difference on which design ultimately gets the most support. One member asked how folks were notified about the survey. Michels replied that they distributed fliers and posters, had Angie Jordan promote it on the neighborhood newsletter and the City Communication division promoted it on the city’s social networks. Miller asked about the budget and was reminded it was $10,000. Miller said he would like to see the next iteration of the design at the next meeting. Seydell-Johnson said she liked all three designs and would be happy with any that had the votes to proceed. It was suggested they continue to take in survey results and begin to work on the details of structure, fabrication and cost. Jung cautioned about staying in budget and not paying for any overages personally, as that can stunt a career in art. Ford said they would like to have them back next month with confirmation of the winning design and progress on the design and fabrication. Sculptor Showcase Selections Ford displayed images of all submissions and the discussion moved to scoring. Lowest (best) point scores went to Three pods, Architrave, Circle of Trust, Prairie Tussocks, Open Arms, Coral, Shadow Ship, Upside Down. A member suggested that 3 pieces by one artist is too many and perhaps we should take out Coral by Adams and add in Cleoptile by Garnant. Dongilli moved to offer sculpture displays to this group, and Truitt seconded. Discussion ensued. Seydell-Johnson suggested Ishemgulov’s wooden sculpture go in the Scott Park spot. Jung suggested Prairie Tussock go in Mercer Park. Ford asked if there’s a trio that would be good in Riverfront Crossings Park (RFC). Truitt suggested Three Pods go in RFC, and another suggested Open Arms and Shadow Ship also go in RFC, with Shadow Ship, the “lightest” of the 3 being in the middle of the trio. Truitt suggested Architrave go at the trailhead spot at Terry Trueblood and Circle of Trust near the Animal Center with Cleoptile going near the bridge behind Hills Bank. Gringer moved and Dongilli seconded that these sculptures in the locations discussed be those for the 2023-24 Sculptor Showcase. Motion passed (8-0). Truitt suggested for next year that the application be tweaked so that if an artist had more than one piece they wanted to submit, they could do so on the same application, thus saving the artist having to upload resumes and references multiple times. Jung said that if we are only going to allow a maximum of two of each artist that perhaps we limit it to two or three submissions per applicant. 2021 Lucas Farms Neighborhood project; discuss deadline PAAC 7-6-23 meeting packet page 3 Preliminary, p.3 Public Art Advisory Committee Mtg, 6/8/2023 Ford said she wanted direction from the committee on how to handle what has become a languishing neighborhood art project. She described the sequence of actions and delays since the project began. Discussion ensued. Dongilli said we need to require the design concept, the costs, and a plan for gathering community input by the next meeting, July 6. Ford suggested August 3 meeting, due to July 4 holiday. Members agreed a representative for the project should come to the meeting with these items. Ford will advise them of this and request carryover of the funds for another year. Staff Updates Ford reported that she will be retiring in August and that Rachel Kilburg, Assistant City Manager would be point person for the Public Art program while City Management determines who will staff it permanently. Ford also reported on a Climate Outreach Division program involving a call to artists to provide temporary decorations to three bus stops in celebration of Climate Fest Week in September. She explained that the Climate Outreach office had asked if Public Art would help publicize the call to artists, so the notice was posted on the Public Art web page and distributed to artists who have self-registered on our Artist Registry. Jung asked about the temporary and sustainability aspects of the decoration. Ford said she would share the concern with the Climate Outreach Division. Dongilli recalled the more formalized bus stop decoration program presented months ago as an idea that might be more sustainable and could be accessed easily by any artist or group desiring to create art for bus stops.
