NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
HOUSING & COMMUNITY DEVELOPMENT COMMISSION
One Vacancy: Unexpired
Upon appointment — June 30, 2025
• Duties of the Housing and Community Development Commission include: assessing and
reviewing policies and planning documents related to the provision of housing, jobs, and
services for low- and moderate -income residents;
• reviewing policies and programs of the Public Housing Authority and Community
Development Division and make recommendations regarding the same to the City Council;
• reviewing and making recommendations to the City Council regarding the use of public funds
to meet the needs of low- and moderate -income residents; housing policies and programs,
and seeking public participation in assessing needs and identifying strategies to meet these
needs; recommending to the City Council from time -to -time amendments, supplements,
changes, and modifications to the Iowa City Housing Code.
• The Housing and Community Development Commission will have monthly meetings.
Iowa City -appointed members of boards and commissions must be at least 18 years of age and live
in Iowa City. The City of Iowa City encourages diversity in the appointment of citizens to boards and
commissions. When possible, Council will appoint persons with expertise in construction and/or
finance, a person receiving rental assistance, and a member of the Local Homeless Coordinating
Board.
Applications must be received by 5:00 p.m., Tuesday, September 12, 2023. An application can be
completed and submitted on the City of Iowa City website at www.icgov.org or by contacting the City
Clerk's office.

I have served as a city council member for 5 years previously in Marion, IA. I stepped down from that role
because I moved to IC. I also have several years of experience managing in higher education and I am a
veteran of the US Air Force.
What is your present knowledge of each advisory board you are interested in?
I have reviewed several of the previous agendas and also spent time understanding the recent strategic
plan set by the council in Iowa City. My knowledge of how city government works and my desire to serve
my community have brought me to applying for one of the open boards/commissions. I don't come with a
personal agenda - I am committed to serving the larger IC community.

The Housing and Community Development Commission makes recommendations to the City
Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no
persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision-making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally—assisted activity, or have a financial interest in any contract, subcontract, or agreement

I first came to Iowa City as a closeted country kid who had only lived in a city two years up to that point in my life.
I enrolled at the University of Iowa in 2019 and quickly became engaged in the community by volunteering for
both student organizations and local not -for -profits. The more involved I became, the more Iowa City has felt like
home. In the process of adjusting to the city, I learned some harsh realities as my friends and I struggled to
attain affordable, quality housing with responsible landlords—things that are in far too short of a supply for a
community as large as ours. All of my adult life I have lived paycheck to paycheck, always having to worry about
bills and choosing what to give up in order to afford the bare essentials as many young residents of our
community have to do.
During the 2020 presidential caucuses, I knocked doors in every nook and cranny of the city I would not have
otherwise seen. I was able to talk to people from all walks of life and hear their concerns directly. The most
impactful of these was when I canvassed a local mismanaged trailer park, a place too often ignored. It was a
grim reminder of the impoverished experiences my rural friends and I had to endure growing up. I felt a need to
get more involved in the community to address these experiences of poverty.
Building off of my experiences from the presidential caucuses, I attempted to organize with my friends and fellow
community members. I decided to rally folks around labor issues at the university and in the local community,
which led to my founding of the student organization Hawks' Union at the University of Iowa. I built the
organization's structure through its founding documents and have served as co-chair managing leadership
development, finances, and event organization. I helped lead an incredible team of students to create a
productive community space where people of all backgrounds and ideologies could discuss our shared
grievances and have fun doing it. Our organization has hosted educational events to teach students and non -
university affiliated members of the community alike about their rights as workers by connecting with important
local activists and labor leaders, something we feel is critical for students to be aware of as many head out into
the world for the first time.
I feel my past leadership experience and passion for bringing people together around shared issues would be
extremely beneficial to the Housing and Community Development Commission. More experiences of young
residents/renters living paycheck to paycheck in Iowa City need to be incorporated into city structures and
decision making while also paying close attention to the experiences of those who have lived in Iowa City the
longest under financial strain.
What is your present knowledge of each advisory board you are interested in?*
The Housing and Community Development Commission serves the community by making recommendations to
city council in the areas of affordable/public housing and community development. The commission seeks to
meet the needs of low and middle income residents and recommend changes to the Iowa City Housing Code.
There are many restrictions placed on the city by state code preemptions that disallowing the city from
implementing experimental and potentially beneficial policies that many community members yearn for. The city,
however, still has many powers and financial levers at its disposal. The Commission which the commission does
the critical first steps of public involvement and recommends spending to various programs and City partners. Of
particular note and interest is the Commissions responsibility for recommendations of distribution of grants to
local non -profits that support the City's work in affordable housing and neighborhood development initiatives.

I currently carry two community roles outside of my full time role. The first as a coach at a local fitness studio and
the second a board member for Community Support Advocates, an organization dedicated to providing social
support services across the state. I believe these experiences will help me best educate and engage the Iowa
City community I'm in understanding how our community evolves and how resources like low income housing
can benefit our community. My career in the financial industry has helped me build a strong muscle for aligning
strategy (our community vision) to what choices we make (what's ultimately recommended to the city council)
while balancing financial and customer needs.
What is your present knowledge of each advisory board you are interested in?*
I believe this will be an opportunity to learn but to also share and engage with how the city I was born in
continued to evolve and provide for all its citizens. I have reviewed information available on the site as well as
minutes/recordings available of the previous meeting. I know that me knowledge is limited but I do know that I
have the ability to learn quickly, ask thoughtful questions and engage in a collaborative approach to reach
quorum.

I am a property owner, and have managed rental properties, renovated properties, and am concerned
about housing issues for the community as a whole as well as our student population. I am also
concerned about issues related to law enforcement, economic development, and planning/zoning. My
children graduated from City High, and have extensively benefitted from a variety of Parks and Recreation
services offered. I am a foster parent, and am concerned about "at -risk" youth in our community. I moved
to Iowa City in 2007, and would like to become more involved in its civic components. I am a problem -
solver and am able to appreciate the complexity of a situation, identify key aspects of a problem, and
develop innovative solutions to a problem.

Law Enforcement: I understand the complex role that police play in our community and am aware of the
various resources and alternatives available when situations require intervention outside of the scope of
the police. Housing, Economic Development, Planning/Zoning: I am a home -owner, I own and manage
some of my rental properties, and I run a small software development consulting business.

The duties of the members of the Parks and Recreation Commission are; to recommend and
review policies, rules, regulations, ordinances, CIP (Capital Improvement Program) funds
and budgets relating to parks, playgrounds, recreation centers, and cultural functions of the
City and make such reports to the City Council as the Commission deems in the public
interest; to exercise broad responsibility for the development of parks, recreation centers,
playgrounds, and cultural facilities to serve the City --including the creation and appointment
of advisory groups to make studies.
The Parks and Recreation Commission meets the second Wednesday of each month at 5:00
p.m.
Iowa City -appointed members of boards and commissions must be at least 18 years of age and live
in Iowa City. The City Iowa City encourages diversity in the appointment of citizens to boards and
commissions.
Applications must be received by 5:00 p.m., Tuesday, September 12, 2023. An application can be

I previously served on the Parks Commission, two of those years I was the Commission Chair. During my
term on the commission I maybe missed 2 or 3 meetings. I have an excellent knowledge of the
commissions responsibilities and past directives from council. My family has spent many hours in the
parks over the years and I believe quality parks and recreation opportunities are an essential part of
community. Personally I spend between 3-4 days a week in the parks throughout the year. Additionally
I'm a life long swimmer and over the years there are countless drownings in the news that are totally
preventable if we made sure everyone has access to swim lessons.
What is your present knowledge of each advisory board you are interested in?
My knowledge of the Parks Commission is based off previous experience. There are a number of ongoing
projects of the parks commission that are of interest to me me including urban forestry, the future state of
swimming pools, providing access to swim lessons.

My family and I use and appreciate Iowa City parks and recreation on a weekly basis. For the past 15 years, my
children and I have visited most of the City's park playgrounds. It started with us looking for the best playgrounds
with baby swings and toddler play equipment to visiting as many playgrounds as we could find to accommodate
imaginative play for kids between the ages of 6 to 12. Now that my kids are teens, we use the tennis courts, take
walks in Hickory Hill Park, visit the pool, use the basketball courts and baseball fields. I tend to be observant in
how spaces are used in the parks I go to. In 2019, 1 served on a Playground Design Committee at Lincoln
Elementary School.

In the coming years, the Parks and Recreation Department will be tasked with implementing
recommendations from the 2017 Parks System Master Plan and 2022 Recreation Master Plan. Working
as a licensed architect for nearly 12 years, I have developed a deep undersatnding of site and facilities
planning, construction, and community development, that would be a valuable perspective on this
commission. I have always been interested in the development of cities, public space and facilties. Having
two young children, I really appreciate the shear number and diversity of public parks and playgrounds in
Iowa City - an asset that really sets our community apart. The range and affordability of programming
offered in Iowa City is also commendable. My family has enjoyed participating in various youth sports
programs, swimming lessons, and family events offered by Iowa City Parks and Recreation. Professionally
I have been involved with multiple building projects at local K-12 school and a range of proejcts on the
Univeristy of Iowa campus. I have previously served as a member of the Johnson County Historic
Preservation Commission (2016 - 2021) and the Czech Village New Bohemia Main Street District Board of
Directors in Cedar Rapids (2014 - 2016). 1 have a general interest and undersatnding of municipal
government and stay informed on current initiatives and issues facing the City. I recognize the value in
processes, planning and the realities of budgets when making decisions on capital investments and
operations, while also striving to make our parks and recreation offering the best they can be for residents
and vistors now and in the futre. I am excited for the opportunity to serve on the Parks and Recreation
Commission that has been a positive part of my family's experience living in Iowa City. Thank you for your

The Parks & Recreation Commission reviews and advises the City Council on policies, planning, and
operations related to Iowa City parks, recreation facilities, and programming. The Commission has been
engaged in a master planning process for the city's primary recreation and aquatic facilties (Robert A Lee,
Mercer, and City Park Pool). While the Commission will be deeply involved with the City Park Pool
replacemet and planning for other major facilities in the coming years, I am especially interested in the
day to day operations, maintenance, and incrememental improvements at Iowa City's many park spaces
that make our community so attractive to live.

I am an active member of the Iowa City Community and have lived and worked here continuously for 15
years. My husband and I are currently raising two teenagers in the community as well. Our family has and
continues to enjoy the recreational amenities our community has to offer, and I would like to help with the
continued effort to shape and grow these amenities in our community. I have sat on the Eastern Iowa
Girls on the Run Board in the past as well as worked as a staff member for the Eastern Iowa and Western
Illinois Ronald McDonald House where I prepared for and attended board meetings. Prior to becoming a
dentist, I was a licensed civil engineer and worked for JCCOG. In my role working for JCCOG, I prepared
for and attended numerous commission, committee, and council meetings for the City of Iowa City and
Johnson County.

This committee works to maintain as well as grow the recreational aspect of our community. The
committee does this by assessing policies, budgets, rules and regulations, etc as they relate to all aspects
of the parks and recreational facilities of the City of Iowa City. The committee also takes into account

Thank you for your time and consideration. I was born and raised in Iowa City. I participated in ICPRD
programs and frequented recreational facilities growing up. My parents volunteer coached ICPRD
programs when I was a child. I was an athlete in the ICCSD and benefited from the partnership between
the ICPRD and ICCSD. Recreation has always been an important part of my life and I have tried to
experience many different types of recreation. Recreational experiences have helped me form some of
my best memories, friendships, values, etc... I now have my own immediate family (wife and three
children) and we often utilize your parks and participate in your programs. I try to volunteer coach or help
with every program in which they participate — that includes many youth sports through ICPRD and also
with your affiliate programs like Iowa City Girls Softball. I earned an undergraduate degree in Business
Administration and a masters degree in Sport and Recreation Management, both at the U of Iowa. I
worked part-time in nearly every capacity for ICPRD while in college, as well as UI Recreational Services.
Both Matt Eidahl and Mike Moran were valuable mentors and positive influences towards my chosen
career path. I was the Parks and Recreation Director in Kalona, Iowa for nearly two years after graduate
school. I was also a member of the Iowa Parks and Recreation Association while serving in that position.
For the last 11 years, I have been at UI Recreational Services serving in various roles. Currently, I am the
Associate Director of Facilities and the Risk Manager for our department. I serve as the liaison for our
partnerships with Athletics and Academics. I also serve as an adjunct lecturer for the UI Sports and
Recreation Management academic department, teaching many courses including Risk Management,
Leadership and Programming, Facility Design and Construction, Youth Sports, Contemporary Issues in
Sports and Recreation, and Finance in Sport and Recreation. In addition, I serve on the Sport and
Recreation Management Advisory Board. As a recreation professional, my core competencies include
Interpersonal Relationships, Facility Management/Planning/Design, Risk Management/Mitigation,
Programming, Leadership and Representation, and Organizational Philosophy. The ICPRD matters
deeply to me. The programs and facilities mean a lot to me, but the people I have met throughout the
years, and the people the department continues to serve, are the thing that matters most to me. I have
benefited greatly from ICPRD and I am excited for the opportunity to help lead the department into the
future.

Interests & Experiences
Experience and/or activities which you feel qualify you for this position:
I am a property owner, and have managed rental properties, renovated properties, and am concerned
about housing issues for the community as a whole as well as our student population. I am also
concerned about issues related to law enforcement, economic development, and planning/zoning. My
children graduated from City High, and have extensively benefitted from a variety of Parks and Recreation
services offered. I am a foster parent, and am concerned about "at -risk" youth in our community. I moved
to Iowa City in 2007, and would like to become more involved in its civic components. I am a problem -
solver and am able to appreciate the complexity of a situation, identify key aspects of a problem, and
develop innovative solutions to a problem.

What is your present knowledge of each advisory board you are interested in?
Law Enforcement: I understand the complex role that police play in our community and am aware of the
various resources and alternatives available when situations require intervention outside of the scope of
the police. Housing, Economic Development, Planning/Zoning: I am a home -owner, I own and manage
some of my rental properties, and I run a small software development consulting business.
Potential Conflicts of Interest
Please contact the City Attorney at 356-5030 to discuss questions or concerns regarding a
potential conflict of interest. The following describe some but not all potential conflicts.
The Housing and Community Development Commission makes recommendations to the City
Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no
persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision-making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally—assisted activity, or have a financial interest in any contract, subcontract, or agreement
with respect to a federally -assisted activity, or with respect to the proceeds of the federally -assisted
activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.
Most members of City Boards and Commissions are employed, and/or have a financial interest in
one or more non-profit entities. Section 362.5 of the Code of Iowa generally prohibits, with certain
important exceptions, a member of a City Board or Commission from having an interest in a City
contract. In order to navigate potential conflicts of interest for certain matters, please list any and all
business or non-profit entities in which you have an employment or financial interest.

I have owned rental property in Iowa City (as well as in Florida) and am in the process of selling my Iowa
City rental property. I run a small business where I develop web sites, write software, and create games.
My main employment is through the University of Iowa, where I teach math and computer science, and
engage in outreach activities related to robot theater.
Res. #15-300 states that each application for reappointment to a City Board or Commission will be
considered without regard to incumbency. If reappointed, an individual would be limited to one
reappointment to a full term in order to increase the opportunities for new applicants to serve.
