Discussion on traffic safety in Iowa City with staff review of ten-year Pedestrian Collision Analysis report MPOJC Executive Director and Transportation Planner Ralston provided Council with an outline of the presentation. MPOJC Asst Transportation Planner Walz presented the PowerPoint and discussed the following: ➢ Why we did this analysis? ➢ Pedestrian Collisions by year ➢ Collision Severity by year ➢ Pedestrian Collision Locations ➢ Location Rankings ➢ Location Characteristics — Intersections vs Midblock ➢ Location Characteristics — City Streets/HWY 1 & 6 ➢ Vehicle Action Preceding Crash ➢ Contributing Pedestrian Circumstance ➢ Pedestrian Collisions Involving Children ➢ How we compare to other Iowa communities Ralston further discussed the following: ➢ What we're doing right ➢ Sidewalks ➢ Low Speed Roadways ➢ Pedestrian Crossings ➢ Enhanced Pedestrian Crossings ➢ Signalized intersections ➢ Corridor enhancements (x3) ➢ Street Design The presentation highlighted the following next steps: - Staff will continue to evaluate top pedestrian collision locations and corridors for potential countermeasures. - Assess arterial streets for signage crossings, and other countermeasures. - Review Trails and Midblock Crossings for uniform signage. October 3, 2023 Page 2 - Pedestrian counts to provide more accurate crash rates. - Evaluate recent 4-lane to 3-lane conversions. - Update City Council as to the outcome/status of the MPOJC recent $300,000 "Safe Streets for All" grant application. - Seek to Outreach to USG regarding public education strategies regarding Iowa crosswalk laws. - Incorporate where appropriate Iowa City Public Accessibility Guidelines - Marketing regarding Iowa City's low pedestrian collisions stats and highlight traffic safety for the multiple prospectives of pedestrians, bike riders, and motor vehicle operators as roadways, trails, and sidewalks often interrelated to each other. - Keep City Council updated with regard of the design work related to the River Hwy 6 Bridge project. Which is a Department of Transportation project but the city anticipates collaborating on the pedestrian aspects of the project. Ralston and Walz answered Council questions and provided additional information. Individual Council members expressed their views. 2. Clarification of Agenda Items No discussion 3. Information Packet Discussion [September 21, September 281 ➢ September 21 — No discussion. ➢ September 28 1. (IP5: Memo from City Clerk: Joint Entities Meeting Agenda Items for October 16) City Clerk Grace asked Councilors for items they want added to the upcoming joint meeting agenda noting the Childcare Initiative update previously requested. Mayor Teague also asked to have Johnson County Public Health give an update. Action: Staff will forward requested items to be placed on the agenda. 2. (IP4: Memo from City Clerk: Proposed Council Meeting Schedule, Jan — Dec 2024) City Clerk Grace asked for Council feedback on the proposed city council meeting schedule. Mayor Teague noted for councilors to mention any special holidays that were missed and that there may be special requests from any new councilors that come on after the election. 5. University of Iowa Student Government (USG) Updates. Noah Le Fevre, USG Liaison, and Matthew Monsivais, USG Alternate Liaison presented updates. 6. Council updates on assigned boards, commissions, and committees Council members reported on various assigned boards, commissions, and committees. Adjourn 5:12 p.m.
