January 2, 2024 Iowa City City Council Agenda Page 4 6.f Final Plat - Western Home GDP _ o Resolution Approving Final Plat of Western Home GPD, a Resubdivision of Outlot A of St. Andrew Presbyterian Church -Part One, Iowa City, Iowa. (SUB23-0005) Comment: The City Council approved the rezoning of Western Home GPD on February 7, 2023, and approved the preliminary plat on April 18, 2023. Staff recommends approval of the final plat, a resubdivision of Outlot A of St. Andrew Presbyterian Church- Part One subject to approval of legal papers by the City Attorney's Office. It is anticipated that legal papers will be approved prior to the January 2 City Council meeting. Public Works has reviewed and approved the construction drawings. Approval will result in 2 outlots and 3 residential lots for the construction of a senior living community with 35 single-family homes, 8 duplex units, 38 multi- family units, 20 townhome-style units, 1 assisted living building with approximately 32 beds, and neighborhood commercial uses. 7. Consent Calendar - Setting Public Hearings 7.a Comprehensive Plan Amendment Motion setting a public hearing for January 16, 2024 on a resolution to amend the Comprehensive Plan future land use map for property located north of 1-80 and west of N. Dodge Street at the end of Moss Ridge Road from Office Research Development Center to Intensive Commercial. (CPA23-0002) Comment: At its December 20 meeting, the Planning and Zoning Commission recommended approval of this comprehensive plan amendment to City Council by a vote of 6-0. Adoption of this resolution will allow intensive commercial uses, such as transportation, warehousing, compatible semi -industrial, and other commercial uses that are land intensive, for approximately 61.72 acres of property located north of Interstate 80 and west of N. Dodge Street at the end of Moss Ridge Road. The applicant is concurrently requesting a rezoning (REZ23-0009) that aligns with this future land use category. 7.b Rezoning - Moss Ridge Rd. Motion setting a public hearing for January 16, 2024 on an ordinance conditionally rezoning approximately 61.72 acres of property from Research Development Park (RDP) zone, Interim Development Research Park (ID -RP) zone, and Highway Commercial with a Planned Development Overlay (OPD/CH- 1) zone to Intensive Commercial (CI-1) zone. (REZ23-0009) Comment: On December 20, 2023 the Planning and Zoning Commission recommended approval of REZ23-0009 by a vote of 6-0 (Craig absent) subject to the following conditions: prior to approval of a preliminary plat, completion of a traffic study; prior to issuance of a building permit, completion of all required improvements outlined in the traffic study subject to review by the City Engineer; prior to approval of a site plan, approval of a preliminary and final plat; and the water main is designed to extend and connect to the existing water main along I- 80 to create a looped system. Approval would allow the development of intensive commercial uses. January 2, 2024 Iowa City City Council Agenda Page 5 7.c 2023 Sanitary Sewer Repairs Resolution setting a public hearing on January 16, 2024 on project manual and a4 - O LS estimate of cost for the construction of the 2023 Sanitary Sewer Repairs Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment: Comment: This project includes replacement and repair of sanitary sewer pipes and manholes as well as reconnection of sanitary sewer services at various locations across the city. The estimated construction cost is $313,000 and will be funded by Account #V3101 — Annual Sewer Main Replacement. 7.d 2024 Parking Garages Maintenance and Repair Resolution setting a public hearing on January 16, 2024 on project manual and a L -Q(p estimate of cost for the construction of the 2024 Parking Garages Maintenance and Repair Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment: This project focuses on structural repairs at the Capitol Street Ramp. The estimated construction cost is $366,000 and will be funded through Account #T3004 — Parking Facility Restoration Repair. 8. Consent Calendar - Correspondence 8.a Summit Street parking prohibition Expansion of an existing No Parking Between Signs parking prohibition on the west side of Summit Street at the Court Street intersection. Comment: This change will remove 2-3 parking spaces along the west side of Summit Street in order to improve visibility for pedestrians at the intersection with Court Street. 8.b Court Street parking prohibition Establish (1) "No Parking Here to Corner" sign on the north side of Court Street near the intersection with Summit Street. Comment: This will extend the distance from the Summit Street intersection where parking is prohibited in order to improve visibility for pedestrians crossing Court Street at the stop controlled intersection. 8.c Parking prohibition on Seymour Avenue Installation of a "No Parking Corner to Here sign" on the north side of Seymour Avenue, approximately 30 feet from the intersection with Oakland Avenue. Comment: Removal of parking in this area is to help ensure visibility of pedestrians in the school crosswalk on Oakland Avenue. 8.d Install (2) "Stop" signs Install (2) "Stop" signs on South Dubuque Street at East Prentiss Street. Benton Street (CPA23-0001) 1�0 Comment: At its December 6 meeting, the Planning and Zoning Commission LJ"-, recommended approval of this comprehensive plan amendment to City Council by a e-� vote of 5- 0. Adoption of this resolution will allow for an expansion of the Oaknoll Retirement Residence campus with a new assisted group living use housing up to 12 residents at 1201 W. Benton Street. Consider an Ordinance (First Consideration) Action: ►ti1S January 2, 2024 Iowa City City Council Agenda Page 8 10.c Zoning Code Amendment - Reduction of maximum allowable height in the RNS-12 Zone Ordinance amending Title 14, Zoning to reduce the maximum allowable height in the Neighborhood Stabilization Residential (RNS-12) zone from thirty-five (35) feet to twenty-seven (27) feet for single-family and duplex uses. (REZ23-0005) (Second Consideration) Comment: The Northside Neighborhood Association requested a reduction in the maximum allowable height for single-family and duplex uses from 35' to 27'. At the Planning and Zoning Commission meeting on October 18, a motion was made to maintain the current 35' height maximum. The motion passed by a vote of 4-3 (Elliott, Hensch, and Townsend in the negative), thus the Commission recommends denial of this amendment. Action: ✓1 U 11. Resolution approving conveyance of a Gas Regulator Easement to D�y - D t MidAmerican Energy Company at the Hickory Hill entrance at North 7th Ave. Comment: In anticipation of the City's Rochester Avenue Improvements Project, MidAmerican relocated its utilities and replaced its below -grade gas regulator station previously located within the right-of-way with an above -ground station at the entrance to Hickory Hill Park at 7th Avenue.
