Resolution accepting the work for the storm sewer, sanitary sewer, water main,
paving, and certain sidewalk public improvements for Sycamore Woods — Parts

Comment: This item will accept the sanitary sewer, storm sewer, water main
and paving public improvements for Sycamore Woods — Parts One and Three,
generally located east of the Sycamore Greenway and south of Whispering
Meadow Drive.
6.b Riverfront West First Addition
Resolution accepting the work for the sanitary sewer and water main
frecc public improvements for Riverfront West First Addition, and declaring
public improvements open for public access and use.
e Comment. This item will accept the sanitary sewer and water main public
improvements for Riverfront West First Addition, generally located west of
S Riverside Drive and south of Myrtle Avenue.
6.c 2022 Traffic Restriping Project
Resolution accepting the work for the 2022 Traffic Restriping Project.
Comment: The project has been completed by LL Pelling Co Inc of North Liberty,
Iowa, in accordance with the plans & specifications. The Engineer's Report and
Performance and Payment bonds are on file with the City Clerk.
6.d Mercer Park Aquatic Center & Scanlon Gym Exterior Accessibility and Lighting
Improvements
D-14-1 Resolution accepting the work for the Mercer Park Aquatic Center & Scanlon
Gym Exterior Accessibility and Lighting Improvements Project.
Comment: The project has been completed by All American Concrete of West
Liberty, Iowa, in substantial accordance with the plans and specifications. The
Engineer's Report and Performance and Payment bonds are on file with the
City Clerk.
• Project Estimated Cost: $ 305,000.00
• Project Bid Received: $ 366,373.18
• Project Actual Cost: $ 395,585.95

6.e Riverside Festival Stage Agreement
`4 _' S Resolution approving an agreement with Riverside Theatre for financial support
to renovate Riverside Festival Stage.
Comment: The City constructed Riverside Festival Stage in City Park in 1999-2000
in partnership with Riverside Theatre. Riverside Festival Stage is in need of
renovations with expected costs of $ 300,000, and Riverside Theatre is willing to
contribute $50,000 toward the costs of the renovation. This resolution approves an
agreement regarding the terms of the financial support and the on-going use of the
stage for public performances each summer by Riverside Theatre.
6.f SUDAS Specifications 2024 Edition
Resolution adopting the Statewide Urban Design and Specifications
�'� (SUDAS) Standard Specifications (2024 Edition), as revised by the SUDAS
General Supplemental Specifications and the revised City of Iowa City
Supplemental Specifications (January 2024).
Comment: This agenda item is an annual update of the specifications used for all
public improvement projects and construction within the City of Iowa City Right -of -
Way necessary to respond to innovations in construction technologies, methods, and
materials. This update adopts the most recent SUDAS specifications manual along
with the City's revisions for work locally within Iowa City.
6.g Title VI Compliance
Resolution authorizing the Mayor to sign and the City Clerk to attest the Title VI
Non -Discrimination Agreement with the Iowa Department of Transportation
(IDOT) and the United States Department of Transportation's (USDOT) Standard
Title VI/Non-Discrimination Assurances
Comment: This agenda item approves documentation necessary to ensure
compliance with Title VI, which prohibits discrimination in federally funded
projects, through the Iowa Department of Transportation.
6.h Compensation Study Implementation
_ IResolution authorizing implementation of the position classification change
recommendations of the Internal Equity and Market Analysis study conducted
by the Austin Peters Group.
Comment: In 2023, the City engaged the services of the Austin Peters Group for
a comprehensive wage and classification study of City positions. Services
included reviewing internal equity between positions and placement within
appropriate pay plans, a review of the external market to analyze competitiveness
�I'' of wages, and a review and updating of all job descriptions. This action amends
I'fNts the FY 24 and FY 25 pay plans for the AFSCME and Administration, Confidential
and Executive employee groups to implement the recommendations of the
internal equity and external market review components of the review.

Administrative, Confidential and Executive positions.

Public comment is intended so that members of the public may be heard by Council. Because
Community Comment is for items not properly noticed on the agenda, Council cannot engage
in discussion or debate due to open meetings laws.
Only in- person comments will be allowed for Community Comment. Public comment for
specific agenda items, which must be directly related to that agenda item, may be made in-
person or remotely.
Individuals will be provided 3 minutes to speak. The Community Comment period will end at
7:00 p.m. unless an extension is needed to meet a minimum 30 minutes of total time
allocated for the Community Comment period.
The Mayor reserves the right to reduce the 3 minute period based on the number of
individuals desiring to speak. Additional comments can be sent to the City Council
via council@iowa-city.org or through the City Clerk's Office.

W. Benton Street from Low Density Residential (RS -5) to Low Density Multi -Family
Residential (RM -12). (REZ23-0008)
Comment: On December 6, 2023 the Planning and Zoning Commission
recommended approval of REZ23-0008 subject to the following conditions: general
compliance with the footprint and scale of the development concept to ensure
compatibility with the existing neighborhood development pattern; the building
shall not exceed one-story in height; and approval of a landscaping plan by the
City Forester that preserves as much of the existing mature landscaping as
possible. (Second Consideration) Applicant is requesting expedited action.

Ordinance amending Title 14, Zoning to reduce the maximum allowable height in

= the Neighborhood Stabilization Residential (RNS-12) zone from thirty-five (35) feet
to twenty-seven (27) feet for single-family and duplex uses. (REZ23-0005) (Pass
& Adopt)
Comment: The Northside Neighborhood Association requested a reduction in the
maximum allowable height for single-family and duplex uses from 35' to 27'. At
the Planning and Zoning Commission meeting on October 18, a motion was made
to maintain the current 35' height maximum. The motion passed by a vote of 4-3
(Elliott, Hensch, and Townsend in the negative), thus the Commission
recommends denial of this amendment.

Resolution to amend the Comprehensive Plan future land use map for property

located north of 1-80 and west of N. Dodge Street at the end of Moss Ridge Road
from Office Research Development Center to Intensive Commercial (CPA23-

Comment: At its December 20 meeting, the Planning and Zoning Commission
recommended approval of this comprehensive plan amendment to City Council by
a vote of 6-0. Adoption of this resolution will allow intensive commercial uses,
such as transportation, warehousing, compatible semi -industrial, and other
commercial uses that are land intensive, for approximately 61.72 acres of property
located north of Interstate 80 and west of N. Dodge Street at the end of Moss
Ridge Road. The applicant is concurrently requesting a rezoning (REZ23-0009)
that aligns with this future land use category.

zone, and Highway Commercial with a Planned Development Overlay (OPD/CH-1)

recommended approval of REZ23-0009 by a vote of 6-0 (Craig absent) subject to
the following conditions: prior to approval of a preliminary plat, completion of a
traffic study; prior to issuance of a building permit, completion of all required
improvements outlined in the traffic study subject to review by the City Engineer;
prior to approval of a site plan, approval of a preliminary and final plat; and the
water main is designed to extend and connect to the existing water main along I-
80 to create a looped system. Approval would allow the development of intensive
commercial uses.
