1. Presentation on City Hall Building Space Needs Study
City Manager Fruin provided Council with an introduction and background on the City Hall
needs. Justin Bishop, OPN Architects presented a PowerPoint on the City Hall Building Space
Needs Study and discussed the following:

Individual Council members asked questions and expressed their views. OPN representatives
answered Council questions. City Manager Fruin provided additional details.
2. Annual Historic Preservation Plan Presentation
Historic Preservation Planner Bristow presented a PowerPoint on the Annual Historic
Preservation Plan and discussed the following:

Individual Council members expressed their views. Historic Preservation Planner Bristow
provided additional information.
3. Continued discussion on the FY 25 Budget proposal
City Manager Fruin noted that this was the time for Councilors to ask questions regarding the
proposed budget. Fruin was asked to provided a brief overview of his memo (IP3) in 2/1
Information Packet regarding utility rate background information. Individual Council members
asked questions and expressed their views.
City Manager Fruin stated Councilors had expressed interest to discuss the funds requested for
license plate reader technology. Police Chief Liston and City Manager Fruin provided
information and answered Council questions.
Councilors also discussed the funds requested for a Police Data Analysis position. Individual
Council members expressed their views. Police Chief Liston and City Manager Fruin provided
additional information.

Councilors continued the FY 25 Budget proposal discussion regarding the Police Data Analysis
position. Police Chief Liston summarized the information presented prior to recessing the work
session. Individual Council members asked questions and expressed their views. City Manager
Fruin answered Council questions and provided additional information.

Councilors wrapped up with a discussion regarding the Fire Department full time employee
(FTE) request. Fire Chief Lyon and City Manager Fruin provided information. Individual Council
members express their views.
Action: Staff will move forward with final budget document preparations with the removal of $40k
from the Police budget that was intended to be used for license plate reader technology
deployment.

1. (IP2 — Memo from Neighborhood & Development Services Coordinator & Senior
Housing Inspector: City -Owned Property at 2318/2320 Taylor Drive) Councilor Alter
noted the memo and is excited for the possibilities of a community center. Individual
Council members expressed their views. City Manager Fruin provided additional
information.
2. (IP3 — Johnson County Master Gardner Downtown City Gardens: 2023 Report to
Iowa City) Councilor Moe noted the Master Gardner report. Individual Council members
expressed their views.

1. (IP4 — Pending City Council Work Session Topics) City Manager Fruin asked for
Council confirmation on the items that were requested to be added to the pending work
session topics.
Action: The following items will be added to the Pending List:
• Review of the City's utility discount program
• Discussion on license plate reader technology
• Local Option Sales Tax and other alternative revenue streams
• Affordable Housing discussion
• Update on efforts of the Childcare Coalition
• Funding for immigrant led or served community organizations
6. University of Iowa Student Government (USG) Updates.
Matthew Monsivais, USG Alternate and Noah LeFevre, USG Liaison presented updates.
7. Council updates on assigned boards, commissions, and committees
Council members reported on various assigned boards, commissions and committees.
