CONSIDER AN ORDINANCE CHANGING THE ZONING DESIGNATION FROM HIGH DENSITY SINGLE FAMILY/SENSITIVE AREA OVERLAY (RS-12/OSA) TO PLANNED DEVELOPMENT HOUSING OVERLAY (OPDH- 12/OSA) FOR 2.12 ACRES OF PROPERTY LOCATED AT THE SOUTHEAST CORNER OF MEADOW RIDGE LANE AND NORTH DUBUQUE STREET (REZ02-00009) (SECOND CONSIDERATION) Lehman: (Reads item). Champion: Move second consideration. Vanderhoefi Second. Lehman: Moved by Champion, seconded by Vanderhoef. Discussion? Kanner: We have of course some opposition from some of the neighbors, but the main thing that everyone is talking about is the light at Foster Road. Did we come to any consensus about putting this on a work session? Champion: We were going to look at it when we did budget in January. Lehman: I think this is...well capital improvements - it's got to happen. Kanner: I think we've got to move it up and see if we can make a commitment to it sooner if we're going to vote for these things. I would recommend that we look at this item in the very near future. Pfab: I would support that. Vanderhoef: We need to look at the whole big picture on it because of the road use tax and how we can do the reconfiguration of that comer because if it was just a light you know maybe $75,000 and we'd have it taken care of, but this is a whole big jobby and I'm not committed to continuing Foster Road over to Prairie du Chien at this point and I thought that those things sort of tied together. Atkins: What ifI were to have Staff just kind of get you up to speed on this. You know show you a sketch, show you some options. Lehman: I think we need to know the options because... Atkins: Yeah we can put something together for you. This represents only a reasonably accurate transcription of the Iowa City City Council meeting of May 19, 2003 #2c Page 2 Lehman: You know I'm sure there are a lot of advantages if Foster Road being extended to Prairie du Chien at the same time that we reconfigure the intersection, but that's incredibly expensive. Atkins: Yes. Lehman: There may be an option that we can do something with the light in the short term, but I do think that we have to address that. Atkins: Let me check with Rick tomorrow. Pfab: And I have a question first. Atkins: ...(can't hear) prepare something for you. Pfab: Does the state get involved or the feds get involved? Atkins: They could be involved Irvin. One of the issues for that general area is that the state - don't hold me to the date - I believe was planning to redo that interchange in '07... Pfab: Okay. Atkins: ...where it would be a stop. Right now you know folks come boiling o fi' of there. Pfab: My question is this could something temporary like they did over at West High with cables and extending the light. Lehman: Well that's what he's talking about getting for us. Pfab: Is that what you're talking... ? Lehman: We don't know. Atkins: I'll do...but I think you need to know what kind of commitment you're making because the moment you put in the temporary the expectation is the permanent soon follows. So yeah let me just talk to Staff and I'll get you all something. Pfab: But my question is we can do this without state...? Atkins: I can't promise you that, but I think so. I think so Irvin. Kanner: And when you look at this will you also look at not just the extension of Foster Road, but what is there currently and what is the pedestrian problems in access to the public transit problems. Lehman: I think it's something that has to be done by the way. Kanner: Right. It does. Lehman: Any other discussion? Pfab: I'm not going to be able to support this because of the noise problem there... Lehman: Okay. Pfab: ...and opposition. And I'm glad we're not trying to rash through with the third consideration, but even though it is tomorrow I guess it is coming up. Lehman: Roll call. Motion carries 6-1, Pfab voting the negative.
