Senior Planner Russett presented a PowerPoint on the Comprehensive Plan update and discussed

2. Clarification of Agenda Items
City Attorney Goers noted agenda items 6.a and 6.b were not ready and requested them to be
deferred indefinitely. Mayor Teague mentioned Councilor Moe would recuse himself on items 8.a
and 8.b.

(IP2 — Memo from City Clerk: Joint Entities Meeting Agenda Items for January 22)
Mayor Teague requested items for the joint meeting agenda from Council members.
Individual Council members expressed their views.
Action: Staff will reach out to CommUnity to see if their staff is able to provide an
update on 988 at next Monday's Joint Entities meeting. If so, the City Clerk will notify
the City of Coralville of the agenda addition request from Iowa City.
2. (IP1 — Council Tentative Meeting Schedule) Mayor Pro Tem Salih requested to
change the date of the Saturday, 1/20 Budget Work Session due to a scheduling
conflict. Individual Council members expressed their views. City Manager Fruin
provided additional information.
Action: The Saturday, January 20'" budget meeting was rescheduled to 8am on
Monday, January 22"'. The sequencing of budget presentations remained
unchanged.

4. University of Iowa Student Government (USG) Updates.

BUDGET OVERVIEW AND HIGHLIGHTS
City Manager Fruin noted the time and effort from staff that was put into pulling together the
budget and urged Councilors to jump in if they have questions during the presentations. Fruin
reviewed the budget review schedule, areas of focus, fund structures, and Fiscal Year 2023
budget review and challenges. Deputy City Manager Jones reviewed Revenues and
Expenditures and Enterprise Funds. City Manager Fruin wrapped up with discussion on
investments in the strategic plan, core services, and other adopted master plans. Fruin also
briefly noted looking ahead at the FY26 budget and things to plan for. Individual Council
members expressed their views. [PowerPoint of FY2025 Budget coincided with overview.]
Finance Director Davies was also present for discussion.
Department budgets were presented as outlined on the agenda; page number in parenthesis
refers to pages in the Proposed Financial Plan (01/12/24 Information Packet). A PowerPoint of
organizational charts for the City departments were shown and archived.

Councilors continued discussion from the Budget work session on Monday, January 22nd
regarding Fire Contingency Funds and the Parking Rate proposal. Individual Council members
expressed their views. City Manager Fruin provided additional information. Remaining budget
topics will be discussed at the February 6'" work session.
