NOTICE
THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
AD HOC TRUTH AND RECONCILIATION COMMISSION
One Vacancy: Unexpired Term
Term: Upon appointment— December 31, 2024
• The City Council has established the Truth and Reconciliation Commission (TRC) to bear witness to the
truth of racial injustice in Iowa City and to carry out restorative justice, through the collection of testimony
and public hearings, with such work to include a recommendation to the Council of a plan for dedicating
and/or renaming public spaces and/or rights of way in honor of the Black Lives Matter movement;
The charges of the TRC are as follows:
A. Fact -Finding The TRC shall collect evidence, including first-hand testimony, of discrimination and
racial injustice in multiple settings and compile a complete record of racial injustices that will inform and
support the fundamental institutional and policy reforms necessary to address systemic racism.
B. Truth -Telling The TRC shall: 1) Provide multiple fora and creative opportunities for persons impacted
and traumatized by racial injustice to share their stories of racial injustice and experience to be heard
by: (a) fellow communities of color; (b) a broad cross section of the entire Iowa City community; and (c)
key decision -makers in city government, the business community and the University; 2) Explore ways to
provide such opportunities through art, music, theater, workshops, rallies and other forms of
congregation, multimedia and listening designed to reveal truths that cannot be fully expressed in
traditional fora; and, 3) Create a repository for community stories expressed in multiple media (written,
video, audio, art) that can be catalogued and used to educate and inform members of the community.
C. Reconciliation The TRC shall: 1) Provide opportunity for and facilitate direct conversation among and
between community members of color, white community members and representatives of various
sectors in which people of color experience discrimination and injustice (e.g. police and protesters,
landlords and tenants, students and teachers, patients and health care providers, business owners and
staff); 2) Create a replicable model that provides a structure for enabling these conversations
throughout the city; 3) Make available opportunities for a broad cross section of the community to learn
about discrimination and racial injustice in our community; and, 4) Identify and recommend to the City
Council institutional and policy reforms, new social practices, expectations, protocols, habits, rituals,
conversations and celebrations that will move Iowa City toward a shared experience of race and
difference, justice and equity and community and harmony.
The TRC shall have members who are representative of the City's BIPOC communities and
organizations, including those who have direct lived experience with systemic racism, as well as
experts who support those communities. To the extent possible, as determined by the City Council,
the TRC shall include representation from groups such as the Iowa Freedom Riders, the Black
Voices Project, the South District Neighborhood Association, the Iowa City Human Rights
Commission, and the Community Police Review Board. Johnson County residency is required.
Iowa City residency is preferred but not required if an applicant offers expertise or representation
not available from applicants who reside in Iowa City. Members of other City boards and
commissions are eligible to serve on the TRC.
• The TRC will have an organizational meeting within 30 days of appointment of all its members by the
City Council and will determine the frequency and conduct of its meetings.

Board/Commission site, as I just recently heard about the opportunity from the instructor of my "Governance and
Human Rights" course. Although I do not have a thorough understanding of the work that each commission has
done, I am eager and willing to put in the work to establish that knowledge.

Experience and/or activities which you feel qualify you for this position:
Interests: I am excited about this opportunity to contribute to my community through the Iowa City Truth
and Reconciliation Commission (TRC). I am interested in the completion of a report which can be used to
create awareness on the prevalence of racism and injustices experienced by the BIPOC in Iowa City
area, build bridges, and abate systems which perpetuate poor living conditions among the BIPOC. The
Iowa City TRC is unique. Unlike other truth commissions that focus on specific historically charges like the
forced separation and poor treatment of children of Canadian Indigenous peoples and the Australian
Aborigines, this commission considers historical and contemporary cases of racism, injustices and human
rights violations. The commission will produce an important baseline report upon which future experiences
and policies can be evaluated. Reforms and restorative justice will depend on the quality of the report,
and it's ability to inform and sustain reforms. It is this expectation that sparks my interest in the position as
demonstrated by my attendance and participation in public hearing and training sessions. Education and
Experiences: I am an economist with experience in multi -disciplinary research methods. I am conversant
with econometric and statistical data analysis. After completing a B. A. (Econ) degree in 1985 at the
University of Nairobi (Kenya), I became a planning officer at the Ministry of Agriculture (Kenya
Government) for six months. I then went back to the University of Nairobi and graduated with a M. A.
(Econ) degree in 1987. I was then employed as a health economist with the African Medical Research
Foundation (AMREF) based in Nairobi (Kenya). I left this position for an appointment as a Junior
Research Fellow at the Institute for Development Studies (IDS) of the University of Nairobi. In August
1989 I came to the University of Iowa on a Ford Foundation scholarship as part of the training in
economics. I became a teaching assistant in the department of economics and was also a tutor at the
University of Iowa New Dimensions for Learning Center, and at Kirkwood College. I was a research
assistant at the University of Iowa Center for International Rural and Environmental Health (CIREH)
where I authored a research paper; "Aging and Farm Occupational Health". Later I became a research
assistant at the University of Iowa Office for International Education (OIES) and completed two research
projects; "The Economic Contribution of International Students to Iowa City Area Economy"; and
"Residential Choices by International Students in Iowa City Area". I graduated with a M.A (Econ,1993)
having completed two empirical research papers using human capital theories; "Fertility, Child Labor and
Economic Growth" and "Child Adoption and Human Capital Contracts". I took other courses outside
economics department on; US health care financing, international health, development policy and
planning, and economics of human resources. When my teaching and research assistantships ran out, I
became a student custodian at the University of Iowa and later got a part-time job with a janitorial firm in
Iowa City. A few years later I purchased the business after the owner passed on. This meant a slight
break from academics but I continue working on my Ph .D dissertation " Essays on Informal Kin
Unemployment Insurance Contracts and Job Search in Urban Kenya ". I am a member of the Board of
Directors of the African Communities Network of Iowa (ACN). Apart from conducting regular Board
assignments, I volunteer time and expertise in examining the challenges faced by immigrant and refugee
communities in navigating their livelihoods in Johnson County. I look for evidence on the concerns
emanating from lack of awareness, mistrust of systems, and a plethora of social injustices in education,
health care, employment, and economic opportunities. The task of the commission somehow resembles
my work in the community. I am currently working on a report "Awareness and Prevention of Child Abuse
and Neglect among African Immigrants and Refugees in Johnson County ". This report is based on data

from public sources and from a small sample of African immigrants and refugees attending a cultural -
bridging social event sponsored by the department of human and health services (Johnson County) in
April 2023 ( https://www.academia.edu/113510320/CULTURE—BRIDGING—PROJECT). The African
immigrant and refugee communities are experiencing a disproportionately high prevalence rate of child
neglect and abuse leading to separation of children from their parents. Johnson county does not provide
data on race and ethnicity or country of origin of the cases, but they know where rates are alarming. Of all
the Johnson County cases between 2004-2021, 60-80% were due to denial of critical care. Our survey
took a critical look at the causes among immigrants and refugees and calls for parent groups project and a
dialogue with the hosting community and local governments. Upon the recommendation of African
Communities Network of Iowa Board, the Johnson County Decategorization Board established a
Disproportionate Minority Contact (DMC) committee on data tracking, reporting systems and child policy

2019, the University of Iowa (College of Public Health) financed a social gathering of African Communities
Network of Iowa to conduct social group survey on mental health awareness among African immigrants
and refugees in Iowa and Linn counties. I co-authored a report;

What is your present knowledge of each advisory board you are interested in?
The City of Iowa City Ad Hoc TRC is composed of 9 commissioners working on a -fact-finding, truth -
telling, and reconciliation- charge. The TRC works with a team of Iowa City staff and
consultants/facilitators. Currently, the City of Iowa City has spent about $440,000 on consultancy
contracts and facilitation. The first phase has concentrated on training commissioners on the options,
limits and best practices of fact-finding and truth -telling to avoid harm and trauma to people. The
commission identified areas and issues for fact-finding, discussed methods of collecting the information,
and are waiting for Kearns & West to deliver their findings. The commission will review and evaluate the
facts in terms of scope, depth, and limitations. I have made contributions on issues of community
engagement, and use of reports to describe the status of the BIPOC community, and it's growing culturally
different component of immigrants and refugees. As a commissioner I will ascertain evidence -based
conclusions and resolutions, - a primer for healing, reconciliation, and restorative justice. The commission
has noted that the process is like making a three-legged stool supported by facts, truths and reconciliation.
For some people talking about experiences in preliminary public hearings or in small circles have been
the beginning of their healing and reconciliation. Think Peace and the Native Partners have trained and
cautioned the commission on the possibility that their work in itself can be a source of trauma. Healing can
be contemporaneous with fact-finding and truth -telling as a consequence, however much of the healing
will require long term strategies. On November 21 st, 2023 the city council of City of Iowa City did not
object to entering phase 2. The commission has embarked on planning inclusive public truth -telling
events, personal invitations of individuals, and small group testimonies on injustices and biases.
Accommodations for different languages, disability. gender, fear, trauma, retaliation, and other unique
challenges are part of the planning. The commission will not only be interested in the facts, but will also
hear how such injustices and other violations have impact daily livelihoods, physical and mental health of
family members, and their communities. Facts obtained from Kearns & West are going to be instrumental
in planning closed and public hearings on the situation of the BIPOC. The commission expects to hear
from public authorities managing local institutions and report to the community on access and
implications. All these findings will be rigorously and systematically analyzed and complied in a report.. I
am ready to work with other commissioners in expediting the process and improving the quality of the
report using the knowledge acquired through TRC training and my expertise in research.
