Polly Horton
Introduction: Retired SpEd teacher. Part of FilmScene, Riverside Theater, League of Women
Voters. Member since 2010. The state board of directors for League. Very focused on the AEA
fight. League is a proponent of Home rule.
What sets you apart from other candidates we need to review? Leadership and past
leadership in local organizations and with the League of Women Voters. Retired from being a
teacher in 2006. He continues to do substitute teaching. Contracted, she worked in elementary
schools. Subbing she's mostly in Middle Schools. Interest and availability are all big for her.
What do you know about the Charter/Charter Commission? Reviewed every 10 years, a
systematic examination of the capabilities of the charter.
Do you think any specific Changes need to be made to that charter?
Amendments to districts.
No thoughts on popularly electing the mayor.
Any questions?
Participation.
Polly is pro -district reform. Needs to think about the mayor. Pro -campaign contribution for all city
electeds.
Riley Eynon -Lynch
Introduction: Lived here since 2010. Has been really involved in different levels of community
engagement since a teenager. Locally a parent and successful entrepreneur. I spend much of
my time talking with folks around the community every day. Community engagement is very
important. Volunteer/partner/collaborates with NC of JC, Dream City, Field to Family, and MCDC
Iowa, CWJ.
I am a systems -level thinker and have worked with that skill much of my life. Credentials built a
nearly $200M business, time I have the time to do this, and my connections around the
community lend a deeper relationship to other subcommunities that would lend to good
functioning, education, and buy -in.
What do you know: I have read the charter several times, and I understand how it works.
Recommendations made by the charter commission go to the Council. I've been to many city
and staff meetings and have a good understanding of how the city works today.
What specific changes do you think need to be implemented: I am interested in examining
the at -large voting system and election of the mayor. I'm very interested in looking at other
comparable cities and what they've done. I strongly believe this process needs to have strong
public engagement and education, and don't come into this opportunity thinking I know exactly
what's right or what's needed. We need to work together to get to that conclusion.
Rod Sullivan
Introduction: Rod Sullivan
What do you think sets you apart: Received the vote of Iowa Citians over 200,000. 5 primary
elections and general elections. The people of Iowa City trust and value his opinion.
What do you know about the Charter/Charter Commission: Has applied for the last thirty
years. Years prior there has been a token progressive. Very business -oriented. Has attended
many of the hearings from '94, '04, and '14. Karen Kubby was part of that. High -profile
attorneys. Good jobs in the past. '14 was a big year. Missed a few things.
Do you think any specific Changes need to be made to that charter?: Has listened to a lot
of the conversations over the last years. Thinks there needs to be a direct election of the Mayor.
A member of the council still, just directly elected. 4 districts and three at large. Direct election
by district. Cedar Rapids attempted to go to an instant runoff if the state allowed it.
Special Census???
Brandon Pflanzer
Introduction: Iowa City resident for 12 years. Used to live on SE side, now lives on north side.
Has been an employee of the fire department for the last 13 years. It gives me a different
perspective being able to work in and see all parts of the city. I am also president of the
firefighters union and believe it's very important to be as involved in local government as
possible.
What do you think sets you apart from other candidates?: I think the perspective that I have
as a firefighter, is seeing deeply into people's lives and seeing how city policy and form directly
affect people's lives. I and my colleagues see the needs that people in our community has every
day. People in different areas and of different backgrounds have different needs. I think this
perspective is important to ensuring that people from different areas and needs are served by
our government form at large.
What do you know about the Charter/Charter Commission?: The Commission reviews how
our city government is set up to run and serve the community. It starts with a review of how
government works and what other communities do. We will also explore other parts of how city
government can be improved for the future and best serve future Iowa Citians.
Do you think any specific changes need to be made to the Charter?: I open to a lot of ideas
for the community. I think that a big part of this is ab
Points of priority: Find ways to empower local government to lead the community. Whether
that's changes to directly elect the mayor or changing the way we elect councilors, I am
committed to exploring the potential paths and working with the community to ensure decisions
are made transparently.
Any questions?: No questions. Looking forward to the opportunity to serve.
Introduction: Moved to Iowa City in the 1980s to go to grad school. Worked at St. Luke's. Has
been a dietician in the area for many years. Worked for ICCSD as director of nutrition services
for 25 years. Became involved with advocacy efforts relating to childhood nutrition issues. Was
president of the School Nutrition Association of Iowa. On the board of the Iowa Academy of
Nutrition and Dietetics. Was on the City Nutrition Committee for the Senior Center. Lots of
leadership work out of those experiences and work with the school district. Worked with unions
and learned to negotiate contracts. Represented ICCSD in those negotiations. Husband is a
letter carrier. Part of the advocacy committee for the League of Women Voters of Johnson
County.
What sets you apart from other candidates: I've been in Iowa City for the majority of my life. I
know the city, I know the diversity of the city. We have a wide range of economic needs. I know
about economic disparity within the ICCSD. I know the ins and outs of government, community,
and the need for service tailored to our community's unique makeup. Come to the commission
without a one -size -fits -all approach because one size can't fit all members of the community.
Advocacy with the legislature both state and federal has given me a lot of experience sharing
ideas and making sure people are heard.
What do you know about the Charter/Charter Commission?: Not a lot. Just know that the
Charter needs to be reviewed periodically and that there is a strong dialogue about changes
that need to be made relating to good representation on the Council. I think the growth of the
community warrants this dialogue.
Do you think any specific changes need to be made to the Charter?
Do you have any questions?:
Doug Boothroy
Introduction: Been in Iowa City since 1968. 56 years. Raised a family here. Worked for the city
for 42 years. Retired 6 years ago. Was the director of neighborhood and development services.
Degree in urban planning. Interested in affordable housing and environment issues. Connected
with many professionals around the community and was involved in code enforcement
significantly. It was great to meet people and find solutions to problems. Help people work
through code enforcement issues rather than be antagonistic. Married, wife, and two adult
children.
What sets you apart from other candidates?: I understand and familiar with the Charter. I
dealt with it when working for the city. Very familiar how the city works and how things get done.
Strong institutional knowledge. Good understanding of the history. Away from City work for 6
years and anxious to contribute again. Hope to be a resource.
What do you know about the City Charter/Review Commission?: Appointed every 10 years,
9 members. Have read the charter, which establishes the City manager form of government,
and lays out how councilors are elected. Terms of how the Mayor is selected. Admin detail for
appointed and executive positions. It includes initiative and referendum procedure
Do you think any specific changes need to be made to the Chater?: I'm open to discussion. I've
heard people talk about why do we have three districts. Why don't we have a directly elected
mayor. I'm not up on the arguments for or against that.
Questions?
Jim Throgmorton
Introduction:
Sets apart: Significant inside knowledge of government works by being a city councilor at two
different times and being mayor. Also worked for almost 5 years as a city employee in Louisville,
KY. Worked for three different consulting firms and a national energy lab. Taught at the
University for almost 25 years in urban and regional planning.
What do you know: First established in the late 70s, amended since. Part of the charter
mandates review. Last met in 2014. 1 was part of council and helped appoint to the last
commission. I don't have perfect memory of it but I do have working familiarity. It establishes the
basic structure of Iowa City government.
Any specific changes: I have an interest in deepening democratic practices in the Iowa City
government. I'm not sure what exactly that means, but it's a direction 1'd like to explore and
pursue. I have previously advocated for the mayor to be directly elected by the city, but I know
there are many arguments against that. I'm committed to weighing both sides of the issue
transparently and educationally for the community. Very interested in discursive democracy.
Listening and engaging in dialogue is a crucial part of an effective democratic government. This
should be a foundational principle of our government. This can be addressed by example by
creating an open, well -noticed, and engaged public process in diverse locations as a possibility.
Kehry Lane
Introduction: Lived in IC since '98, and have been here full time since `99. IC is home and
wants to see it do well and move forward. IC should be a template for successful cities. UI grad,
theater arts degree. Employed with Unity Point. Lifelong Iowan, still active with theater in the
corridor, acting, and directing. Served on IC community theater as board president. Motivated
strongly by my work with Better Ballot Iowa. A strong advocate for ranked choice voting. Want a
municipal option bill in the legislature that would allow communities to choose. Hope to heal
divides. Helped present a trigger for RCV to the CR charter review commission. I feel I could be
valuable to the process. I want to be part of the solution.
Sets apart: Having had some experience with CR charter review, I bring experience to the table
and connections with many aspects of the community.
What do you know: I need to do more research on the charter review commission and its
authorities. I became very familiar with the process in CR. Review the charter, make
recommendations for change, and send it to the council for approval to order to the voters.
Any specific changes: Iowa and America are in a very perilous place. We have devolved into a
combativeness. I think we need consensus rather than fights. I think we need to hold
officeholders accountable. The current system doesn't really allow for that. Municipal ranked
choice voting triggers when legalized by state law a strong advocacy of mine to better the
situation.
Questions?:
Matt Hayek
Introduction: Iowa City native, City High graduate, former Peace Corps volunteer, has law
degree, been practicing for the last 26 years. Moved back to Iowa City in 2001. Life has been a
mixture of law practice, family, and civic commitments. I was part of the early wave to save the
theater. I worked on tax credits to save the Englert. Was on HCDC, and an ad -hoc task force on
affordable and assisted housing. In 2007 ran for council and was elected. Elected two terms.
Was Mayor for a period. Went through two or three city manager transitions. Tom Marcus was
still the manager when I left. Left in 2016. Oaknoll BOD, Midwest ONE BOD. The family has
been here a long time and is invested in the community.
Sets apart: A knowledge of City Hall, Council, and commissions. Legal training is helpful, but
not dispositive. Been part of multiple deliberative bodies tasked with things like this. HCDC
especially. Was on Council the last time we went through the Charter Review Process. Very
strong level of civic pride and engagement in the community.
What do you know: I have not looked at the charter since was on City Council. The charter is
reflected in how elections are run and how city hall functions. We see the charter every day. We
are charged every 10 years with looking under the hood to make sure it's serving the
community.
Any specific changes: No particular change I'm looking for. Until you're inside the institution or
really close to the issues, proclaiming a game plan isn't good for the individual or institution. I
have no agenda and look forward to the various ideas and perspectives that are afforded to the
commission as part of this process.
Questions?:
Rick Dobyns
Introduction: The UI is a big part of the community. I have feet in both the University
Community and town. I strongly want to listen to what folks have to say, whether they look like
me or not. Been in IC for 30 years. Family medicine educator at UI. Was UI rep to Guidelink.
Worked on multiple bond referendums for the school district.
Sets apart: Experience with local government. Continued advocacy at the state and local level.
I have not stopped being engaged with the local government since leaving the council. Have
worked to co -mingle the priorities of the University and City. I never walked away from local
government or advocacy, I just changed the mechanisms I worked in.
What do you know about the Charter/Charter Commission?: Every 10 years the Charter is
reviewed. The form of government bits is reviewed. High-level review.
Any specific changes: I want to take a look at everything. I don't come in with an agenda. The
topic of the mayor is also a constant issue. I anticipate discussion on a popularly elected mayor
and potentially council districts, number of at -large members, and would be interested in looking
further at what home rule can allow within Iowa Code.
Questions?:
Gerene Denning
Introduction: Have lived in IC since 1990. Worked here since 1977. Retired. My career was
being a scientific researcher. I have an accretive background from X-ray crystallography to
public health. Very politically active. I try to keep up with what's going on at the local, state, and
federal levels. I'm very interested in good governance. I'm involved with Clean Air For Everyone
and Iowa Citizens Action Network. Previously involved with the Women in Science and
Engineering Program at the UI. Former chair of the Johnson County Democrats.
Sets apart: The kind of skills that I developed as a scientist and informed citizen over time
include the ability to read a document and on a high level understand and develop future
strategies and mechanisms for success. As former chair of the JC Dems, was able to
successfully bring people together and manage varied interests.
What do you know about: Not a lot. I have been a bit busy with some family affairs, so have
been unable to review it recently. One of the things that I developed in my career was
adaptation to a steep learning curve. I feel well-equipped to do the same with this duty.
Any specific changes: 1 am impressed with how the city government runs. We must be
conscientious about any changes we may make and the impacts it may have.
Question:
Susan Craig
Introduction: Grew up in Waterloo. Came to UI freshman year. Fell in love with IC and stayed.
Started working at the ICPL in grad school, and retired in 2018. Was library director. Loves
quilting, a member of a quilt guild. Deliver quilts to the VA Hospital, Guidelink, DVIP. Member of
the League of Women Voters. Helps to register people to vote. My undergraduate was in
political science and history. Also part of 522 for Good. Women get together and study and learn
about local issues. Usually gives away—$40,000(yr. Before COVID, was a volunteer reader for
the school district. Gardener in the summer.
Sets apart: Brings a lot of experience to the table. Have observed the charter commission work
in the past. Have always wanted to be a part of it in the past but was working. Strong
understanding of how city government works now.
What do you know: Have observed from afar. Iowa City is one of the few that has a home rule
charter. The charter sets out a lot of the rights and responsibilities of different areas of city
government. It also determines how the council is organized and how citizens interact with the
government.
Any specific changes: I expect to discuss the way council districts work. I also anticipate a
discussion on whether we should elect the mayor. I don't have any specific goals for either of
these issues.
Questions:
Mackenzie DeRoo
Intro: IC transplant. Have lived here since 2018. Worked for the chamber of commerce. Worked
at the Business College at UI. My children attend the ICCSD. I understand the role that city
government plays in everyday life and to make our community better. I'm very invested.
Sets apart: Professional experience. My job is to pay attention to city government, staff, and
other aspects of the community. Well prepared to receive feedback from the community.
Personally would not apply if I wasn't going to take the job seriously. Committed to listening and
figuring out what the best path forward for our city is.
What do you know?: The charter is the constitution for the City. Designates how local
government works, and the roles of various government officials. The Commission 4)( meets
every 10 years to review and suggest changes as needed.
Changes?: Going into this with an open mind. The Charter has been around for a long time, so
I want to understand why decisions were made in the past. We are however in a new time, and
changes may be necessary for us to further ensure equitable, Representative local government.
John Deeth
Intro: Been in JC for 33 years, is since '97. Work in the Auditors office in elections. I understand
the electoral impact of whatever changes may be made by the commission.
Sets you apart?: Election experience, long perspective forward and back, understanding ripple
effects about form of government decisions and changes. I know how to be nonpartisan and
bipartisan due to my role in auditors office. I can get along well with folks from all kinds of
backgrounds. I do my best to always be fair and honest with everyone I deal with.
What do you know?: This is my third time applying. I've been following it for 30 years and very
closely followed the progress of the last two commissions. I am very aware of the electoral
history of various changes through years.
Changes: I have long been concerned with youth participation in local government and think
that issue is a structural problem. I strongly believe that council districts need to be reviewed.
I'm not certain what the best way to address this would be, so I'm excited to discuss solutions
with the board and community.
Jennifer Patel
Intro: I've been active in parliamentary processes for over 30 years in the Johnson County
Democrats, League of Women Voters, and serve as the Voter Registration Coordinator for the
League. I have three children. I am also active with NAMI Johnson County. I am attending NAMI
on the Hill on the Tuesday of the appointments.
What sets you apart from other candidates?: My knowledge of parliamentary procedure and
intense interest in different forms of government and the democratic process. I participated in
the LWV Linn County study of different forms of government.
What do you know?: I know that the city Charter writes out the way the city runs, how elections
work, how departments are set up, and the form of government we have. The charter runs for
one year, and commissioners recommend amendments for review to the council.
Changes: I like ranked -choice voting. I've seen it in various situations and I think starting at the
state level is a great way to introduce it to people rather than at the state level. I would like to
review the way districts are set up.
John Balmer
Intro: First got on council when 27 years old. Former chair of the Charter Review Commission
in 1984. Part of the local homebuilders association worked with the Chamber of Commerce.
Graduated from City High. Very involved in ensuring the longevity of the school. Fundraising.
PSC Distribution is a family business. Formerly Plumbing Supply. The fourth generation now
running the business. Tried to be good stewards of the community, donating time, and money.
Been involved in school bond issues in the past, advocating for funding. I have a personal and
professional investment in the community. I try to encourage participation in the community,
What do you think sets you apart: Experience, historical perspective. My grandfather was on
Council in the'60s. After I served my 2.5 terms I've maintained an interest and advocacy in the
community. I am willing to look forward.
What do you know?: The Charter is the roadmap for the community. It's not that wordy, pretty
direct. Meant to be a document that evolves. I'm a big advocate for the Council-manager form of
government. Geoff is a very good steward of community resources. We have the commission
every 10 years to look under the hood and see what needs to change.
Changes: Doesn't support changing the way districts are elected or reviewing the mayoral
election/appointment by council. I'd like to look at the document again, I think it's worth
discussing a number of issues but the foundation of the government is solid. No issue in
particular pops up on the radar.

Potential Conflicts of Interest
Please contact the City Attorney at 356-5030 to discuss questions or concerns regarding a
potential conflict of interest. The following describe some but not all potential conflicts.
The Housing and Community Development Commission makes recommendations to the City
Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no
persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision -making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally —assisted activity, or have a financial interest in any contract, subcontract, or agreement

activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.
Most members of City Boards and Commissions are employed, and/or have a financial interest in
one or more non-profit entities. Section 362.5 of the Code of Iowa generally prohibits, with certain
important exceptions, a member of a City Board or Commission from having an interest in a City
contract. In order to navigate potential conflicts of interest for certain matters, please list any and all
business or non-profit entities in which you have an employment or financial interest.

The general rule is that no
persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision -making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally —assisted activity, or have a financial interest in any contract, subcontract, or agreement
with respect to a federally -assisted activity, or with respect to the proceeds of the federally -assisted
activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.

My professional career was as a researcher at The University of Iowa. This provided me with skills in
collecting and analyzing data, as well as creating papers and reports from this analysis. Some of my
expertise was in public health and my interests include public governance and public policies that improve
people's lives. Additionally, my professional career included participation in strategic planning for
university departments (Emergency Medicine) and for university programs, specifically the UI Women in
Science and Engineering (WISE) Program, the latter of which is related to my strong interest in promoting
diversity. Having been a long-term resident of Iowa City, I am familiar with many of the policies and
practices of the city's government and am fortunate to know people in city government and the community
who can provide me with important insights into how things work and how they might be improved.
What is your present knowledge of each advisory board you are interested in?
I only know the basics about the mission and goals of the Charter Review Committee but would love to
learn more and to bring my skills to meeting those goals.

Interests & Experiences
Experience and/or activities which you feel qualify you for this position:
Through my work with Greater Iowa City, Inc. I see firsthand how city government impacts residents,
businesses, and non-profit organizations every day. As Senior Director of Advocacy, I'm responsible for
advocating for area businesses and finding strategic collaboration opportunities to bring the public and
private sectors together for the good of our community. I also oversee our leadership development
programs, such as the Community Leadership Program, which prepares future civic leaders by providing
a comprehensive overview of Johnson County and ways they can make an impact. I understand the
importance of getting involved and that good governance is vital to a thriving city that serves all residents,
and I would value the opportunity to serve the community on the Charter Review Commission. In addition
to my professional experience providing me a solid foundation on the role of city government and existing
processes, my personal attributes would also benefit the Commission. I am a good listener and able to
consider issues from multiple perspectives. I would do the work required of the Commission, preparing for
meetings and talking with residents who may have questions about the process. I would take the
responsibility seriously and approach the Commission's work with both an understanding of the history of
the Charter and an open mind willing to explore how it is working and what might be improved.
What is your present knowledge of each advisory board you are interested in?
In preparation for this application, I have reviewed the current City Charter and accompanying guide on
the city's website. I also worked for the Iowa City Area Chamber of Commerce when the Charter was
reviewed ten years ago and participated in discussions about recruiting Commission applicants. I
understand that the Commission is a one-year commitment with regular meetings that require preparation
and document review.

Interests & Experiences
Experience and/or activities which you feel qualify you for this position:
I have had broad experience in local governance at the volunteer, appointed and elected levels. This
experience has included leadership positions at the University, within local nonprofit agencies, the City of
Iowa City and Johnson County government. I am keenly aware of the varying opinions regarding
governance structure and respect the basis for all opinions. I would be honored and excited to solicit and
facilitate discussion on local governance with emphasis on inclusion of historically non -participating and
marginalized members of our community.
What is your present knowledge of each advisory board you are interested in?
I am very aware of the Charter Review Commission as I appointed the 2014 group and received and
discussed their recommendations at that time.

inside information with regard to such activities, may obtain a financial interest or benefit from a

Boards & Commissions
Which Boards would you like to apply for?
Charter Review Commission: Eligible
Preference on first choice (If multiple boards are being applied for.)
Interests & Experiences
Experience and/or activities which you feel qualify you for this position:
1. 1 was director of nutrition services for the Iowa City Community School District for 25 years. Therefore, I
am very familiar with the diversity within Iowa City including the wide range of needs within the community
such as access to affordable housing and adequate nutrition. As director, I was responsible for a diverse
staff of just over 100 employees. My career provided many leadership opportunities which often included
meeting with members of Congress to lobby for the needs of children not only in Iowa but throughout the
country. Strong organizational skills, working with a diverse group of staff, students and parents along
with being fiscally responsible with program funds were strengths I have developed over my long career.
2. 1 have volunteered at the CommUnity Food Bank and Crisis center for several years. Therefore I am
aware of the hundreds of families served each week by CommUnity. This includes helping families with
not only food but also housing and utility assistance and other services. 3. 1 have served on the Iowa
Academy of Nutrition and Dietetics, Executive Board. As a member of School Nutrition Association Iowa I
served on the Board and was president (2002-03). 1 was on the executive board of the School Nutrition
Services Dietetic Practice group which included a 2-year term in the House of Delegates of the Academy
of Nutrition. Therefore I believe these opportunities have given me experience of working with a team and
learning to discuss, evaluate and compromise when important issues were being discussed and
consensus was needed. 4. 1 am a member of the League of Women Voters Johnson County which
believes empowering voters and defending democracy. Our league supported both the Council-manager
of government and home rule charter. I would plan on bringing these perspectives to the commission
since city government must work for all residents.
What is your present knowledge of each advisory board you are interested in?
I know this commission is required to review the City Charter every 10 years. From reading articles in the
paper I know an issue which has been discussed is how city council members are elected. As a resident
since the 80's I know the diversity within the community and how important it is for every citizen to believe
they are being represented and to know issues impacting that person are being heard and addressed. I
believe a charter which works for all residents embodies the goals of empowering voters and defending
democracy.

Experience and/or activities which you feel qualify you for this position
I'm a volunteer speaker for Better Ballot Iowa, a 501(c)3 organization dedicated to voter education. Our
current focus is advocating for Ranked Choice Voting (aka Instant Runoff Voting) as method to increase
election efficiency, voter engagement, voter participation and incentivizes candidate to focus on coalition
building rather than negative campaigning. RCV allows voters to more fully express their preferences and
curtails the need to vote strategically and/or against the "lesser of two evils." It also helps candidates
understand the complexities and interests of their coalition of supporters. In years past, I also served on
the Board of Directors for Iowa City Community Theatre. Twice as president of the board. I understand
how to work with a group of volunteers to debate issues and arrive at consensus.
What is your present knowledge of each advisory board you are interested in?
I have not participated on an advisory board in the past. However, our organization did engage with the
Cedar Rapids charter review commission and I delivered our presentation to the full commission. Here is
a link from our Cedar Rapids efforts: https://www.betterballotiowa.org/cedar-rapids/ While I have a clear
interest in and experience with election reform, I'm willing to strongly consider other assignments as well.
More than anything, I have a deep interest in moving Iowa City forward in any way possible.

Experience and/or activities which you feel qualify you for this position:
I am a very active member and advocate in the community. For the last 10 years, I've focused on specific
advocacy for immigrants and refugees settling in the Midwest. I previously served on the Iowa City
Human Rights Commission for six years, I serve along with the UIHC and Johnson County Public on the
Congolese Health Partnership for approximately seven years and going, and participated in Program
Management Plus with the University of Iowa. I have served on the board of directors of The Center for
Worker Justice for four years, the United Nations Association - Johnson County Chapter for three years,
and the Johnson County Affordable Housing Coalition for the last year. I recently started volunteering with
the new Community Health Worker Coalition of Johnson County. I speak five languages (English, French,
Swahili, Lingala, and Kirega) which has allowed me to serve as a professional interpreter for ICCSD, Iowa
DHS, the Johnson County court system, and multiple police precincts in the region. This particular
experience has given me a strong understanding of the legal system and "legalese." I am passionate
about helping others and serving as a mentor for many young people across the nation and abroad.
Outside of my advocacy work, I am a proud foster parent and doula for local hospitals serving immigrant
communities.
What is your present knowledge of each advisory board you are interested in?
I am familiar with Iowa City's Home Rule Charter and the role of the Charter Review Commission. Every
10 years Iowa City convenes a Charter Review Commission to review and propose amendments to the
charter about our structure of government. I believe the Commission should ensure our form of
government works for the need of the community and should address problems that may have arisen. I
am aware of the ongoing dialogue in the community regarding the popular election of the Mayor of Iowa
City and changes to City Council elections. I am confident these topics will be a focus of the
Commission's work. If selected I am committed to facilitating an educational, public process and
discussion on these topics and others to reach solutions that best serve our community, without
prejudgement. I am also prepared to engaged in thoughtful, inclusive discussions.

I have been an active community member since I moved to Iowa City in November of 2012. Hired early in
my life, I honored my family's commitment to education and have completed my Bachelors of Science,
Majoring in Accounting with an emphasis in Non -For -Profit and Governmental Accounting. Not satisfied, I
am continuing to work towards my Masters in Business Administration; allowing me understand growth
strategies and budget implications on different levels. I have been engaged in all forms of public activity,
and carry a unique perspective of the city and it's residents and visitors. As a firefighter, I see the needs of
the community in all walks of life and help them make a bad day a little bit better. I also quickly became
engaged in our local IAFF union and have been deep connections not only within community groups of
Iowa City, but also with firefighters and community members across the state of Iowa. By being able to
draw on those relationships, I know what can be applied in a positive path forward for our city while also
keeping it's progressive roots. By doing a review of the city charter, we can address antiquated practices
while advancing a vision forward to meet the rapidly growing needs of our community and offer a flexibility
that other communities also enjoy; with a goal to continue to make this a community to be drawn too in all
eras of life.
What is your present knowledge of each advisory board you are interested in?
It will be a full, in-depth review of the current charter of Iowa City and making recommendations of change
to consider. Items from mayor election, to council districts and authority of elected and appointed
positions. It will also be an opportunity for members of the community to engage with others in different
parts of the city to come up with imaginative ways to accomplish the shared goals of our community and
emphasis the values we all cherish. My goal if appointed to the council is to ensure all practices are done
correctly, the citizens and visitors are safe her in Iowa City, that the future city councils of Iowa City are
empowered to represent those that elected them, and that community members of all backgrounds have
an equal voice in their government.

Experience and/or activities which you feel qualify you for this position:
I am a 40 year resident of Iowa City, and a longtime active observer of City of Iowa City business. I am a
"wonk" when it comes to local government. I read about it constantly, and always seek out new ideas.
Most importantly, I have been elected five times to serve all of the people of Iowa City. I have done this
every day for over 19 years. Because of this experience, I have great insight into how the people of Iowa
City think and feel.
What is your present knowledge of each advisory board you are interested in?
I applied for the Charter Review Commission in 1994, 2004, and 2014, and was rejected each time. But I
paid close attention to the workings of the commission on each occasion. I am familiar with the Iowa City
Charter, it's history, and some of the current issues.

persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision -making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally —assisted activity, or have a financial interest in any contract, subcontract, or agreement
with respect to a federally -assisted activity, or with respect to the proceeds of the federally -assisted
activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.

Hey Stefanie,
Hope you're doing well.
1 just received news that my employer wants us back in the office so I will no longer be able to work remotely. As a
result, I will have to move to DC soon. Thus, I will no longer be able to serve on the board. I have a couple months to
move and will be able to make it to the February meeting. However, I'm traveling during the March meeting for a
conference and will need the time in April to get ready for the move.
Unfortunately, this February meeting will be my last. Thank you for the opportunity, it was great working with you and
wishing you all the best in the future.
Best,
Ahmed Ismail

To Whom It May Concern,
I sadly submit my resignation as an ICPL trustee effective Wednesday, January 31", 2024. Unfortunately, the lovely home
