Resolution accepting the work for the Runway 25 Threshold
relocation, runway 7/25 remarking, and relighting
Whereas, the Airport's consultant, Bolton & Menk has reported that the work associated with
this project has been completed by Neumiller Electric, Inc. of Tiffin Iowa, and has recommended
that the work be accepted as complete; and
Whereas, the final contract price is $447,767.90, which is established from the original contract
cost of $476,553.90 an increase $23,378.20 from change order #1 and a reduction of
$52,164.20 from Change Order#2 to reflect final quantities of materials used in the project.
Now, therefore, be it resolved by the Iowa City Airport Commission:
1. Said improvements are hereby accepted by the Iowa City Airport commission.

Resolution approving services agreement with Crawford,
Murphy & Tilly, Inc. for professional services related to "Airside
Ground Mount Solar Array" improvements.
Whereas, the Iowa City Airport Commission issued a Request for Qualifications for engineering
services relating to the installation of solar panels at the Iowa City Municipal Airport; and
Whereas, Crawford, Murphy & Tilly Inc. was selected from the responses at the meeting on
December 8, 2022 to provide the above services; and
Whereas, the Commission and Crawford, Murphy & Tilly, Inc., now desire to enter into a scope
of services agreement, a copy of which is attached; and
Whereas, it is in the best interest of the Commission to enter into the associated agreement.
Now, Therefore, be it resolved by the Airport Commission of the City of Iowa City:
1. The Chairperson is authorized to sign and the Secretary to attest to the attached
agreement upon direction of counsel.

Resolution approving Lease - Amendment No. 2 of the Lease Agreement with
University of Iowa for the lease of Hangar building "H".
Whereas, the Board of Regents, State of Iowa for the Use and Benefit of the University of Iowa
and the Iowa City Airport Commission initially entered into a lease dated March 22, 2010 and
into Lease -Amendment No. 1 dated September 16, 2010.
Whereas, the parties wish to amend the lease terms further with the attached amendment to
allow for installation of fencing and other updates:
Now, therefore, be it resolved by the Iowa City Airport Commission, that:
1. Lease–Amendment No. 2 is approved.
2. The Chairperson is authorized to sign Lease –Amendment No. 2.

Resolution setting a public hearing on March 14, 2024 for the plans,
specifications, form of contract, and estimate on cost for the
construction of "Airside Ground Mount Solar Array" project, and
directing City Clerk to publish notices of said hearing, and directing
the Chairperson to place said plans on file for public inspection.
Be it resolved by the Airport Commission of the City of Iowa City:
1. That a public hearing on the plans, specifications, form of contract, and estimate
of cost for the construction of the above-mentioned project is to be held on the
14th day of March, 2024 at 6:00 p.m. in the Iowa City Airport Terminal Building,
1801 S. Riverside Drive, Iowa City, Iowa, or if said meeting is cancelled, at the
next meeting of the Airport Commission thereafter as posted by the City Clerk.
2. That the City Clerk is hereby authorized and directed to publish notice of the
public hearing for the above-named project in a newspaper published at least
once weekly and having a general circulation in the City, not less that four(4) nor
more than twenty (20) days before said hearing.
3. That the copy of plans, specifications, form of contract, and estimate of cost for

States Air Force for the display of the F-86 Jet located at the entrance

States Air Force is to be held on the 14th day of March, 2024 at 6:00 p.m. in the

Resolution number:
Resolution approving plans, specifications, form of contract, and estimate
of cost for "Construct Airside Ground Mount Solar Array" project at the Iowa
City Municipal Airport
Whereas notice of public hearing on the plans, specifications, form of contract and estimate of
cost for the above-named project was published as required by law, and the hearing thereon
held.
Now, therefore, be it resolved by the Iowa City Airport Commission that:
1. The plans, specifications, form of contract and estimate of cost for the above-named
project are hereby approved.
2. The amount of bid security to accompany each bid for the construction of the above-
named project shall be in the amount of 10% (ten percent) of bid payable to the Iowa
City Airport Commission.
3. The City Clerk is hereby authorized and directed to post notice as required in Iowa
Code section 26.3, not less than 13 days and not more than 45 days before the date
of the bid letting, which may be satisfied by timely posting notice on the Construction
Update Network, operated by the Master Builders of Iowa, and the Iowa League of
Cities website.
4. Sealed bids for the above-named project are to be received by the City of Iowa City,
Iowa at the Office of the City Clerk, at the City Hall, before 10:30pm on the 8th day of
April, 2024. At that time, the bids will be opened and announced by the City Clerk or
their designee, and thereupon referred to the Iowa City Airport Commission for action
upon said bids at its next regular meeting, to be held at the Terminal Building, Iowa
City Airport, 1801 S. Riverside Drive, Iowa City, Iowa, at 6:OOpm on the 11th day of
April, 2024, or if said meeting is cancelled, at the next meeting of the Airport
Commission thereafter as posted by the/ City Clerk.

Request Agreement with MidAmerican Energy Company
Whereas, the Iowa City Airport Commission desires to install a 69.2 kWac solar array to
generate electrical power for use by the Iowa City Airport; and
Whereas, the Iowa City Airport Commission desires to interconnect the solar array with
MidAmerican Energy's distribution system; and

Resolution approving Airport Manager annual step increase
Whereas, The Airport Commission approved resolution A23-04 on March 9, 2023, which
increased the Airport Manager's pay to pay grade 27, step 5 to take effect retroactively
from February 13, 2023; and
Whereas, the Airport Manager's annual performance evaluation was discussed at the
March 14, 2024 meeting and a final draft was completed and submitted to Human
Resources on March 28, 2024; and
Whereas, the Airport Manager is eligible at the time of their annual performance
evaluation for a step increase from step 5 to step 6; and
Whereas, The Airport Commission finds it appropriate to approve the step increase.
Now, therefore, be it resolved by the Iowa City Airport Commission:
1. The Airport Manager's pay shall be increased to pay grade 27, step 6.
2. The increase in pay shall take effect retroactively from February 18, 2024.
3. The Chairperson is hereby authorized to execute a payroll change form with the
required information.

Resolution authorizing the chairperson to execute a non-federal
reimbursable agreement with the Federal Aviation
Administration.
Whereas, the Iowa City Airport Commission has begun a project to install new lighting on
Runway 12/30 to include Runway End Identifier Lights and Precision Approach Path Indicator
Lights; and
Whereas, the lighting systems require a flight check to be commissioned before use; and
Whereas, the Federal Aviation Administration-Flight Operations will conduct the flight check per
the attached agreement; and
Whereas, the Commission finds the proposed agreement to be proper and in the best interest of
the Iowa City Municipal Airport.
Now, therefore, be it resolved by the Iowa City Airport Commission:
1. That the proposed agreement for flight check services is agreed to.
2. That the Chairperson is directed and authorized to execute and the Secretary to attest to
the agreement between the Airport Commission and the Federal Aviation Administration.

Whereas, the Iowa City Airport Commission desires to install a 69.2 kWac solar array and a
34.6 kWac solar array to generate electrical power for use by the Iowa City Airport; and
Whereas, the Iowa City Airport Commission desires to interconnect the solar arrays with
MidAmerican Energy's distribution system; and
Whereas, the Iowa City Airport Commission desires to elect service under the Rate 10 tariff,
which allows MidAmerican Energy to retain the renewable energy credits created by the system
and requires MidAmerican Energy to purchase excess energy at full retail price; and
Whereas, this election is executed by completing the Customer Acknowledgement of Title to
Renewable Energy Attributes; and
Whereas, it is in the best interest of the Iowa City Municipal Airport to elect service under the
Rate 10 tariff and execute acknowledgements for the 69.2 kWac and 34.6 kWac solar arrays.

SResolution accepting bids and awarding contract for the "Airport Ground
Mount Solar Array' project.
Whereas, Brandt Heating & Air Conditioning (Solar by Brandt) of Iowa City, Iowa submitted the
lowest responsive bid of$552,136.00; and
Whereas, Crawford, Murphy & Tilly, Inc. recommends accepting the bids, waiving the 5%
mobilization cost limit, and awarding the contract to Brandt Heating & Air Conditioning; and
Whereas, the Federal Aviation Administration concurs in awarding the contract to Brandt
Hearing & Air Conditioning; and
Whereas, it is in the best interest of the Airport to waive the 5% limit as it is unlikely that
rejecting and rebidding will result in a lower cost and a waiver does not affect the competitive
positions of the bidders as all bidders exceeded the 5% limit.
Now, therefore, be it resolved by the Iowa City Airport Commission:
1. The bids for the above-named project are accepted and the 5% limit on mobilization
costs is waived.
2. The contract for the construction of the above-named project is hereby awarded to
Brandt Heating and Air Conditioning (Solar by Brandt) of Iowa City, Iowa subject to the
conditions:
a. That awardee secures adequate performance and payment bond, insurance
certificates, and contract compliance program statements.
3. The Chairperson is hereby authorized to sign and the Secretary to attest the contract for
construction of the above-named project, subject to the condition that awardee secures
adequate performance and payment bond, insurance certificates, and contract
compliance program statements upon instruction from legal counsel.

Whereas, the Federal Aviation Administration has offered a grant to the Iowa City
Airport Commission to construct the above referenced project; and

grant.
