The Housing and Community Development Commission makes recommendations to the City
Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no
persons who exercise or have exercised any functions or responsibilities with respect to federally
funded activities, or who are in a position to participate in the decision -making process or gain
inside information with regard to such activities, may obtain a financial interest or benefit from a
federally —assisted activity, or have a financial interest in any contract, subcontract, or agreement
with respect to a federally -assisted activity, or with respect to the proceeds of the federally -assisted
activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.

THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING COMMISSION:
CHARTER REVIEW COMMISSION
One Vacancy — One -Year Term
(April 1, 2024 to no later than April 1, 2025)
• The duties of the Charter Review Commission will be to review the existing City Charter and
within twelve months recommend any charter amendments that it deems fit.
• A report from the Charter Review Commission shall be presented to the City Council no later
than April 1, 2025.
• The Charter Review Commission shall consist of at least nine (9) members to be appointed by
the City Council.
• Members of the City boards and commissions may serve on the Charter Review Commission
and must be residents of Iowa City.
Iowa City appointed members of the boards and commissions must be 18 years of age and live in
Iowa City. The City of Iowa City encourages diversity in the appointment to boards and commissions.
Applications must be received by 5:00 p.m., Tuesday, February 13, 2024. An application can be
completed and submitted on the City of Iowa City website at www.icgov.org or by contacting the
City Clerk's office.

1. 1 was director of nutrition services for the Iowa City Community School District for 25 years. Therefore, I
am very familiar with the diversity within Iowa City including the wide range of needs within the community
such as access to affordable housing and adequate nutrition. As director, I was responsible for a diverse
staff of just over 100 employees. My career provided many leadership opportunities which often included
meeting with members of Congress to lobby for the needs of children not only in Iowa but throughout the
country. Strong organizational skills, working with a diverse group of staff, students and parents along
with being fiscally responsible with program funds were strengths I have developed over my long career.
2. 1 have volunteered at the CommUnity Food Bank and Crisis center for several years. Therefore I am
aware of the hundreds of families served each week by CommUnity. This includes helping families with
not only food but also housing and utility assistance and other services. 3. 1 have served on the Iowa
Academy of Nutrition and Dietetics, Executive Board. As a member of School Nutrition Association Iowa I
served on the Board and was president (2002-03). 1 was on the executive board of the School Nutrition
Services Dietetic Practice group which included a 2-year term in the House of Delegates of the Academy
of Nutrition. Therefore I believe these opportunities have given me experience of working with a team and
learning to discuss, evaluate and compromise when important issues were being discussed and
consensus was needed. 4. 1 am a member of the League of Women Voters Johnson County which
believes empowering voters and defending democracy. Our league supported both the Council-manager
of government and home rule charter. I would plan on bringing these perspectives to the commission
since city government must work for all residents.

I know this commission is required to review the City Charter every 10 years. From reading articles in the
paper I know an issue which has been discussed is how city council members are elected. As a resident
since the 80's I know the diversity within the community and how important it is for every citizen to believe

believe a charter which works for all residents embodies the goals of empowering voters and defending
democracy.

I'm a volunteer speaker for Better Ballot Iowa, a 501(c)3 organization dedicated to voter education. Our
current focus is advocating for Ranked Choice Voting (aka Instant Runoff Voting) as method to increase
election efficiency, voter engagement, voter participation and incentivizes candidate to focus on coalition
building rather than negative campaigning. RCV allows voters to more fully express their preferences and
curtails the need to vote strategically and/or against the "lesser of two evils." It also helps candidates
understand the complexities and interests of their coalition of supporters. In years past, I also served on
the Board of Directors for Iowa City Community Theatre. Twice as president of the board. I understand
how to work with a group of volunteers to debate issues and arrive at consensus.

I have not participated on an advisory board in the past. However, our organization did engage with the
Cedar Rapids charter review commission and I delivered our presentation to the full commission. Here is

I have been an active community member since I moved to Iowa City in November of 2012. Hired early in
my life, I honored my family's commitment to education and have completed my Bachelors of Science,
Majoring in Accounting with an emphasis in Non -For -Profit and Governmental Accounting. Not satisfied, I
am continuing to work towards my Masters in Business Administration; allowing me understand growth
strategies and budget implications on different levels. I have been engaged in all forms of public activity,
and carry a unique perspective of the city and it's residents and visitors. As a firefighter, I see the needs of
the community in all walks of life and help them make a bad day a little bit better. I also quickly became
engaged in our local IAFF union and have been deep connections not only within community groups of
Iowa City, but also with firefighters and community members across the state of Iowa. By being able to
draw on those relationships, I know what can be applied in a positive path forward for our city while also
keeping it's progressive roots. By doing a review of the city charter, we can address antiquated practices
while advancing a vision forward to meet the rapidly growing needs of our community and offer a flexibility
that other communities also enjoy; with a goal to continue to make this a community to be drawn too in all
eras of life.
What is your present knowledge of each advisory board you are interested in?
It will be a full, in-depth review of the current charter of Iowa City and making recommendations of change
to consider. Items from mayor election, to council districts and authority of elected and appointed
positions. It will also be an opportunity for members of the community to engage with others in different
parts of the city to come up with imaginative ways to accomplish the shared goals of our community and
emphasis the values we all cherish. My goal if appointed to the council is to ensure all practices are done
correctly, the citizens and visitors are safe her in Iowa City, that the future city councils of Iowa City are
empowered to represent those that elected them, and that community members of all backgrounds have
an equal voice in their government.

"wonk" when it comes to local government. I read about it constantly, and always seek out new ideas.
Most importantly, I have been elected five times to serve all of the people of Iowa City. I have done this
every day for over 19 years. Because of this experience, I have great insight into how the people of Iowa
City think and feel.

I applied for the Charter Review Commission in 1994, 2004, and 2014, and was rejected each time. But I
paid close attention to the workings of the commission on each occasion. I am familiar with the Iowa City

I have a BFA in Studio Art with a specialty in Drawing and Painting from the University of
Iowa. I have a passion for the arts and for the Iowa City community. I work in the commercial
construction industry as a Preconstruction Manager. My primary responsibilities focus on
design phase management of architectural and engineering teams, project planning and cost
estimating. This provides me with a solid understanding of the process of planning projects
on a commercial and municipal scale. I enjoy working with diverse teams on creative
building projects that leave a positive impact on the users and the public.
What is your present knowledge of each advisory board you are interested
in?
I am generally aware of the roles and responsibilities of the advisory boards and
commissions at the City of Iowa City. I have attended and reviewed meeting material from
various boards and commissions on a professional level. I have followed some issues on a
personal interest level. I have not yet attended a Public Art advisory board meeting but feel
my background would be a good fit.

• Duties of the Public Art Advisory Committee include: developing by-laws and procedures for
the Iowa City Public Art Program;
• administering the Public Art Program by determining the placement of public art, the type of
art to be used in a specific project, and the artist to be engaged;
• overseeing the acceptance of gifts of art;
• overseeing the maintenance and disposition of public art;
• overseeing expenditures of the Public Art Program budget;
• overseeing the Poetry in the Public Program.
• The Public Art Advisory Committee meets the first Thursday of each month at 3:30 p.m.

I am an architect by profession, with a Masters degree in architecture and a bachelors degree, also in
architecture, from the Sam Fox School of Design and Visual Arts. I primarily design buildings, but have
also designed and fabricated interactive art installations at the Madison Museum of Contemporary Art and
at Popps Packing, an artists collective located in Detroit. Both my mother and uncle are local artists
(printmaking/pastels and watercolor respectively) and I grew up immersed in local art programs, both
through the Robert A. Lee Recreation Center and public schools. I have always loved how valued the arts
are here in Iowa City, particularly art that engages community of all ages, and I am eager to contribute to
my hometown however I can. I also serve on the board of the Iowa City Downtown District.
What is your present knowledge of each advisory board you are interested in?
As an Iowa City native recently returned to the area, the amount and quality of public art struck me
immediately, particularly downtown. I do not know much more about the committee beyond what is
publicly available, but I am passionate about public art and keeping Iowa City's amazing arts culture alive.

My previous education and experience is in Art Education (BA from UI-2008) and then I recieved my MPA
from Drake (2016). I grew up in Iowa City and attended University here, I recently moved back to the area
this past year with my family. I have a background in art and I currently create my own, although as more
of a hobby. I love seeing the improvements that have been made while I lived outside of Iowa City and the
additions of new art works throughout the city. Having lived in several other cities and countries I would
like to build on our existing strong foundation as an arts community and pursue additional projects and

I am a professional ceramic artist, working with various communities in the past to create art in many
different capacities. From being an apprentice potter, to teaching classes, and currently working with
adults with special needs at Systems Unlimited, working to create artwork with clients. I work to create
artwork to share with the Systems Unlimited community, done by individuals or small groups of people.
We work to integrate individuals into the larger community using artwork as the means to do so.

Experience and/or activities which you feel qualify you for this position:
I have been involved in public art the past few years myself as an artist. I also have taught art to k-12
students for 5 years through full teaching and after school arts programs. I studied studio art in college as
well. I find public art specifically interesting due to the funding, allocation, locations, employing artists, and
what it brings to the community.
What is your present knowledge of each advisory board you are interested in?
My understanding of this board is that they determine the specifications of public art, its budget
expenditures, and donations and allocations.

The Housing and Community Development Commission makes recommendations to the City
Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no

inside information with regard to such activities, may obtain a financial interest or benefit from a
federally —assisted activity, or have a financial interest in any contract, subcontract, or agreement
with respect to a federally -assisted activity, or with respect to the proceeds of the federally -assisted
activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter.

Dear Commissioners and community members,
This is my notice of resignation from the Ad Hoc Truth and Reconciliation Commission due to my
diminished capacity to devote the time necessary to complete these tasks that have been set forth.
I have recently started the master's program for social work at the University of Iowa. That has
proven to be more work than I imagined. I also find it difficult to focus on truth and reconciliation as
our leaders in Iowa grow more fascist by the day. Quite literally. They are currently churning out
Legislation in the industrialized style of mass production and I cannot get fully into one fight before
there are 3 more. It has been a valuable learning experience working amongst you all. I think this
commission is made up of amazing and powerful people. I hope to work with you as a community
member and look forward to watching you all make history.
