Re: Redevelopment of 21 S Linn St: Public Engagement Plan
Background
In 2023, the City purchased the vacant lot at 21 S. Linn St. with the intent to lead a mixed-
use redevelopment of this prominent downtown corner through a public / private partnership.
The project will be facilitated through a Request for Proposals process that identifies City
goals and project objectives and invites project proposals from prospective partners.
Project objectives will be guided by the City Council Strategic Plan, Iowa City Downtown and
Riverfront Crossings Master Plan, and the Iowa City Downtown District (ICDD) Strategic
Plan, and further informed by public input. Public input on project objectives, such as types
of uses and experiences desired, will be welcomed from all populations including those that
frequent downtown and those who would like to engage more in our downtown community.
As discussed at the December 7, 2023 City Council Work Session, staff have prepared an
initial public engagement plan for City Council review at the February 20, 2024 Work Session
and planned implementation this Spring. Results from the public engagement efforts will be
organized and analyzed and brought back to City Council in May/June 2024 to help inform
the goals and objectives that will be incorporated in the call for proposals. Future steps in the
developer selection process will invite additional opportunities for public feedback.
Proposed Timeline for the Redevelopment of 21 S. Linn:
• December 2023: City Council review of past public-private development processes
completed
• Feb – May 2024: Conduct public engagement.
• June – Aug 2024: Develop Request for Proposals (RFP) document.
• Sept – Oct 2024: Issue RFP.
• Nov – Dec 2024: Begin proposal review process.
• 2025: Selection of project partners and development of final project details
Two-Pronged Approach: Community Education + Community Input

The 21 S. Linn public engagement process will be a two-way interaction involving a
combination of community education plus community input.
Community education will aim to establish a transparent, foundational understanding of the
City’s intent behind redevelopment of the property; reinforce already established priorities
and strategic objectives contained in adopted master plans; and foster awareness and
understanding around the importance of long-term property tax generation of the
development.
Community input will be sought to understand the types of uses, experiences, and benefits
desired by the public, through prompting questions such as:
• Do you visit downtown? Why or why not?
• What would encourage you to come downtown more often, or stay longer?
• Do you visit downtown to shop, socialize, or recreate? Why or why not?
• Do or would you work or open a business downtown? Why or why not?
Both elements – education and input – will be incorporated into every public engagement
channel. This approach plainly acknowledges that complete consensus is unlikely, while also
fostering a productive process that will hopefully generate proposals that both respond to the
public experience and advance the City and Downtown’s established strategic priorities.
Public Engagement Plan
The proposed public engagement plan incorporates both in-person and online outreach
methods for public accessibility. Placer.ai data helped identify geographic and demographic
audiences who frequent the downtown and those who do not; and outreach to all of these
audiences is pursued through this plan.
Website The City has launched an project webpage at icgov.org/21SLinn. This
webpage will be maintained with information, resources, and public
input opportunities as they are developed. Individuals are also
encouraged to sign up for project updates on the “Redevelopment of
21 S. Linn” at www.icgov.org/subscribe.
Survey A simple survey for community members to share thoughts on uses and
experiences they desire will be available online at icgov.org/21SLinn.

neighborhood associations, and economic development
partners

Post + Pop-Up
Event
In partnership with the Iowa City Downtown District (ICDD), Hello Lamp
Post technology will be leveraged through attractive on-site fencing
wraps, which allows downtown visitors to engage in a text conversation
with the vacant lot. The conversation can ask the visitor questions about
what types of uses they would like to see at the property and provide
simple answers to questions about the redevelopment process and/or
direct to online resources. In partnership with ICDD, a pop-up event at
or near the site will further encourage community members to use this
technology to share their thoughts.
Public Input
Sessions
The City will host two listening sessions to provide a brief overview on
the redevelopment project before allowing attendees the opportunity to
share thoughts on the project.
• Listening Session #1, at a downtown location
• Listening Session #2, at a west side location (targeted area
based on Placer.ia data)
These listening sessions will be promoted widely throughout the
community and through community partners in an effort to secure a
diversity of input.
Next Steps
City staff respectfully requests City Council’s review of this plan for community outreach and
engagement. This initial community input phase will be implemented through the Spring
months. City staff will compile all input for presentation to City Council at another work session
in May/June 2024.

Overview
The City of Iowa City’s investment objectives are safety, liquidity and yield. The primary
objective of the City of Iowa City’s investment activities is the preservation of capital and the
protection of investment principal. The City’s investment portfolio remains sufficiently liquid to
enable the City to meet operating requirements that cash management procedures anticipate.
Investments purchased by the City of Iowa City for the second quarter of this fiscal year had an
average return of 5.44%. The City purchased five new investments in this quarter. The Federal
Funds Rate remained the same at quarter end at 5.33%.
In investing public funds, the City’s cash management portfolio is designed with the objective of
regularly exceeding the average return on the six-month U.S. Treasury Bill. The Treasury Bill is
considered a benchmark for riskless investment transactions and therefore comprises a
minimum standard for the portfolio’s rate of return. Since the city’s investments are mostly
between the six-month and twelve-month range, the yield curve for the twelve-month U.S.
Treasury Bill has been added to the chart. The rolling average return on the six-month U.S.
Treasury Bill for the prior 365 days was 5.347% and the twelve-month return was 5.151%. The
investment program seeks to achieve returns above this threshold, consistent with risk
limitations and prudent investment principles. The rate of return on the City’s entire portfolio for
the quarter was 4.32%.
Investments for this year are $41,090,390 higher than last year. The increase in investments is
due to investing more of the City’s cash on hand as interest rates have increased.

Treasury bills and fed funds are competing investments in the money market. The federal funds
rate is highly influential and often has a direct effect on the U.S. economy, because it serves as
a base for interest rates offered by various financial and credit institutions to businesses and
consumers.
The Federal Open Market Committee (FOMC) seeks to achieve maximum employment and
inflation at the rate of 2 percent over the longer run. In support of these goals, the Committee
decided to maintain the target range for the federal funds rate at 5-1/4 to 5-1/2 percent. Holding
the target range steady at this meeting allows the Committee to assess additional information
and its implications for monetary policy. In addition, the FOMC will continue reducing its
holdings of Treasury securities and agency debt and agency mortgage-backed securities, as
described in the Plans for Reducing the Size of the Federal Reserve's Balance Sheet that were
issued in previously announced plans. The FOMC is strongly committed to returning inflation to
its 2 percent objective.
